ROLL CALL
PUBLIC PARTICIPATION Any member of the public may address any items that do not appear
on the agenda and any agenda item that is listed on the agenda for final official action by the
Community Appearance Board (CAB) excluding public hearing items which are heard at the public
hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational
items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3)
minutes. The CAB will not take any action under the “Public Participation” section of the agenda.
The CAB may schedule items not on the agenda as regular items and act upon them in the future.

Subject: Level 2 Application for the redevelopment of 109 Long Point Road, on the southeast corner
of the Long Point Road and Astronaut Blvd., immediately east of the existing Chevron gas station
(Attachment 2). The parcel (Parcel ID#: 24-37-23-00-261) currently has a small single story building
that has been converted into office space and a large warehouse space. The Applicant/Owner is
OGNC Wave LLC.

Summary:The project includes a single,1-story structure on a parcel (0.33 acres) that is zoned
C-1. The maximum overall height is approximately22 feet tall. The proposed structure includesfour
office spaces; a conference room; two bathrooms; a front lobby and reception area, and associated
surface parking area with handicap accessibility. Part of the building’s parking surfaces will be
permeable with the use of pavers and gravel. Availablehandicapped parking spaces will be
constructed with concrete for easy and safe accessibility.
Review and approval of Level 2 Application consistent with Sec. 22-
CAB Level 2 Request —
42 (c) and 22-44 of the Cape Canaveral Code of Ordinances.
Sec. 22-42 (c) of the Code establishes certain criteria that the CAB must consider when
evaluating an application. In general, the criteria are to gauge whether a project is in harmony
and consistent with the surrounding natural and built environment. (Staff response indicated
in bold/italics). They include:
1.The plans and specifications of the proposed project indicate that the setting, landscaping,
ground cover, proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast
and simplicity are coordinated in a harmonious manner relevant to the particular proposal,

surrounding area and cultural character of the community. Sec. 110-
establishes principal uses within the C-1 district, to include, but not limited to
“professional offices, studios, medical or dental clinics, laboratories, general offices,
business schools and similar uses”. The plans and specifications of the proposed
project indicate that the structure’s design and features are coordinated in a
harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
2.The plans for the proposed building or structure are in harmony with any future
development, which has been formally approved by the city within the surrounding area.
The proposed plans will redevelop an underutilized parcel and are in harmony with
existing development. The proposed project is not out of character with any future
development that has been formally approved by the City the surrounding area.
3.The plans for the proposed building or structure are not excessively similar or dissimilar to
any other building or structure which is either fully constructed, permitted but not fully
constructed, or included on the same permit application, and facing upon the same or
intersecting street within 500 feet of the proposed site, with respect to one or more of the
following features of exterior design and appearance:
a.Front or side elevations;
b.Size and arrangement of elevation facing the street, including reverse arrangements;
or

c.Other significant features of design such as, but are not limited to: materials, roof
line and height or design elements.
The plans are not excessively similar or dissimilar to existing buildings and include a
number of architectural and landscape features that will serve to not only enhance
and beautify the existing parcel but the surrounding area as well.
4.The plans for the proposed building or structure are in harmony with the established
character of other buildings or structures in the surrounding area with respect to
architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community. Attachment 4 includes a
material board and color renderingsthat incorporate painted stucco, powder coated
aluminum awnings, modern large glass windows and doors, and vintage wood
elements at the building’s point of entry. It is important to also note that the proposed

as an accent color within the C-1, C-2, or M-1 zoning district. Attachment 4 depicts color
