HomeMy WebLinkAboutMinutes 12-21-1998CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MEETING DECEMBER 21, 1998 MINUTES A meeting of the City of Cape Canaveral, Community Appearance Board, was held on December 21, 1998, at 7:00 P.M. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll. MEMBERS PRESENT Nadena Easler Chairperson Karen Hayes Alice Nielsen MEMBERS ABSENT Walter Bowman Vice Chairperson OTHERS PRESENT Kohn Bennett City Attorney Steven Bapp Planning & Zoning Technician Susan Stills Deputy City Clerk Beatrice McNeely Planning & Zoning Board Chairperson APPROVAL OF MINUTES Motion by Ms. Hayes and seconded by Ms. Nielsen to approve the amended meeting minutes of November 16, 1998. Motion carried unanimously. Ms. Easler noted on page two under discussion that the word past should read paste. NEW BUSINESS: 1. Request No. 98-28, 106/108 Ocean Garden Lane; Harold T. Hunter, Applicant. Mr. Hunter stated the project and its location. Mr. Bapp distributed sample colors. Ms. Nielsen asked if the proposed colors were ever used. Mr. Hunter responded that this is the first time he would use the colors. Ms. Hayes asked if the buildings look the same as existing properties. Mr. Hunter affirmed and stated that two live oaks would be added. Ms. Easler queried about the adjacent color. Mr. Hunter stated white with a dark blue roof and he noted that two roofs in the subdivision are green. Ms. Easler asked if the balcony was in the back. Mr. Hunter responded no, the balcony would be on the side front. Ms. Easler asked about the railing material. Ms. Hayes queried about the blank wall on the right and left elevations and if a window would be installed. Mr. Hunter explained that a window would be too hard to clean at that height. Ms. Hayes suggested some architectural detailing. Ms. Easler noted the landscaping in the area in discussion. She asked if there were existing oleanders. Mr. Hunter affirmed and said that the oleanders were 12 to 15 feet high. A motion was made by Ms. Hayes and seconded by Ms. Nielsen to approve the application for Request No. 98-28 as submitted. Motion carried unanimously. DISCUSSION: Ms. Easler stated that City Council authorized the travel and accommodations for the Collier County speaker. She requested that Mr. Bill Mays, Head of the Cape Canaveral Business Association,be notified when the location and time are affirmed. Mr. Bapp recommended a Town Forum in the Library Meeting Room after the first of 1999. Ms. Nielsen suggested inviting all City Board and City Council members. Ms. Easler asked Attorney Bennett for any suggestions on what to include in the meeting. Attorney Bennett responded that the Board should take material from the speaker's presentation relative to what they want for our City ordinance.
