March 9, 1999

I. CALL TO ORDER
Dr. Grady called the meeting to order at 2:10 p.m.
A. Approval of Minutes
Rosann Gallagher made a motion seconded by Joanna Atwood that the minutes
be accepted as submitted. The motion passed.
B. Correspondence
There was no correspondence.
C. Directors Report
1. The library circulated 13, 419 items in February 1998,this year 13, 062;
a difference of 358 items which represents a 3% decrease.
2. Activities and Events:
2/10/99 - Mrs. Escapa attended the Brevard County Library Board Meeting
at Mims/Scottmoor Public Library.
2/11/1/99- Mrs. Escapa attended an Internet& E-Mail workshop at the
Central Brevard Library and Reference Center.
2/15/99 - Mrs. Escapa presented the Cape Canaveral Public Library for the
Fiscal Year 1999-2000 approved by the Cape Canaveral Public
Library Board to Catherine J. Schweinsberg, Interim Library
Services Director and Frank Vestal, Library System Accountant.
2/23/99 - Mrs. Escapa and Colleen Bock attended an Advanced Powerpoint
workshop offered by Central Brevard Library Cooperative in Maitland.
2/25/99- Marice Scarborough, Youth Services Librarian and Karen Frank,
Reference Librarian, attended a Windows 95 Workshop offered by
Central Florida Library Cooperative at Central Brevard Library
and Reference Center.
3/02/99 - Pam Workman, Circulation Supervisor,Attended a Circulation
Meeting at the Franklin T. De Groodt Memorial Library.

3. National Library Week: It is our national holiday. A special time to celebrate
the contributions of all types of libraries and librarians. The 1999 event will
be observed April 11-17 with the theme "Read!Learn! Connect! @ the Library."
Many school libraries also observe April as School Library media Month
with the same theme. The Youth Services Department will celebrate it with a
Trivia Contest for children grades 1st - 6th. Mrs. Escapa has written a memorandum
to Rocky Randels, Mayor City of Cape Canaveral, to do a proclamation for
National Library Week. It coincides with National Volunteer Week
4. LS-3 Circulation do Loan Rules and LS-17 Internet Policy Statement
were approved February 5, 1999 and distributed to the Library Board.
II PERSONAL APPEARANCES
There were no personal appearances for today's meeting.
II Unfinished Business
A. Mayor Randels reported on his research concerning barriers for the book drop
and entry way area. The city council suggests that we try recycled plastic benches.
We agreed to try three which we can return to the city should they prove unsatisfactory.
Mrs. Escapa raised the question of transient usage of such benches for sleeping. These
three foot long benches should be too short for sleeping. Mrs. Escapa's other concern
was skateboarders. Mr. Randels suggested that the sheriff could patrol at problem
times and that a NO SKATEBOARDING , ENFORCED BY THE SHERIFF'S OFFICE
sign be posted. Mrs. Escapa said the sheriff's office has been prompt and helpful when
library staff has had occasion to call for their help in dealing with transients.
B. Theft continues to be a problem, as the top part of the bike rack was stolen,
C. A proposal with a cost of $4,000 for the Youth Services desk is due to be signed soon
with Karl Hartman of the Doug Wilson Co.
D. Jim Brown asked about the nesting birds at the entries. Mrs. Escapa has requested
installation of soffit like the one at the Cocoa Beach Public Library for the front and
rear entries.
E. Discussion of the Sunset Review of Operations was delayed until a later date.
F. Mrs. Escapa reported that a 2%increase in the estimated cost of public services
has been included in the budget. Justification for an additional library assistant is
included also. The procedure calls for approval by the County Library Board and then
approval by the County Commissioners.
G. Jim Brown commented on the demands on the library staff by patrons using the Internet.
The impact on the staff has been a consideration in the justification for extra personnel.
Mrs. Reid commented that the Friends have endeavored to train extra people in
Internet use to help patrons and will continue to consider this possibility.
H. Mrs. Sims presented the 1998 Budget Report of the Friends of The Cape Canaveral
Public Library (attached).

IV New Business
A. Election of Officers:
Jim Brown nominated the current Chairperson, Vice-Chairperson and Secretary to
Continue in those positions. Miss Atwood seconded the motion which carried unanimously.
V Announcements
Dr. Grady announced that the next meeting of the Cape Canaveral Library Board would be held on
Tuesday, April 13, 1999 @ 2:00 p.m.. The next meeting of the County Library Board will be held
Monday,March 15, 1999 at the Melbourne Public Library. Meeting adjourned at 3:05 p.m.
