There is a vast difference between City and County government. City govern- ment is set up to provide urban services, whereas County government is mainly a rural service pro- vider. The City of Cape Canav- eral provides urban ser- vices that are responsive to W H The City and the proposed an- nexation area of Avon -By -The -Sea are urban areas. Annexation will increase the popu- lation of the City from 9,807 to 11,043. Annexation will increase the City's tax base, provide for unified political representation, create CANAVERAL BACKGROUND the needs of our residents and businesses. Property taxes, utility taxes, fran- chise fees and user fees are spent locally in support of those urban services that enhance the quality of life for our community. Whereas, Brevard County Police, Fire, Road and Bridge, Municipal Service Taxing Unit (MSTU) property taxes, franchise fees and user fees that are paid within the proposed an- nexation area of Avon -By - The -Sea can be spent any- where in the unincorpo- rated County MSTU taxing district. Y ANNEXATI economic development opportuni- ties, additional jobs and grant funding. Annexation can enhance property values and provide high service levels at minimum costs due to economies of scale. Pursuant to City Code Section 110- 256, the zoning classification of all property which may be annexed to the City shall be determined by the City Council upon recommendation of the Planning and Zoning Board at the time of annexation. The effective date of annexation is October 1, 2005 if approved Novem- ber 2, 2004. This process would require exten- sive public hearings as required by the City codes and Florida Statutes, and all effected property owners will be noti- fied in writing when the comprehen- sive plan and zoning amendments are being worked on by the City Planning and Zoning Board and City Council.
