Yes I would like to see all correspondence concerning my request for information that prompted Palmer to request and apparently receive a special report. If the city is asking for the software vendor to produce reports that are nothing more than opening a table, selecting fields, saving the query and exporting to Excel (a function that is available to all users for all tables) I would ask why and what training did city employees get on this system. If the city is asking for the software vendor to produce reports that can be done via the actions I just described, I again ask why and what training did city employees get on this system? I also ask why 30 to 45 days for a 10 minute task? Note: there is a difference between a report and an data export. I was very flexible in my original request. I have attached files that demonstrate the all over the place data that has been provided to citizens by the city in support of visibility to Code Enforcement. Or are you asking for the correspondence between Staff and BS&A which led to that report? If so, I can tell you that Brian had Brenda get with BS&A. She did and then the report was generated. Do you need to see Staff emails (if any) about this interaction between Staff and BS&A? I know we will also be talking about lot splits, but as far as code enforcement process, I think I’ve identified a possible sticking point. Hopefully we will find this of value for our phone call: The ability to analyze trend data for management purposes. Below is a screenshot representing the full extent of the management reporting functions BS&A provides. These reports are only available to computers behind our firewall. This is the complete list of the 12 reports our system currently is capable of generating. These reports, with their current data fields, meet our management needs. We have not tasked BS&A with creating any additional management report formats for us. It is a relatively simple task for anyone to receive a copy of any of these preformatted reports as a PRR. Not sure what the charge would be. Depends on how long it actually takes, which I do not know. However, the assembling of a new custom report with different data fields that are not currently represented among our report choices, meets the definition of creating a new record that we don’t already use or maintain in our normal operations. The fields you have mentioned were from the old system. The new system does not have the same fields as the old, nor does it have the same reports to run. Staff is in the process of reviewing all entries. E253, my property, shows filed 9/24/2018 closed 9/9/2019. Please provide the details, exactly what was filed on 9/24/2018? This is a converted case from the old system. You were sent a Notice of Violation in September of 2018 and was found in compliance on 9/9/2019. To close the loop on this case the Code Officer put the compliance letter in the system and closed the case. We show that you received all this information via verified letters. Please provide the definitions for all allowed entries in the Status Field. Open cases are listed as “open – (and reason it is open)” Closed Cases are listed as “Compliance – (and how it came into compliance)” These are the only allowed status entries. Just thought I would provide a brief explanation of the two main reasons I am interested in the Host Compliance software for Short Term Rentals. We already provide correspondence to our Short Term Rental Property Owners regarding the minimum 7-day rental restriction and other enforcement–related tips. However: · We currently have no data-supported way to accurately and reliably monitor/enforce the 7-day minimum rental period that has been on our books for decades. Typically, the only “evidence” we receive is a complaint from a neighbor saying they saw different people. The software offered by Host Compliance actively monitors all the major (40-50) websites and tracks rental periods. They auto-notify owners if/when they commit a violation of the minimum rental ordinance and copy Staff. This evidence, reportedly, will stand up under legal scrutiny. With this data-driven evidence, we can and will pursue compliance for those bad actors who continue to violate this code. Status: the City Attorney will be reviewing the Evidentiary Standard by which Host Compliance makes their claim. · Complainants (neighbors) have an alternate complaint resolution method: Rather than calling the BCSO, they can call/text/email Host Compliance with a complaint (i.e noise, illegal parking) and Host Compliance will contact the Owner and give them the opportunity to resolve the issue immediately and directly with their Tenants. This disincentive has a high potential of resolving the issue. Reason: such a complaint going unresolved will likely result in it becoming the topic of a Host and/or Tenant review. Typically, both parties prefer clean reviews and will act quickly to resolve. Additionally, owners will, theoretically, alert future guests to known issues as rental precautions. BCSO does a terrific job of handling noise and parking issues when they are alerted, but this has little likelihood of becoming an element of a Host or Tenant review. Likewise, there is no requirement for a property owner to be notified of such a BCSO resolution and therefor very little expectation that the Host will alert future guests. These are two of the items that Host Compliance offers. There are others. Please let me know if you have any questions. The city now wants to engage another software package to augment code enforcement in the area of short term rentals. Because the city does not furnish any criteria or metrics concerning code enforcement I want to inspect records and come to my own conclusion for the need for more software and the Special Magistrate system performance. Please provide a new report or update the previously supplied report or provide the ability to inspect the records in a form that supports metric development. Thank you. We are able to run a report of all code enforcement and export that into an excel spreadsheet (see attachment). However to export all fields from the database into an excel spreadsheet as requested would require us to build that report, which we are capable of doing. This report would take approximately 2hrs to build and export, due to the system not already containing a report covering all fields. We also need to keep in mind this is a new system and we are still in the process of populating all fields. Thank you.
