I. CALL TO ORDER
Dr. Tim Grady called the meeting to order at 2:15 p.m.
A. Approval of Minutes
Mr. Grady made a motion to accept the minutes as submitted. The motion was
carried,the minutes were accepted.
B. Correspondence
Mrs. Escapa distributed the customer Survey Response form for 10/99. We
received two excellent Customer Service surveys.

7/21/99-Attended Library Director's Meeting at the Central Brevard
Library and Reference Center.
7/22/99- Attended Baker& TayIor Book source Training at CBLRC.
7/22/99 -Went to Mumford, Jacksonville to purchase books.
7/29/99 - Attended Newsbank on-line training at CBLRC.
8/3/99 - Went to Gates Library Incentive Training at the Orange County
Library in Orlando.
8/11/99-Went to FMIS Training at the Government Center at Viers.
8/11/99 - Attended Brevard County Library Board Meeting at Satellite
Beach Public Library.
8/23/99 -Attended FMSI training at CBLRC
9/27/99 - Attended Library Director's meeting at CBLRC.
9/28, 10/5, 10/12, 10/19/99 -Kathleen Teresi and I attended Time Sheet
Training (SAP) at Government Center at Viera.
10/4/99- Attended Library Director's Meeting at CBLRC.
10/7/99 -Went to Diversity Training at CBLRC.

3. Staff
We finally have all our new staff aboard.
Lydia Colon, Full-time Library Assistant I, Circulation,was transferred
from Merritt Island Public Library.
Kathleen Teresi, Secretary, 20 hours
Beth Schrader,Library Aide, 30 hours
Kimberly Cooper, Library Page, 20 hours
4. 1999/2000 Employee Wage Increase
The Board of County Commissioners approved for the FY 1999/2000 a
C.O.L.A and merit increases for non-bargaining positions.
C.O.L.A.
Employees will receive a 4% across the Board increase effective the first
pay period in December. The C.O. L. A. will raise the minimum and
maximum salaries for each classification.
Merit Increase
Employees will be receiving a merit increase effective the first pay period in
December based upon performance evaluations. Employees with 2.5 to 3.9
ratings will be eligible to receive a.15 cents per hour or 1% increase,
whichever is greater. Employees with a 4.0 to 5.0 rating will be eligible to
receive a .25 cents per hour or 2% increase whichever is greater.
Department/Office Directors will be eligible for a maximum merit increase
of 1%.
5. Holiday Craft Programs at the Cape Canaveral Public Library
Mrs. Escape handed out a flyer outlining five holiday craft classes being
held at Cape Canaveral Public Library between November and December.
II. PERSONAL APPEARANCES
Evelyn Reid reported on the Friends activities. The Antiquarian Book Sale raised $2,200.
The Book Sale in November raised $3,500 and two photos from the event were
published.. $1,000 was donated to the Cape Canaveral Library to purchase books. The
Friends put 150 videos and Stellar Sellers on shelves. They would like to purchase a new
shelf for audios. The Friends have lots of new helpers and are presently looking for an art
type computer program and person for assistance in advertising/promotions. lune Bell
brought in $590 on her Internet book sale. It was suggested that a spot for e-mail
addresses be put on the Friends Applications so information can be e-mailed,thereby
reducing postage costs. Mr. Bruns suggested that the activities of the Friends and Library
Board be surfaced to the City Council so the community knows the good things happening
at Cape Canaveral Library.
Barbara J. Sims discussed the need for Hurricane shutters/panels for Cape Canaveral
Public Library, should future storms threaten. Ms. Bowers commented that Grant funds
are available to the libraries for this purpose. Mrs. Escapa stated that she had asked Mr.
Bennett Boucher, City Manager, on several occasions if the City was going to provide the
shutters as they had done in the past. He referred it to Mr. Ed Gardulski, Public Works
Departmenr. Mr. Bruns stated that this issue will be brought to the City Council's
attention, to assure the proper individuals are aware of the need for shutters and the
monies to purchase them.
III. UNFINISHED BUSINESS
A. Budget FY 199-2000
It was approved September 21, 1999. They did not make any changes to the
Library Services Budget, with a total of $11,478,285.
B. Gates Library Incentive
Two checks totaling $134,109 were received in August. This will supply Central
Brevard Library & Reference Center and Merritt Island Public Library with six(6)
personal computers each and all software. Four computers will be supplied to
Melbourne, North Brevard,Mims/Scottsmoor and Dr. Martin Luther King Jr.
Libraries. In addition, the second portion of the grant is to put a public access
training room in the Central Brevard Library. The new training room will hold ten
stations. These stations will be available to the public when not in use for large
training sessions. Four staff members went to Seattle, Washington last week for
training.
C. Foundation Report
They have collected $9,000. They have written the mission and they are working
with the by-laws and articles of incorporation_ They have recruited board
members from the community such as Andrea S. Kin & Charlotte Demchock,
Bobby Anderson, Tom Watson, Jim Matheau, and others. They are working on a
big fundraiser "Last Dinner on the Titanic". They need all the support they can
get
D. SCGTV Update
This is the new endeavor by the county. Libraries are excited about presenting
information about the libraries. During the Teen Read Week in October,they had
auditions for the teenagers. They read their creations,poetry, and songs. They
selected three winners who will participate in the SCGTV channel. Libraries will
be doing a regular month program. Three staff members have been selected to
participate. Everything will be filmed at the Government Center because they have
the cameras set up there.
IV ELECTION OF OFFICERS
Jim Brown moved that the same Board be re-elected, seconded, all approved, motion
carried. Dr. Tim Grady will remain Chairperson, Geraldine Vavrek will remain Vice-
Chairperson,and Joanna Atwood will remain Secretary.
V. ANNOUNCEMENTS
The next Cape Canaveral Public Library Board Meeting will be held on Tuesday,
December 13,1999 at 2:00 p.m The next Brevard County Library Board Meeting
held on Wednesday, November 10, 1999 at 5:00 p.m at the new Dr. Martin Luther King
Jr. Public Library located at 955 University Blvd. in Melbourne.
