PUBLIC PARTICIPATION:
Any member of the public may address any items that do not appear on the agenda and any
agenda item that is listed on the agenda for final official action by the Culture and Leisure Services
Board, excluding public hearing items which are heard at the public hearing portion of the
meeting, ministerial items(e.g., approval of agenda, minutes, information items) and quasi-judicial
or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The
Culture and Leisure Services Board will not take any action under the"Public Participation" section
of the agenda. The Culture and Leisure Services Board may schedule items not on the agenda as
regular items and act upon them in the future.

2. Election of CLS Board Officers: Chairperson and Vice Chairperson
3. Review and approve CLS Board meeting schedule for the remainder of 2022.
4. Review proposed fee schedules and residency requirements for City of Cape Canaveral
Community Center and existing City facilities for recommendation to City Council.
5. Review proposed hours of operation for City of Cape Canaveral Community Center.

ADJOURNMENT:

such purpose that person may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based. This
notice does not constitute consent by the City for the introduction or admission into evidence of
otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not
otherwise allowed by law.

MEETING MINUTES
MARCH 31, 2022
A meeting of the Culture and Leisure Services Board was held on January 27, 2022, at Cape
Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order
at 5:31 p.m. by Chairperson, Joel Fair. The Secretary called the roll.

ACTION ITEMS:
A motion was made by Kathy Parks, to approve meeting minutes of September 30, 2021 as written,
seconded by Mike Truitt, the motion was carried unanimously.
A motion was made by Mike Truitt to recommend that Betsy Ronk and Mary Mosquera be
considered by City Council for appointment to the Culture and Leisure Services Advisory Board,
seconded by Kathy Parks, the motion was carried unanimously.
A motion was made by Kathy Parks, to select the sculpture "Awakening"for installation at the Cape
Canaveral Public Library, seconded by Joel Fair, the motion carried 3 to 1.
DISCUSSION ITEMS:
• Mr. Vergara presented the proposed Fee Schedule for the City of Cape Canaveral
Community Center. Mr. Vergara provided background on the existing fees and described
the fees being proposed. Discussion ensued about operating hours, the many programs
that could be operated out of the building and the new opportunities having this facility
will open to the community.Although no motion was necessary, there was consensus and
support from the Board for the new fee structure.
STAFF REPORTS:
• Mr. Vergara gave an update on the progress of The City of Cape Canaveral Community
Center and stated that hopefully by March the building will be done. Mr. Vergara stated
that a prefabricated restroom will go on the East side of the dug out for the installation
of the splash pad.
• Mr. Vergara presented upcoming City events for the month of January. To include Friday
Fest and the 3rd Annual Space Coast Paddle Battle.
• Ms. Thomas discussed the progress for the CAPE Center, stating they are on schedule
despite the delays on some materials. Ms. Thomas stated they are looking at May for
completion.
ADJORNMENT:
There being no further business, Kathy Parks made a motion to adjourn—seconded by Mike Truitt.
The motion carried unanimously and the meeting adjourned at 7:23 p.m.

Other Considerations
• All figures are estimates, which will inevitably be impacted by current/coming effects of
the pandemic, to include continued supply chain/economic disruptions.
• Annual O+M projections based on the facility being open —64 hours per week, 52 weeks
a year and congruent with current hours of operation at the Nancy Hanson Recreation
Complex.
• Salaries and benefits subject to change based on staffing needs once operational.
• Utility costs will be off-set by roof-top solar array.
• Annual maintenance expenditures including recurring, preventative and on-going
maintenance tasks needed to prevent building system/equipment failures.
• These figures do not include other facilities or other areas of Canaveral City Park beyond
the Community Center building.

• Resident: 60+ days residing in the City
• Senior: 62+

• Proof of age/residency: Honor system
Proposed Changes:
• Proof of age + residency required at time of activity registration.
o Government issued photo I.D. listing a 32920 address
o Government issued photo I.D + copy of lease/tax/utility bill
o Annual status renewal recommended and can be facilitated for regular/seasonal
facility users with current software/systems
Optional Considerations:
• Keep current definition of resident (60+ days) or increase/decrease duration of stay
requirement.
• Keep current definition of senior (age 62+) or increase/decrease age requirement.
