HomeMy WebLinkAboutMinutes 04-06-1998CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MEETING APRIL 6, 1998 MINUTES A meeting of the City of Cape Canaveral, Community Appearance Board, was held on April 6, 1998, at 7:30 P.M. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll. MEMBERS PRESENT Nadena Easler Vice Chairperson Walter Bowman Cynthia Griffin MEMBERS ABSENT Richard Treverton Chairperson Karen Hayes OTHERS PRESENT Steven Bapp Planning&Zoning Technician Kohn Bennett City Attorney Susan Stills Deputy City Clerk, Secretary Arthur Berger Aedile Contractors Jeanne Berger For the record, Attorney Bennett explained to Mr. Barzelatto that he had the right to decline review before an assembly of three members and that he could reschedule and wait for a full board review. Mr. Barzelatto declined to reschedule. Ms. Easier instructed the Board secretary to agenda discussion on the Board's meeting time for April 20th. Ms. Easler welcomed new Board member, Walter Bowman. APPROVAL OF MINUTES Motion by Ms. Easler and seconded by Ms. Griffin to approve the meeting minutes of March 16, 1998. Motion carried unanimously. City of Cape Canaveral, Florida Community Appearance Board Minutes April 6, 1998 Page 2 NEW BUSINESS 1. Request No. 98-05 —Old Port Plaza, 8699 Astronaut Blvd; Jovan Barzelatto, Applicant. Attorney Bennett swore in Mr. Barzelatto and Mr. Bapp. Mr. Barzelatto stated that there are no definite tenants at this time. He was applying for Board review for a sign with this application. Attorney Bennett clarified that the Board will review the initial construction of the sign only. Mr. Barzelatto explained the building colors. The green color would be placed on the band of the crown mould only. He stated that the building colors would be tan and off-white. Mr. Barzelatto stated that the roof color would be terra cotta similar to a clay pot. Ms. Easler questioned why there are two stories on one end of the building and only one on the other end. Mr. Barzelatto responded that this is for the restaurant's dry storage. Mr. Bowman asked if Mr. Barzelatto had built similar establishments. Mr. Barzelatto stated that he had built many facilities in his twenty- five years in construction, one of them being the Rockledge Country Club. Ms. Easler questioned the entrance. Mr. Barzelatto answered that this is to accommodate the large trucks entering and exiting the restaurant. Ms. Easier queried lighting. Mr. Barzelatto said that only the restaurant would have wall packs similar to floodlights on the wall. Mr. Bowman questioned building signs. Mr. Barzelatto said that the owner desires to use monument signs and minimal lettering. Mr. Bowman questioned plans and asked if there were more definitive plans. Mr. Barzelatto stated that no floor plans are required in the applications. Mr. Bowman was concerned that depictions in three dimensions were not available for Board review. Ms. Easler questioned the color on the banding. Mr. Barzelatto said that the main building color is in the two previously stated tones, with banding in the lighter of the two tones. Discussion followed on the building sign. Mr. Bowman questioned if the wood trim on the louvers would be green. Mr. Barzelatto answered that the louvers would be white. Mr. Bowman questioned the roof on the rear elevation. Mr. Barzelatto explained that the building had a basically a flat roof with a slight slope. Mr. Bowman emphasized that a three-dimensional rendering would help to better visualize the construction. Attorney Bennett explained that Council desired to lessen the application requirements in order not to infringe on cost and to ask for additional requirements is a Council decision. Motion by Mr. Bowman and seconded by Ms. Griffin to approve the application for Request No. 98-05. Motion carried unanimously. DISCUSSION Mr. Bowman asked Attorney Bennett if the Board should address Council on permission to vote by simple majority. Attorney Bennett explained that the vote for Board of Adjustment, which is also a quasi-judicial Board, is four-out-of-five. He did not think lessening the voting standard for the Community Appearance Board is in the City's best interest. Mr. Bowman suggested some rendering cross-section to depict activity in the third dimension of flat drawings. Ms. Easler asked Attorney Bennett if he recommended a written proposal for City of Cape Canaveral, Florida Community Appearance Board Minutes April 6, 1998 Page 3 Council to make a change to the application requirements. Mr. Bowman stated that such a tendering cross-section might already be a part of the construction process, however, not submitted with the application. Mr. Bapp stated that a building such as The Wingate Hotel came before the Community Appearance Board at a point in the construction process when such a rendering cross-section might not be in existence. Ms. Easler recommended that Mr. Bowman research what drawing is needed to submit with the application. There being no further business, a motion was made by Mr. Bowman and seconded by Ms. Griffin to adjourn the meeting at 8:17 P.M.
