Good morning, Shelley,
I received Mr. Dickey’s email this morning (see below) with some clarification regarding if the subject property could be rebuilt if destroyed. Mr. Dickey states: “Although the City
Council is the approving entity, it is my professional opinion that the subject property is consistent with this policy and would likely be approved for the issuance of a Special Permit
as established in Sec., 110-200 of the City Code.” While Mr. Dickey states that it is “likely” to be approved, there is not a 100% guarantee. I called and spoke with Keisha at the
VA RLC and we were in agreement that my submitted appraisal stands and cannot be revised. Once the anticipated zoning change to R-2 is finalized in February, 2021 (per Mr. Dickey’s
email below), the subject property would then be in full zoning compliance with a guarantee that it could be rebuilt if destroyed.
