HomeMy WebLinkAboutMinutes 07-19-1999CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MEETING JULY 19, 1999 MINUTES Members Present: Nadena Easler, Chairperson Walter Bowman, Vice Chairperson Eddie Hall Karen Hayes Alice Nielsen Others Present: Kohn Bennett, City Attorney Steven Bapp, Planning & Zoning Technician Susan Stills, Assistant City Clerk Beatrice McNeely, Planning & Zoning Board Chairperson Approval of Minutes: A motion was made by Ms. Hayes and seconded by Ms. Easler to approve the meeting minutes of June 21, 1999. Motion carried unanimously. Attorney Bennett swore in all persons giving testimony. 1. Request No. 99-16, Storage Warehouse Allison Storage Corp., 8570 Commerce Street; Albert E. Price, Applicant. Mr. Don Haynes explained that this project is the final phase of the Allison Storage warehouses and he will use the same style, colors and landscaping. Ms. Hayes queried about a landscaping plan. Mr. Bapp described the proposed landscaping. Ms. Hayes asked if the rear elevation faced Central Blvd. Mr. Haynes responded that the rear of the building faces the USA parking lot and the length of building is along Central Ave. Mr. Haynes noted that the same hedge line is used for security. Ms. Hayes commented that Mr. Haynes did not use much architectural detailing. Mr. Haynes responded that he would include whatever the Board requested. Ms. Hayes suggested a colonnade, a walkway or something to add interest. Ms. Hayes also noted that the ordinance states that no project should be excessively similar or dissimilar. Mr. Haynes stated that this is the final of a four building site plan. Mr. Hall explained the difficulty in installing landscaping near the dry wood. He also explained that the developer needed to install the landscaping away from the building and continuous with the existing City of Cape Canaveral, Florida Community Appearance Board Minutes July 19, 1999 Page 2 landscaping. Ms. Easter pointed to the elevation and asked if that section were visible on Central Boulevard. Mr. Haynes affirmed and stated that the length of wall on the left elevation would be on the corner of Commerce Street and Central Boulevard. Mr. Bowman asked if all lower doors are even with the ground. Mr. Haynes affirmed. Ms. Hayes suggested landscape planting like the cypress on the warehouse at Central Boulevard and North Atlantic Avenue. Mr. Haynes suggested installing a planter on this project to which Ms. Hayes agreed. Mr. Haynes calculated using approximately 80-feet for a planter. Mr. Bowman queried about the individual doors. Mr. Haynes explained that those doors denote the air-conditioned storage units. Ms. Hayes asked how he would utilize the upstairs area. Mr. Haynes stated that this would be his personal office. Ms. Alice Nielsen made a motion and Ms. Hayes seconded the motion to approve application to include a planter along the right (western) 80-feet (plus or minus) of the rear elevation (Northern face). Motion carried unanimously. 2. Request No. 99-17, Single-Family Residence, Discovery Bay, 602 Manatee Bay Drive; William Young, Applicant. Mr. Young explained that this project is on a large dry corner lot. The most prominent feature is an adjacent guesthouse with a driveway, entry gate and privacy wall. The house is a concrete, block, stucco construction with a tile roof. For purposes of explanation during this review, the model number is 3033. The body paint color is Eldorado and the trim color is Crystal White. The tile color is Sunlit Earth. The garage door is raised-panel steel in white. The entry gates are also white with a remote control access. The driveway width is 25 feet with additional parking on north side. Mr. Young affirmed Ms. Easler's question that the trim on the windows is also white. Ms. Easler asked about the chimney color. Mr. Young stated the same as body color with white trim. Mr. Hall asked if the metal gate were open fifty percent to which Mr. Young affirmed. Mr. Bowman made a motion and Ms. Hayes seconded the motion to approve the application for Request No. 99-17 as submitted. Motion carried unanimously. 3. Request No. 99-18, Single-Family Residence, Discovery Bay, 611 Manatee Bay Drive; William Young, Applicant. Mr. Bill Young explained that this plan is for a model home. The body color is Glacier White with a trim color in Classic Sand. The tile color is Verde Green. There was not further discussion. Motion carried unanimously. DISCUSSION: Ms. Easler asked Mr. Bowman if he had followed up on meeting with the City Manager. Mr. Bowman had not to date. Ms. Easler asked if City Council had awarded the first part of the proposal to Planning Solutions Incorporated. Ms. McNeely affirmed and stated that this proposal includes an evaluation, an outline and one town meeting. There being no further business, Mr. Bowman made a motion and Ms. Hayes seconded the motion to adjourn the meeting at 7:48 P.M. Motion carried unanimously.
