COMMUNITY APPEARANCE BOARD MEETING
JANUARY 19, 1998
MINUTES
A meeting of the City of Cape Canaveral, Community Appearance Board, was held on
January 19, 1998, at 7:30 P.M. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral,
Florida. The Secretary called the roll.

APPROVAL OF MINUTES
Motion by Ms. Easier and seconded by Ms. Hayes to approve the meeting minutes of December
15, 1997 and January 6, 1998. Motion carried unanimously.
1. Request No. 98-01 - Application for Office Building, Phase I - 6115 N. Atlantic Avenue;
Douglas Wilson, Applicant.
Attorney Bennett swore in Mr. Douglas Wilson of 336 Jack Drive, Cocoa Beach. Ms. Hayes
initiated questions by asking the color of the roof. Mr. Wilson responded that the roof would be
Forest Green. He explained that the building would follow the design of the new Fire Station in
Port Canaveral since he had enough construction material for both buildings. Mr. Treverton
queried why two types of roofing material, tin and asphalt shingles, were being used. Mr. Wilson
explained that this was due to cost. Mr. Treverton asked if the house existing on the property
would remain. Mr. Wilson answered that the house would remain until Phase IV. Mr. Treverton
asked if Mr. Wilson planned on planting sod in the area around the building. Mr. Wilson
designated where landscaping would be located, however, he did not want to fully landscape due
to subsequent construction. Mr. Treverton asked when construction would begin. Mr. Wilson
answered that Phase I would begin three weeks from this date. Mr. Treverton questioned the
proposed sign. Mr. Wilson stated that a double post sign was being considered painted a lighter
green to match the roof on Phase II. Discussion followed on making stipulations on the color of

the sign at this meeting. Ms. Easler queried if the trees in the photographs would be removed.
Mr. Wilson stated that no further trees would be removed. Discussion followed on proposed
landscaping. Ms. Hayes asked for clarification of the roof color, No. 209 Light Green. Mr.
Wilson explained that he changed the roof color to Forest Green. Ms. Hayes stated that the Board
would need to modify the roof color to Forest Green. She also asked for clarification of the
building colors as white at the top, reddish, followed by white again, then gray at the bottom. Ms.
Hayes asked if the asphalt shingle would also be Forest Green. Mr. Wilson answered yes if that
color can be found. Ms. Easler asked if the signs bearing Mr. Wilson's name would be lighted or
written in bold letters. Mr. Wilson stated that these signs would not exist.
Ms. Hayes asked if Mr. Bapp had any questions. Mr. Bapp stated that the Board had posed any
questions considered by the Building Department. Mr. Treverton stated that his concerns
regarding the visible roof were answered. Mr. Treverton asked if the Board had any further
questions.
Ms. Beatrice McNeely asked if any part of the site would be used for storage, and if so, would
that portion be screened. Mr. Wilson answered that through a variance he was able to park his
trucks. He stated that when construction was complete the variance would phase out. Ms. Easler
asked where the trucks are being parked during this construction phase. Mr. Wilson noted the
truck on a photograph in a wooded area. Council Member Burt Bruns asked Mr. Wilson if he had
a timeframe for his construction phases. He also asked if Mr. Wilson had to return to the
Building Department for each phase of construction and if Phases II, III and IV would be
reviewed before the Community Appearance Board. The Board answered by majority that he
would need to come back to the Community Appearance Board for future phases. Ms. McNeely
answered that Mr. Wilson did have an approved site plan the overall property. Mr. Wilson
commented that he had progressed in two years to this point in construction and that he would
like to see completion within the next three years.
Motion by Ms. Hayes and seconded by Ms. Easler to approve the application for Request
No. 98-01 with the following stipulations; 1) that the standing seam aluminum roof be
Forest Green, 2) that the shingle roof on the back of the building be a similar color to
Forest Green, 3) that the appearance of the building be similar to the new Fire House at
Port Canaveral as depicted in the photograph and 4) that no signs be erected as part of the
application. Motion carried unanimously.
DISCUSSION
Ms. Hayes reminded the Board of the City Council Workshop Meeting on January 27th at 5 P.M.
regarding the Community Appearance Board's progress. She commented that other City Boards
had been invited. Attorney Bennett noted that other Board's were invited for purposed of input.
Council Member Bruns stated that City Council wished to receive input from other City Board's,
as well as contractors and city residents. He recommended that Board members write out any
concerns for input and address Council and staff at the meeting. Ms. Hayes noted that similar or

dissimilar in the Ordinance regards any construction under the same permit. Her concern was
that construction such as the mini storage units would all be the same.
There being no further business, motion by Ms. Hayes and seconded by Ms. Easler to adjourn
the meeting at 8:15 P.M.
