Approval of Meeting Minutes: May 20, 2002. 2. Request No. 02-23 - Space Coast Tourist Center - Sign - 7099 N. Atlantic Avenue, Suite 100 - Wayfast Signs & Banners, Applicant. Pursuant to Section 286.1015, F.S., the City hereby advises the public that: If a person decides to appeal any decision made by the Community Appearance Board with respect to any matter considered at this meeting, that person will need a record of the proceedings, and for such purpose that person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The Recording Secretary called the roll. Approval of Meeting Minutes: May 6, 2002. Motion by Ms. Hayes, seconded by Mr. Bruns to approve the Meeting Minutes of May 6, 2002, motion carried unanimously. Attorney McQuagge swore in all persons giving testimony. 2. Request No. 02-22 — Duplex (Madison Avenue), Block 13, Lot 13, Avon by the Sea Subdivision — Richard Biery and Richard Castillo, Applicant. Mr. Biery testified that the main building would be painted antique cream with a lighter trim. The roof would be green fiberglass shingles. Mr. Bruns stated his concern regarding new construction and sidewalks. Mr. Biery testified that most likely the sidewalk would be broken up then they would rebuild a five-foot sidewalk as the code states. Mr. Bruns encouraged Mr. Biery to add as much landscaping as possible. Mr. Biery responded to Mr. Camomilli that no fencing would be installed at this time. Motion by Ms. Hayes, seconded by Mr. Camomilli to approve application No. 02-22 as submitted. The motion carried unanimously. DISCUSSION Ms. Easler noted that a new Chairperson and Vice Chairperson needed to be elected. Ms. Hayes nominated Mr. Bowman for Chairperson and Mr. Camomilli for Vice Chairperson. Mr. Bruns seconded the nominations and asked that the board vote by acclamation. The nominations carried unanimously. City of Cape Canaveral Community Appearance Board Minutes May 20, 2002 Page 2 Ms. Hayes requested and the Board agreed that they would like to review the new north side City of Cape Canaveral Welcome Sign. The Board requested that the Building Department submit the design plans for the Board's review. Mr. Camomilli recognized and thanked Ms. Easler's for her fine service on the Board. Ms. Easler stated that she would return to Cape Canaveral in September and hopes to serve on the board again. Ms. Hayes questioned the sign at the port that was changed from black to white. Mr. Bubb will review the sign and bring information to the next scheduled meeting. Mr. Bruns mentioned the former Blue Cafe that had been painted red. Mr. Bubb stated they are currently in negotiation for licenses and a restaurant is proposed but nothing formal is on the application. Motion by Mr. Bruns, seconded by Mr. Bowman to have Attorney McQuagge write a recommendation to council concerning altering commercial buildings located on a main thoroughfare prior to approval by the Community Appearance Board. Motion carried unanimously. There being no further business, the meeting was adjourned at 7:30 P.M. Approval of Meeting Minutes: Mav 20. 2002. Motion by Ms. Hayes. seconded by Mr. Bruns to approve the Meeting Minutes of May 20, 2002, motion carried unanimously. Attorney McQuagge swore in all persons giving testimony. 2. Request No. 02-23-Space Coast Tourist Center — Sign — 7099 N. Atlantic Avenue. Suite 100 — Wavfast Signs and Banners. Applicant. Mr. Bruns questioned the sign filling the entire triangular surface. Mr. Ed Mowrey, Wayfast Signs and Banners, illustrated the size of the letters and the colors with a three foot palm tree explaining that the palm frawns are dark green, with a brown tree trunk all made of foam. The palm tree is one -pound density foam and he showed the adhesive used to place the foam. Mr. Mowrey responded to Mr. Bowman that the surface area was made of stucco. Mr. Mowrey responded to Ms. Hayes that the colors could last for twenty years dependent upon the effect of the sun. The letters are two -pound density foam. Mr. Mowrey answered Mr. Camomilli that the letters are white foam painted with green latex and there is a template available if the letters need to be recreated. Motion by Ms. Hayes, seconded by Mr. Camomilli to approve Request No. 02-23 as submitted and requiring replacement of damaged items with same. Vote on the motion carried unanimously. DISCUSSION The Board requested that Attorney McQuagge inquire into protocols by the building department regarding applications.. There was some discussion regarding how an initial application is reviewed for code compliancy. Ms. Hayes reiterated the changes of the sign at the port not being reviewed by the Board. Attorney McQuagge responded that he is writing a proposed modification of chapter 22 provisions regarding the City of Cape Canaveral Community Appearance Board Minutes June 3, 2002 Page 2 Community Appearance board review of exterior modifications that have visual impact on main city thoroughfares. Mr. Bruns thanked Attorney McQuagge for his follow through. Ms. Hayes explained the update on the City of Cape Canaveral North Entrance Sign. The Port has agreed to pay for soil and core samples, and install a good base. Mr. Barzeletto created a conceptual sketch that was given to Stottler/Stag° for a design/build concept. Attorney McQuagge inputted that he had received a memo from Mr. Boucher regarding potential problems with the landscape and fountain. Attorney McQuagge reminded the board if they have received a "Financial Disclosure Form" from the Brevard County Supervisor of Elections Office, to please complete and return as soon as possible. Motion by Ms. Hayes, seconded by Mr. Camomilli to adjourn meeting at 7:30 PM.
