BUILDING PERMIT FEES
Sec. 547.01 Building Permit Fee
Schedule. The City of Cape Canaveral,
Florida does hereby establish as its
schedule for building permits on all
construction in the City of Cape
Canaveral, Florida, the following fee
schedule.
(A) Building and Miscellaneous:
On all buildings, structures or alter-
ations requiring a building permit, a
fee shall be paid as required at the
time of filing application, as follows:
(1) Alterations, remodeling,
repairs and moving, in pro-
portion to area of building
and extent of inspection
required, provided the fee
shall not exceed one-half
of the regular fee for new
construction of like
classification per $1,000.00
valuation $5.00
Minimum Fee 5.00
(2) Moving of Building *50.00
(3) Demolition *25.00

Total valuation for residential
permit fees shall be based on a
value of $20.00 per square foot
for all living areas and $10.00
per square foot for garages, base-
ments, carports and enclosed
pations or porches. (Ord. No.

A building permit fee for commer-
cial structures shall be based
upon the owner's declared value,
as approved by the Building
Official. (Ord. No. 1-76 §1,

City Engineer, the actual costs of such
review shall be paid by the applicant,
whether a building permit is issued or
not. The Building Official may require a
deposit of estimated cost upon receipt of
application for building permit. (Ord.

Sec. 547.02 Baluation based on actual
construction price. Where construction
valuation is required to determine the
permit fee, such valuation shall be based
upon the actual construction contract price
(with satisfactory evidence of same being
submitted to the Building Official) or a
construction cost estimate made by the
Building Official. Except as otherwise
provided in Section 547.01 (A) (4) herein.

(2) Reinspection fees. When extra
inspection trips are necessary due to
wrong address, second call on condemned
work, additional work done after inspec-
tion has been made, or work not ready
for inspection when called, a charge of
five dollars ($5.00) shall be made for

Sir:
As per your request, I have reviewed our current permit fee
schedule, as outlined in the City Code of Ordinances , Section
547.01 and set forth in the following standard codes as adopted
by City Council; ( Standard Building code, Appendix K; Standard
Plumbing Code, Appendix C; Standard Gas Code, Appendix C ) :
Each of these fees set forth in their respective codes can
not be altered prior to the following chain of events ; as
per Section 547.15 of the City Code of Ordinances, Title:
Changes to the Schedule of Fees .
1 . A resolution of the City Council is needed to amend Chapter
547 of the City Code; in this resolution, it would be
necessary to delete the references to Fee schedules in
each above listed codes so as not to place each code in
conflict with one another and then adopt a standard policy
fee which can be amended from time to time, as needed,
so outlined in Chapter 547.15
2 . Then a second resolution would be in order amending Chapter
547 of the City Code of Ordinances following the staff
review of the new fee schedule as drafted and presented.
3 . The following draft is presented to you in its entirety;
repealing of codes and conflicts herein.

Sec. 547 .01 Building Permit Fee Schedule. The
City of Cape Canaveral, Florida, does hereby establish as
its schedule for building permits on all construction in the
City of Cape Canaveral, Florida, the fee schedule:

on a minimum value of $42 .00 per square foot for all living
areas and $20.00 per square foot for garages, basements,
carports and enclosed patios and porches ; i.e . non-habitable
spaces . As per building valuation data supplied by Southern
Standard Building Code Congress Annual Report .
A building permit fee for commercial structures shall be based
upon the owner' s declared value, as approved by the Building
Official.
Fire alarm systems to include: Class A and B systems per

Plan Checking Fee. Fifty percent (50%) of the building fee
for checking plans of over $5.000
valuation. In the event said plans are

(G) When plans and specifications for construction,
in the City of Cape Canaveral, Florida, are reviewed by the
City Engineers, then the actual costs of such review shall
be paid by the applicant , whether a building permit is issued
or not . The Building Official may require a deposit of

Sec. 547 .03 Valuation based on actual construction price.
When construction valuation is required to determine the permit
fee, such valuation shall be based upon the actual construction
contract price (with satisfactory evidence of same being
submitted to the Building Official ) or a construction cost
estimate made by the Building Official, except as otherwise
provided in Sec .547 .01 (a) , Building Permit Fee Schedule. )

Sec. 547 .05 Site Plan Review Fee Schedule. The fee
schedule for site plan review shall be:
1 , 2 , and 3 residential units $ 25 .00
4 or more residential units $ 25 .00 plus $5 .00 per
unit , not to exceed $500.00
Commercial Structures
Per acre of land or portion thereof - $ 100 .00
Sec. 547 .07 Expiration of Site Plans . All site plans
shall expire in six ( 6 ) months from final approval of the
Planning and Zoning Board, unless the building permit is
issued. Site plans shall only be valid for this time period
and for the term of the building permit . (Ord. No. 1-84 ,

Sec. 547 .11 Resubmissions of Site Plans . Changes to
originally approved site plans shall be charged at a rate
equal to fifty percent ( 50% ) of the original fee. (Ord. No.

Sec . 547 . 11 Replat/Subdivision of Land Fee Schedule .
The City of Cape Canaveral, Florida, does hereby establish
as its schedule for review of replat/subdivision of land within
the City of Cape Canaveral, the following:
Replat/Subdivision of Land $25 . 00 for the first three
lots , plus $5 .00 each
additional lot , not to exceed
$500 .00 ( Ord. 1-84 , § 1 ,

Sec . 547 . 13 Resubmission of Replats/Subdivision of
Land. Changes to originally approved Replats/Subdivision
of Land shall be charged at a rate equal to fifty percent

Sec . 547 . 15 Changes to the Schedule of Fees . Any of
the fees established by this Chapter may be amended, from

RE: BUILDING PERMIT AND DEVELOPMENT FEES
In order to update the City' s Building Permit fee structure,
we are proposing that the Chapter 547 be amended. The
Southern Building Code Congress International publishes a
report entitled "Building Valuation Data" which provides the
average per square foot cost for various types of construction.
This data is used by Building Officials to analyze costs of
projects, and for calculating building permit fees.
The City currently has established a value lower than that
found in the Building Valuation Data document. The attached
amendment to Chapter 547 allows for adoption of the "Building
Valuation Data" schedule as the basis for determining valuation
of projects. This will bring us into conformity with other
jurisdictions in the County.

WHEREAS , the Building and Development fees established by
Chapter 547 of the City of Cape Canaveral , Florida , Code of
Ordinances may be amended by Resolution of the City Council;
and
WHEREAS, it has been determined that the Building Permit
Fee Schedule should be changed;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Cape Canaveral , Florida , as follows :
SECTION 1 . The most recent "Building Valuation Data" published
by the Southern Building Code Congress International is hereby
adopted as the fee schedule for Building Permit and Development
Fees for the City of Cape Canaveral , Florida.
SECTION 2 . This Resolution shall become effective immediately
upon its adoption.

PERMIT FEES FOR THE CITY OF CAPE CANAVERAL,
FLORIDA; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Building and Development Fees established by
Chapter 547 of the Code of Ordinances of the City of Cape
Canaveral, Florida, may be amended by Resolution of the City
Council; and
WHEREAS, it has been determined that the Building Permit Fee
Schedule should be revised;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Cape Canaveral, Florida, as follows:
SECTION 1. The Building Permit Fees set forth in Chapter
547 of the Code of Ordinances are hereby repealed in their
entirety and replaced with the following:

inspection when called, a charge of ten dollars ( $10. 00 ) shall be
made for each trip.
G. SITE PLANS.
1. Fee Schedule. The fee schedule for Site Plan Review
shall be:

As per your request, I have reviewed our current permit fee
schedule, as outlined in the City Code of Ordinances, Section
547.01 and set forth in the following standard codes as adopted
by City Council; (Standard Building code, Appendix K; Standard
Plumbing Code, Appendix C; Standard Gas Code, Appendix C) :
Each of these fees set forth in their respective codes can
not be altered prior to the following chain of events; as
per Section 547.15 of the City Code of Ordinances, Title:
Changes to the Schedule of Fees.
1 . A resolution of the City Council is needed to amend Chapter
547 of the City Code; in this resolution, it would be
necessary to delete the references to Fee schedules in
each above listed codes so as not to place each code in
conflict with one another and then adopt a standard policy
fee which can be amended from time to time , as needed,
so outlined in Chapter 547.15
2 . Then a second resolution would be in order amending Chapter
547 of the City Code of Ordinances following the staff
review of the new fee schedule as drafted and presented.
3 . The following draft is presented to you in its entirety;
repealing of codes and conflicts herein.

AN ORDINANCE AMENDING CODE CHAPTER 547,
"BUILDING PERMIT FEES, " BY PROVIDING FOR
BUILDING PERMIT FEES, SITE PLAN REVIEW
FEES, AND SUBDIVISION OF LAND FEES;
REPEALING ALL PORTIONS OF THE CODE IN
CONFLICT HEREWITH, PROVIDING AN EFFECTIVE
DATE.
WHEREAS , development in Cape Canave - as increased administrative
expense, and
WHEREAS , development should offset this additional expense,
NOW, THEREFORE, BE IT RESOLVED by the Ctiy Council of the City
of Cape Canaveral, Florida, as follows :
SECTION 1 . Code Chapter 547 , "Building Permit Fees" , is
hereby deleted in its entirety and replaced with the following

Sec. 547 . 07 Expiration of Site Plans. All site plans shall
expire in six (6) months from final approval of the Planning
and Zoning Board, unless the Building Permit is issued. Site

ORDINANCE NO. 13-76
AN ORDINANCE ADOPTING THE SOUTHERN STANDARD
SWIMMING POOL CODE; REPEALING PROVISION FOR
SWIMMING POOL BUILDING PERMIT FEES IN CHAPTER
547 OF THE CITY CODE; REPEALING ALL PORTIONS
OF THE CODE IN CONFLICT THEREWITH; PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED by the City Council of the City of Cape
Canaveral, Florida, as follows :
SECTION I. There is hereby established Chapter 627
entitled "Southern Standard Swimming Pool Code", to be incor-
porated into the Code of the City of Cape Canaveral, Florida,
as follows :
.Chapter 627 Standard Swimming Pool Code
A. 627. 01 Standard Swimming Pool Code Adopted. For
the purpose of establishing rules and regulations
to control the construction of swimming pools in
the City of Cape Canaveral, Florida, that certain
standard code known as the Southern Standard Swim-
ming Pool Code, 1974 Edition, and all future
editions and amendments as promulgated by the
Southern Building Code Congress , of which not less
than three copies have been or are now on file in
the office of the City Clerk, are hereby adopted as
fully as if the same was herein set forth verbatim.
From the effective date of this ordinance, the
provisions thereof shall be controlling in the
construction of all swimming pools within the cor-
porate limits of the City of Cape Canaveral, Florida.
B. 627. 02 Penalties. Any and all persons who shall
violate any provisions of this chapter, tr shall
fail to comply therewith, or who shall violate or
fail to comply with any order or regulation made _
thereunder, or who shall construct a swimming pool
in violation of any detailed statement or specifica-
tion or plan submitted and approved thereunder, or
any certificate or permit issued, shall severally
for each and every such violation and non-compliance
respectively, be punished as provided in Section
801. 01.
* SECTION 2 . Permit Fees for swimming pool construction
shall be as set forth in the Swimming Pool Code as herein
adopted.

Sec. 547.01: Building Permit Fee Schedule. The City of
Cape Canaveral, Florida, does hereby establish as its schedule for
building permits on all construction in the City of Cape Canaveral, Florida,
the following fee schedule.
(A), Building and miscellaneous: On all buildings, structures or
alterations requiring a building permit, a fee shall be paid as
required at the time of filing application, as follows:
(1) Alterations, remodeling, repairs and
moving, in proportion to area of building
and extent of inspection required, provided
the fee shall not exceed one-half (1/2) of the
regular fee for new construction of like
classification, per $1, 000. 00 valuation $5.00

MADE OR WORK NOT READY FOR INSPECTION WHEN CALLED,
a charge of give follars ($5.00) shall be
made for each trip.

Sec. 547.02. VALUATION BASIS ON ACTUAL CONSTRUCTION PRICE.
Where construction valuation is required to
determine the permit fee, such valuation shall be based upon the actual
construction contract price (with satisfactory evidence of same being
submitted to the Building Official) or a construction cost estimate made

AN ORDINANCE AMENDING ORDINANCE NO. 15-73, AS
AMENDED, BY REQUIRING ALL APPLICANTS FOR BUILD-
ING PERMITS TO PAY FOR COST OF REVIEW BY CITY
ENGINEER, OF APPLICANT'S PLANS AND SPECIFICATIONS;
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CAPE
CANAVERAL, FLORIDA, AS FOLLOWS:
SECTION 1. Ordinance No. 15-73, as amended, Establishing Fees
and Building Permits on Construction in the City of Cape Canaveral. Florida,
is hereby amended by the addition of the following sub-section D. to Section
1 thereof:
"D. Where plans and specifications for construction in the
City of Cape Canaveral, Florida, are reviewed by the City
Engineer, the actual costs of such review shall be paid by
the applicant, whether a building permit is issued or not.
The Building Official may require a deposit of estimated
cost upon receipt of application for building permit. "
SECTION 2. This Ordinance shall become effective immediately
upon its adoption by the City Council of the City of Cape Canaveral, Florida.
ADOPTED by the City Council of the City of Cape Canaveral,
Florida, this 7TH day of May , 1974.

upon the actual construction contract price

submitted to the Building Official) or a
construction cost estimate mad by the
Building Official. Except as otherwise
provided in Section 547.01 (A) (4) herein.
