CAPE CANAVERAL PUBLIC LIBRARY BOARD MINUTES
MARCH 14, 2000

I . CALL TO ORDER
Mr. Grady called the meeting to order at 2:05 .
A. Approval of the minutes
Mrs . Bell moved the minutes be accepted as submitted .
Mr. Grady seconded the motion which carried.
B . Correspondence
There was no correspondence .
II . DIRECTOR ' S REPORT
A. The monthly report was submitted for the information
of the Board.
B. Activites and Events
1 . On 2/9 Mrs . Escapa attended an Affirmative
Action Training program at CBL & RC and attended
the Brevard County Library Board Meeting at the
West Melbourne Public Library.
2 . On 2/10-11 Pam. Workman attended the Introduction
& Advanced Training of Windows 95 & 98 session
offered by the Central Florida Library Consortium
at the CBL & RC.
3 . Mrs . Escapa attended the Library Director ' s Meeting
at CBL & RC.
4. 0n 3/8 The Brevard County Library Board Meeting
was held in our Meeting Room. The Friends of the
Cape Canaveral Public Library provided refreshments
and snacks . It was a very good meeting .
C. Personnel
Penelope Humphrey, Library Assistant I , started
working 20 hours part time at the Reference Desk
on Tuesday, February 29 . She has a college degree
in Education and has had experience working at a
college library. She volunteers at the Women ' s
Center in Meritt Island. She lives in Cape Canaveral .

Frances M. Meyer will start working Monday, March
20, as the Cape Canaveral Public Library part-
time (20 hours a week ) Secretary. This time will be
increased to 25 hours in the next fiscal year if
the County Commissioners approve our budget as
submitted . She has extensive experience as an
executive secretary with the Federal Government and
the private sector. Her last job was with the U. S,
Department of Army in Panama . She expressed the
opinion that she is only interested in working
part-time .
D. Volunteer Week Photo Session-Volunteer Appreciation
by the County
Mary Ann Alderman, Community Relations Manager,
will take Volunteer Group photos with a digital
camera March 14 at 3 : 00 p .m. These will be publicized
on the Government Station during National
Volunteer Week , April 9-15, to honor and recognize
the Brevard County Library System Volunteers .
E. Books per Capita-Brevard County Statistics
Florida is the 49th in the nation . Brevard ' s
Books per Capita figure of 2 . 17 makes us number 7
in the state , behind Jacksonville , Alachua , Indian
River, Hendry, Taylor and Miami-Dade . During the
Brevard County Library System Visioning Process
with the County Commissioners , the objective of
increasing our books per capita to allow us to
become 3rd in the state was established .
F . Unique Management Services-Collection Agency
Mrs . Escapa provided us with a copy of the Market-
place Section of the Wall Street Journal , December
14 , 1999 , concerning fines and fees collection .
They have received positive feedback from directors ,
staff and library board members . In preparation
for writing the article, the Journal ' s reporter
spent several days in their offices observing
them in action and researching their history of
service to the libraries . The article captures
some important aspects of their philosophy and
their efforts to provide a service designed to meet
the unique needs of the libraries . They have
collected around $35, 000 for the Brevard County
Library System .
G . Brevard High School Students as Computer Technology
Assistants
Brevard County Libraries proposed and the proposal
has been accepted by the Superintendent of the

School Board, a plan utilizing high school
students who are competent PC / Internet users as
Computer Technology Assistants . These students
would volunteer their time at any one of our 16
libraries located throughout Brevard County . They
would work either at the Reference or Youth Services
Department assisting our patrons who need help .
Each student would be recommended to us by a teacher
or school administrator. Brevard County Libraries
will keep track of hours accrued by the students .
Students will be able to earn community service
hours to be used for scholarship applications ,
such as Bright Futures .

A Budget Workshop will be offered to the Brevard
County Library Board Members on Wednesday, April 12 ,
2000, at 3 : 00 p . m. at the Cocoa Beach Public
Library Meeting Room. Anyone interested in
attending is welcome.
B . Foundation Update
18 members have signed up with the Foundation .
They are working with a proposal for the Junior
League to get a van to do outreach programs for
children with low income and adults who can not
come to the library. They will have a fund raising
activity in October.
C . Hurricane Protection
Ed Gardulski , Public Works Department director,
informed Mrs . Escapa that he will buy board panels
to protect the library in case of a hurricane .
D . Library Day-March 21-22 in Tallahassee
Library Board Members and Friends are invited to
attend Library Day in Tallahassee .
E. Impact Fee Study
The Commissioners did not take action . Consultants
were asked to supply more information .

IV NEW BUSINESS
A. New Logo
A new logo has been designed for the Brevard County System..
We are reminded that libraries are more than information
and knowledge .
B.Star Program
Brevard County Libraries has a new Employee Recognition
Program which was developed by a team of employees after
after surveying all library personnel . It has been
approved by the County Administration . The details of
this program will be announced at a kick-off event
scheduled for Wednesday, April 5 , at 8 : 00 a . m . in the
Commission Room, Building C, Government Center . A
breakfast reception will be held immediately following
in the hall outside the room. The libraries have been
given authorization to open at 10 : 00 a .m. to give employ-
ees time to meet and greet one another. There has never
been a meeting where all library employees have been able
to gather at one time .
V ANNOUNCEMENTS
The next meeting of the Cape Canaveral Public Library
Board will be April 11 , 2000, at 2 : 00 p.m.
