AGENDA CALL TO ORDER: ROLL CALL: PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board, excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, information items) and quasi-judicial or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The Culture and Leisure Services Board will not take any action under the "Public Participation" section of the agenda. CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES JULY 29, 2021 A meeting of the Culture and Leisure Services Board was held on July 29, 2021, at Cape Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5:34 p.m. by Vice Chairperson, Tim Bass. The Secretary called the roll. MEMBERS PRESENT Joel Fair Chairperson Tim Bass Vice Chairperson Barbara McPeek Larry Holmes Kathy Parks Marlene Woodside OTHERS PRESENT Gustavo Vergara Molly Thomas Nina Parlapiano ACTION ITEMS: Leisure Services Director Cultural + Community Affairs Director Board Secretary A motion was made by Kathryn Parks, to approve meeting minutes of October 1, 2020 as written, seconded by Barbara McPeek. The motion was carried unanimously. DISCUSSION ITEMS: Gustavo Vergara discussed the concepts for Veterans Park — Perspective Renderings Exhibits. Two concepts were shown at the meeting. The Board were all in favor for Concept B. STAFF REPORTS: • Mr. Vergara gave an update on the progress of the multipurpose facility, stating that it is expected to be completed by January 2022. • Mr. Vergara presented the news that we will be hosting Friday Fest and the Backpack Jamboree on Friday August 6, 2021. • Ms. Thomas discussed the expansion of the sculpture program. • Ms. Thomas spoke about the preparation and behind the scenes work for the CAPE Center. ADJORNMENT: There being no further business, Barbara McPeek made a motion to adjourn—seconded by Kathy Parks. Joel Fair, Chairperson Nina Parlapiano, Board Secretary CITY OF CAPE CANAVERAL Civic Scenery Program Call for Sculptures: Cape Canaveral Public Library September 202'1— Submission review Selection Instructions • Review the attached submissions based upon the submission criteria listed in the Call for Sculptures aka COCC Civic Scenery Sculpture Exhibition Program. o Note the highlighted bullet under General Acknowledgements in the COCC Civic Scenery Sculpture Exhibition Program outline. None of the submissions received by the City adhered to the criteria listed in this bullet. o Given the limited response, Staff advises that the Board disregard the three (3) requirements listed under this bullet; or at its discretion, the Board may reject all submissions and ask Staff to re -issue a revised Call for Sculptures. • Board may discuss, as it deems necessary. • Board Chair should call for any public comment on the item. • Board Members will then mark their choice on provided ballot. • The Cultural + Community Affairs Director will collect the ballots and provide a tally of responses to the Board Chair who will ask for a motion and a second for the preferred sculpture or alternative action to be taken. • With a motion made, the Board Secretary will call the roll 'for or against' the motion. III III PURPOSE 0 00 In a continued effort to introduce varied elements of public art into the Cape Canaveral landscape, the City of Cape Canaveral has created a program that will invite an individual artist to exhibit work as a biennial installation at the entrance of the Cape Canaveral Public Library. This program reinforces the City's commitment to art and culture and fosters marketable opportunities for working artists in our community. SUBMISSION CRITERIA Structural: • Able to be structurally secured to a concrete pad 8' x 8' • Capable of withstanding coastal climate and weather conditions • Able to withstand a high traffic, public environment; considering public safety • Must be maintenance free for the duration of the exhibition • Must fit within the dimensions of 7' (wide) by 10' (tall) Subject: • Shall not advertise or promote a business, product or viewpoint. • Must be original and wholly the work of the submitting artist and shall not include any breach of intellectual property such as trademarks, copyrighted material, and brands. • Works suggestive of illegal activity; obscenity; pornography; nudity; trademark, brand, and copyrighted images; advertisements; political, religious or sexually suggestive concepts, symbols or messages will not be considered. • Must be appropriate for general viewing by viewers of all ages. General Acknowledgements: • Work must be complete prior to submission, but no more than three years previous and never displayed in the State of Florida. • Artists should not have large open areas in the design that might provide an opportunity or invite vandalism to the work. SELECTION PROCESS Staff will present all eligible submissions to the Culture + Leisure Services Advisory Board who will determine the final selection. Upload the required attachments: • Artist bio and resume • Three high-resolution jpg images of the sculpture (no larger than 5MB) • Name each file with your name and the title, for example: smithjane_titlejpg HONORARIUM • Artist of selected sculpture will receive a $2,000 honorarium. - Advance disbursement of $500 to assist with transportation costs. - Remaining $1,500 paid to artist at time of installation. • Prior to the first disbursement, the artist must submit a completed W-9 with two separate invoices reflecting the $500 and $1,500 payments. INSTALLATION Sculptures are mounted to a concrete pad, based on the installation specifications provided by the artist at the time of acceptance. City Staff will supervise and assist in the installation and removal of all sculptures. Artists are responsible for the rental of any heavy equipment needed for this process. Barring unforeseen circumstances, all sculptures must remain in place for the duration of the 24 -month exhibition. Any piece not retrieved by the deadline shall be treated as abandoned property and shall be subject to disposal or retained by the City, at its discretion. DISCLAIMERS • Incomplete or late applications will not be accepted. • The City may use submitted images for publicity purposes. • Staff will notify all entrants of the results of the selection process in a timely manner. • The City is not responsible for damage due to inherent vice or poor construction materials. • In the event that a sculpture becomes unsightly, damaged or dangerous prior to the end of the exhibition, the City of Cape Canaveral reserves the right to remove it, with the artist responsible for any associated costs.
