AGENDA CALL TO ORDER: ROLL CALL: PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board, excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, information items) and quasi-judicial or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The Culture and Leisure Services Board will not take any action under the "Public Participation" section of the agenda. CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES SEPTEMBER 30, 2021 A meeting of the Culture and Leisure Services Board was held on September 30, 2021, at Cape Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5:31 p.m. by Vice Chairperson, Tim Bass. The Secretary called the roll. MEMBERS PRESENT Joel Fair Chairperson Tim Bass Vice Chairperson Kathy Parks Marlene Woodside OTHERS PRESENT Gustavo Vergara Molly Thomas Nina Parlapiano MEMBERS ABSENT Larry Holmes Barbara McPeek ACTION ITEMS: Leisure Services Director Cultural + Community Affairs Director Board Secretary A motion was made by Kathy Parks, to approve meeting minutes of July 29, 2021 as written, seconded by Tim Bass, the motion was carried unanimously. A motion was made by Joel Fair, to recommend that City Council appoint Mike Truitt and Angela TruLock to the Culture and Leisure Services Board, seconded by Tim Bass, the motion was carried unanimously. A motion was made by Joel Fair, stating that the board's majority vote is "none of the above" and they request that Staff reissue a call for new sculptures, seconded by Kathy Parks, the motion was carried unanimously. A motion was made by Kathy Parks, to approve pursuance for Florida Recreation Development Assistance Program grant for Patriots Park, seconded by Marlene Woodside, the motion was carried unanimously. STAFF REPORTS: • Mr. Vergara gave an update on the progress of The City of Cape Canaveral Community Center and stated that New Fiscal Year projects, like the Splash -Pad and Little League Fence will begin October 1. • Mr. Vergara presented upcoming City events for the month of October, to include Friday Fest, Movie in the Park and Trunk or Treat. • Ms. Thomas discussed the start of the construction process for the CAPE Center, stating she anticipates a completion date of early -to -mid -summer 2022 and that she has been working on the CAPE Center's Core Documents and internal programing details. • Ms. Thomas noted the increased activity and added responsibilities relating to City communications as a result of both the COVID-19 Pandemic and City election messaging. ADJORN M ENT: There being no further business, Kathy Parks made a motion to adjourn—seconded by Marlene Woodside. Whether working in steel, stone, or concrete my works come from the heart, inspired by Americana, with a genuine modesty and eye to engage all. It is my goal to make art that simulates conversation, approaches every day objects in a new direction, creating cultural totems. I have outlined a proposed sculpture called "A Novel Idea"- a bookbench carved from granite for the Community Library. This work is both a sculpture and a functional bench. I believe this commission is of high standard and carries much prestige and look forward to the opportunity of sharing my almost three decades of experience igniting the imagination of Cape Canaveral with public art. "A Novel Idea"- ( Book Bench) Project Goal: My concept would be to create a bench made from granite of books. This functional sculpture can recognize the contribution of local, regional and national writers to knowledge, joy, and the fun of reading. The artwork would also bridge past, present, and future generations in discovery and imagination. The Idea and Approach: A five(5) foot bench made from stacks of carved granite books would form the theme for this concept. Carved with authors names and titles, the sculpture can reflect the local story, while providing a place to rest, read, and relax for friends, visitors, and Library employees. The artwork work would be assembled of almost sixteen (16) individual novels- symbolic of the contribution of many forming a community.. Community Engagement: The project would not be limited by the bounds of the sculpture. As part of the creative process, the community can chose up to (8) eight of the titles to be carved into the books. I can also give an artist presentation following the placement of the sculpture. Gathering with local members, can also assist in providing real community ownership of this artwork and future projects. Longevity and Maintenance: Artwork constructed of granite would have an almost unlimited lifespan and very little upkeep. The durability would not be measured in decades but centuries and will hold up to whatever Mother Nature can dish out - even hurricanes. Budget, Schedule, Logistics: The generous budget of $2000 are enough funds to transport the sculpture to the site and install (by the artist). The Sculpture is composed of individual granite books, which are assembled with high strength structural epoxy and stainless steel pins. The artwork can be placed on any standard sidewalk. I currently have a bench available without titles ready to install.There is an option to purchase with the lease applied to the purchase price of $15,000. The purchase can be made over a period of three year budget cycles. GREATER AUGUSTA COUNCIL February 25, 2021 To Whom It May Concern, Craig Berube Gray has a sculpture titled Popsicles currently on display in the Northeast corner of the Augusta Common, as part of the 2021-2023 Augusta Sculpture Trail. Popsicles is one of ten works temporarily on display in downtown Augusta, and has proven to be one of the most widely appreciated. Everyone loves the bright colors and whimsy of the piece. Craig arrived perfectly on time to install his piece, in the week set aside for all pieces to go in. When the piece being installed right before his took a little longer to set up than expected, he cheerfully waited, and when it was his time, he brought his piece directly to the designated site, and assisted our professional installer with the work of setting it in place. Popsicles required an extra flourish of plaster and paint to be properly installed after being secured to the concrete base. Craig brought the extra supplies and stayed to ensure his piece was in perfect form, even though it was cold and drizzling that afternoon. The City's reception of his piece has been phenomenal, both through social media praise and people directly telling Arts Council staff how much they enjoy Popsicles. We feel very lucky to have one of Craig's pieces on display for two years, and hope that he will return to us many times as we further the Augusta Sculpture Trail over the years to come. Kingsport's 13th annual Sculpture Walk a sight to see From Staff Reports Oct 12,2021 KINGSPORT — When Kingsport's Office of Cultural Arts (OCA) put out a national call for artists for the 13th annual Sculpture Walk, artists all across the country responded. That's why this year, the OCA was able to bring eight new sculptures to downtown Kingsport. Though sculptures have been delivered and installed through- out the month of October, the official opening of the exhibition will happen later this month. "With an artist from New Jersey and an artist from Key West, Florida, we are proud that we can bring a diverse group of artists to exhibit in the show," said Hannah Powell, coordinator for the Cultural Arts program. "Our depai talent strives to not only highlight the local talent that we have in the Kingsport area, but we also like to import various artists' work to share diverse creativity with the community of Kingsport. Two of the artists are new to the exhibition, while two of the artists have exhibited in Kingsport before."For those who really enjoyed C.R. Gray's `Popsicles' at the Kingsport Farmers Market, I'm sorry to report the sculpture has been replaced," Powell said. "The good news is, it has been replaced by another one of the same artist's treasures that is perfect for the market location: `Watermelons.' "Jim Gallucci is also returning, this time bringing two arches: one at City Hall, "Monarch Migration," and one on the corner of East Market and Commerce Street, "A Flock of Blackbirds."Powell hopes that those visiting art galleries like Cindy Saadeh, Suzanne Justis and Up Against the Wall will find his blackbirds arch to be a nice touch to the artistry found on Market Street. New artist Nathan Leslie comes from North Carolina.Three of his sculptures can be found along the downtown strip of Broad Street.Two of the sculptures, "Family" and "Growth," will be at the intersection with Main Street, and his third one, "Joy," is a pop of color in the City Hall garden along Church Circle. The other new artist is Mary Angers of New Jersey. Angers brings a sculpture called "Twisted" at Broad and Center streets that resembles the line structure found in the Noland Plan for the city. Her second sculpture, "Timeless," can be found on Broad Street at its intersection with New Street. The official opening of the exhibition is Oct. 23, with a reception at City Hall, 415 Broad St. Shuttle rides to view the sculptures will begin at 10 a.m. Maps will also be provided for those who prefer to walk. Zhe Augusta (gL,ronzcte Sculpture Trail could attract more to downtown Augusta By Amanda King Dec 16,2020 Downtown Augusta will be getting a little facelift mid-January with the installation of 10 sculptures approved by the City of Augusta. The new Sculpture Trail will include four sculptures in the Augusta Common, four in various locations along Broad Street and two on Eighth Street leading down to the Riverwalk. The city received applications from 120 sculptures before narrowing the selection down. Paid for through Augusta's recreation budget, sculptures will be on loan by the artists for two years. Artists will receive $3,000 upon the installation and an additional $3,000 when they are removed. All 10 will be available for purchase but Augusta will purchase one to remain downtown. Greater Augusta Arts Council Executive Director Brenda Durant said the budget for that purchase is $25,000. "Popsicles" by CR Gray of Key West, Florida Durant said the trail will help spur economic development downtown, pride in the community and give people another reason to visit downtown especially as businesses look for ways to drive foot traffic to the area. A total of 32 sculptures by artists from all over the United States are scattered at points throughout central Springfield. They provide an opportunity to explore art while taking in some in the form of a nice walk from one sculpture to another. Tery O'Shell, executive director of the nonprofit group, says sculptures typically are switched out this time of year. But plans for that have been put on hold. "We have selected sculptures for the 2020-2021 rotation, but I don't know if we're going to use them," she says. "... We may keep the old ones. It's hard for us. Our sculptures come from all over the country. One artist is from Key West and he can't get out." But, O'Shell says, that just leaves time for more people to explore what's already installed. "Especially now, when it makes a perfect field trip for a parent, too," she says, adding that sculptures are great for learning. "Each sculpture has some kind of statement from the artist, so there are all kinds of ways you could teach your child." On Thursday, commissioners, with input from outside experts and a public online poll, selected 14 pieces of modern art —10 finalists and four alternates — that they would most like to see in the exhibit, which is entering its fourth phase. They had 31 candidates to choose from. Here are their picks, which will go to the City Council for consideration April 9: • "Slices of Heaven" by Craig Gray — a stack of steel, stucco and concrete citrus slices in Technicolor orange and yellow. Sculptor and painter Gus Ocamposilva , received most of his formal art training in Spain where he studied Murals at Massana School of Barcelona and painting procedures at Barcelona University, Spain (1992-1995). Their sculptures are made of strong aluminum, but appear soft and fluid. The bent forms incorporate tubes and exposed bolts.They created their own style with character using bright colors, empty spaces and balance. Forms appear on the surface showing poignancy and verb in all their art works that become an abstraction of figurative forms. They want to show in all their works their passion for life and nature. They see the world in countless colors, diverse and vibrant, and this is apparent in their creations. Dynamic and exciting, their artwork speaks of colors, magic and poetry. In December 2020 they installed a 20 ft height sculpture "Laura's Flower" commissioned by the City of Jacksonville, FL. During Spring of 2013 they were invited by the City of New York to exhibit three of their 12ft sculptures specially designed to be placed along the East River Park Promenade in Manhattan; and have installed more than sixty monumental sculptures in cities such as: Chicago, New York, Las Vegas, Atlanta, Miami among others, which has given them huge experience working with public art. They have earned numerous honors awards both in the U. S. and abroad and their commissioned work can be found in public and private collections around the U.S.A. Artist Statement My submission is titled Peace Frog. This piece is constructed from driftwood, painted with latex and spray paint, and has a protective coating of polyurethane. The dimensions are 70"x 13"x 12". It was originally a part of a series of work, using materials collected from Lake Erie beaches. The abstract design and lyrical title are intentionally vague to invite the viewer to create their own personal narrative. CITY OF CAPE CANAVERAL CULTURE AND LEISURE SERVICES (CLS) BOARD January 27, 2022 REGULAR MEETING • DISCUSSION ITEM # 1 Subject: Review Fee Schedule for new City of Cape Canaveral Community Center (COCCC) Department: Leisure Services Summary: With the coming completion of the City of Cape Canaveral Community Center (COCC), it is incumbent on the City to establish a schedule of fees for use. Per the City Manager with City Council's Direction, the proposed Fee Schedule will not be implemented for residents of Cape Canaveral Until October 1st, 2022. This will provide opportunity to track activities and develop trends. However, all non-residents will have to pay upon opening of the facility. Research was conducted with over 20 facilities throughout Florida to gauge what other government owned/operated facilities offering similar amenities charge. Location of these facilities ranged from Jacksonville to Vero Beach. A comprehensive spreadsheet was created delineating items such as operating hours, daily/weekly/monthly/yearly drop-ins, membership fees, and room rental fees to assess how our proposed fees fare in comparison to other municipalities. Special attention was also given to the current fee structure utilized by the Leisure Services (LS) department (attachment # 1). Consistency among fees creates a simple transition into this new facility.
