HomeMy WebLinkAboutMinutes 04-19-1999CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MEETING APRIL 19, 1999 MINUTES A meeting of the City of Cape Canaveral, Community Appearance Board, was held on April 19, 1999, at 7:00 P.M. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll. MEMBERS PRESENT Nadena Easler Chairperson Walter Bowman Vice Chairperson Karen Hayes MEMBERS ABSENT Alice Nielsen OTHERS PRESENT Dennis Franklin, C.B.O. Building Official Steven Bapp Planning & Zoning Technician Susan Stills Assistant City Clerk Beatrice McNeely Planning and Zoning Chairperson APPROVAL OF MINUTES: Mr. Hayes made a motion and Mr. Bowmn seconded the motion to approve the meeting minutes of March 15, 1999. Motion carried unanimously. Attorney Bennett swore in all persons giving testimony. NEW BUSINESS: 1. Request No. 99-08,Budget Rental; Barry Frank, Applicant. Mr. Frank stated that the building size was reduced and also gave the color as Light Gray with a Light Gray shingle roof. He noted that this building would have two instead of four columns. Mr. Bapp stated for the record that this is a re-submitted application and a slightly smaller building. He noted that the building's rear material was changed from stucco to split faced block. Ms. Hayes asked if the building was in the same location to which Mr. Frank affirmed. Attorney Bennett stated for the record that only the changes were those named by Mr. Frank. City of Cape Canaveral, Florida Community Appearance Board Meeting April 19, 1999 Page 2 Ms. Hayes made a motion and Mr. Bowman seconded the motion to approve the applications for Request No. 99-08 as submitted. Motion carried unanimously. 2. Request No. 99-09, New Duplex on Madison Avenue; Stephen Miller, Applicant. Mr. James W. Murphy, owner, spoke on behalf of the applicant. Mr. Murphy thanked Mr. Bowman for his suggestions on a previous application. Ms. Hayes questioned why there are so few windows. Mr. Murphy said that this would help to conserve energy. Ms. Easler asked for a color scheme on the siding. Mr. Murphy stated White or Antique White. Ms. Hayes asked what is the color of the trim. Mr. Murphy stated blue. Ms. Easler asked what is the trim. Mr. Murphy stated the fascia and soffit. Ms. Easler asked about the material for the balconies. Mr. Murphy stated wood or whatever the Board recommends. Mr. Bowman queried if he would attach the wood balcony to the aluminum siding. Mr. Murphy affirmed. Mr. Bowman asked if this were a frame house to which Mr. Murphy also affirmed. Ms. Hayes expressed that the elevation along Poinsettia Avenue lacked any architectural detailing except the texture on the aluminum siding. Attorney Bennett questioned if Ms. Hayes was referring to the Magnolia Avenue side of the building. Ms. Hayes noted the correction. Mr. Bowman asked if there were another lot between this property and Magnolia Avenue. Mr. Murphy stated that this is a corner lot. Ms. Hayes asked if there were a landscape plan. Mr. Bapp explained that Mr. Murphy stated he would supply sod with some landscaping along the building, however,he did not state that he would use any trees. Ms. Easler questioned Mr. Murphy on landscaping plans. Mr. Murphy said that he would use shrubs. Mr. Bowman questioned if he would install additional windows. Mr. Murphy stated that this would reduce wall space in the living room. Ms. Easler asked about the color of the roof. Mr. Murphy stated Off White shingles. Ms. Hayes asked which elevation parallels on Magnolia Avenue. Attorney Bennett ascertained that the picture of with smaller windows spaced farther apart on the Right Elevation depicts the street side. Ms. Hayes asked Mr. Bapp if the applicant is required to submit a landscape plan. Mr. Bapp responded that a landscaping plan is required,however there is no tree count for R-2 zoning. Attorney Bennett clarified that the applicant does not need to submit a plan but intentions should be expressed. Mr. Bapp affirmed and related that Mr. Miller depicted the sod in green but excluded any trees. Ms. Hayes stated that this project meets a bare minimum however the Code does not provide a landscaping requirement. Mr. Bowman noted the Board's inexperience in order to recommend to City Council how to interpret the Code to provide for additional aspects as in this application. Ms. Easler agreed with the Board's limitation to make recommendations without enough definition. Ms. Hayes made a motion and Ms. Easler seconded the motion to approve the applications for Request No.99-09 with the stipulations that the applicant use the colors as stated of White and Antique White for the siding, Light Blue trim and the City of Cape Canaveral, Florida Community Appearance Board Meeting April 19, 1999 Page 3 balconies painted to match one of these colors, and the roof color in Off White. Motion carried unanimously. Ms. Hayes made a motion and Mr. Bowman seconded the motion to amend the main motion and change the roof color to Blue. Motion Carried unanimously. There being no further business, Mr. Bowman made a motion and Ms. Hayes seconded the motion to adjourn the meeting at 7:52 P.M.
