HomeMy WebLinkAboutMinutes 11-04-1996 WorkshopCITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD ORGANIZATIONAL WORKSHOP MEETING NOVEMBER 4, 1996 A Organizational Workshop Meeting of the Community Appearance Board of the City of Cape Canaveral, Florida, was held on November 4, 1996 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7:30 P.M. by Chairperson Hayes. MEMBERS PRESENT Karen Hayes Chairperson Jovan Barzelatto Vice Chairperson Nadena Easter Vickilyn Shea Richard Treverton OTHERS PRESENT Bea McNeely Planning & Zoning Board Chairperson Anthony Gargenese City Attorney Roy Cowell City Engineer Susan Chapman Secretary Approval of Minutes: October 21 , 1 996 - Motion by Ms. Easter, seconded by Ms. Shea to approve the meeting minutes of October 21 , 1996. DISCUSSION 1 . Creating Generalization Guidelines. Chairperson Hayes advised that she had drafted preliminary standards for the Board's review and consideration. Ms. Hayes also provided a picture from the Architectural Digest of a village being constructed just north of Vero Beach. She explained that the development planners for the project had also developed Sea Side which was a planned community development located in the Pan Handle of all Victorian style beach cottages. She explained that they had developed architectural standards for the project and was using what they considered to be Florida caribbean and Palm Beach styles. Ms. Hayes had found the architectural designs to be intriguing and she planned to go to the project and take photographs. Mr. Treverton offered his video camera. Discussion was held regarding walkable communities. COMMUNITY APPEARANCE BOARD MEETING MINUTES NOVEMBER 4, 1996 PAGE 2 Ms. Easier questioned if the City had regulations regarding access. Mr. Cowell responded that the City had very specific standards on ingress/egress pertaining to width of driveways and distance between intersection of streets and the number of driveways per site. She questioned turning lanes along A1A. Mr. Cowell responded that A1A was a state road and access permits were issued by the State Department of Transportation. Discussion followed. Prior to the Board members reviewing the Board Guideline draft prepared by Chairperson Hayes, Attorney Garganese pointed out that Section 22-36 of the Board's adopted ordinance, defined findings and purpose, along with items included in the draft guidelines. Mr. Gargenese questioned the purpose of the proposed draft guidelines. He informed the Board that any standards adopted by the Board would need to be approved by the City Council. He advised that the Board should not submit anything to City Council that may by redundant to what already had been adopted in the ordinance. Discussion followed. Mr. Treverton voiced his personal opinion that the guidelines would be presented to City Council because there may have been some Council members that did not know who the Board was or what they were up to. Mr. Barzelatto clarified for the members that the guidelines would be developed to incorporate into the existing ordinance. Mr. Garganese explained that he had been contacted by the City Manager on this meeting date. The City Manager had requested that the Board focus on the actual ordinance that was adopted by the City in an effort to ensure that the Board was capable and ready to begin processing applications pursuant to defined legal standards. He voiced concern that the Board, not having considered any applications, trying to amend what had already been adopted by the City Council. He understood that more defined standards could be adopted, however, there had been an Ad Hoc Committee that studied the architectural review process for the City, who had recommended this ordinance to be adopted by the City. He asked that the Board focus solely on processing application requests. Chairperson Hayes responded, that since the Board had the time, the Board should draft the guidelines at this time in anticipation to sending them to City Council for adoption within a few months. She voiced her opinion that the Board wanted to do more than what was allowed by the adopted ordinance. COMMUNITY APPEARANCE BOARD MEETING MINUTES NOVEMBER 4, 1996 PAGE 3 The Board members reviewed, discussed, and made changes to the draft guidelines prepared by Chairperson Hayes. Discussion included issues such as: discouraging mansard or flat roofs, facia and overhangs, no brick, discrimination of factory built/module buildings and mobile homes, hurricane requirements, cultural character, availability of city and county history books, various roofs styles, discourage townhouses from facing garage doors towards the street and encourage diversity of styles & colors of garage doors on townhouse buildings, encourage use of pastels, architecture of fast-food restaurants, styles of signs and discouragement of building murals, landscaping, and the city's "Mission Statement". After review and discussion, the Board members concluded that the Board guidelines should read as follows: City of Cape Canaveral Community Appearance Board Standards I. GENERAL: The City of Cape Canaveral has a unique character and ambiance. The City of Cape Canaveral is a safe, clean, affordable, residential beach side community, with tree-lined streets and a revitalized A1A. It is mainly residential and, therefore, has a more relaxed and friendly atmosphere. The City of Cape Canaveral is not brash or flamboyant, and does not shout for attention. It is characterized by lush landscaping, an abundance of native flowering bushes and trees, pedestrian friendly sidewalks and bike paths, an low-key architecture. II. RESIDENTIAL: Residences can be one or two story with pitched roofs. Mansard roofs will not be permitted, and the City does not encourage flat roofs. Surrounding porches can be used as an extended roof overhang. Wall material shall appear to be stucco, clapboard, or board and batten, no brick. It is encouraged that pastel colors be used on the building exterior. Foundation plantings of native Florida bushes or other landscaping shall be used to soften the outlines of the residences especially for existing structures. COMMUNITY APPEARANCE BOARD MEETING MINUTES NOVEMBER 4, 1996 PAGE 4 Garage doors shall not be the sole unit in the facade facing the street. On townhouses, the garage door may be used in combination with an entrance way but the garage door shall not dominate the facade. Duplexes and townhouses shall be designed with sufficient diversity to provide a more interesting aspect to the neighborhood with overhangs and porches. In-ground landscaping, planters, or window boxes can be used to soften the outlines of the structure and provide needed green areas where the structure and paved areas cove more of the lot. Multi-family residences shall not have large areas of blank walls intersected only by plain windows if at all. Large areas of blank wall shall be broken up by plantings or trees. Diversity in size and type of window will add architectural interest. Flat roofs are discourage, however, if a flat roof exists, in shall be disguised by a cornice. III. COMMERCIAL: Structures under ? square feet shall have gable or hip peaked roofs. Larger structures with flat roofs will disguise them with an ornamental edging or cornice in keeping with the style of other commercial buildings in the area. Walkways along store fronts will be covered by a fixed porch-like roof or awning. Wall material shall be stucco, clapboard, or board and batten (no brick). It is encouraged that pastel colors be used on the building exterior. Areas of blank wall shall be softened by trees, bushes or other landscaping, architectural detailing, murals or signs. Parking areas and pavement shall be separated from the building by a landscaped area of native shrubs and trees. Parking lots shall be broken up by landscaped areas of native Florida shrubs and trees at appropriate intervals. IV. INDUSTRIAL: The stark appearance of industrial buildings shall be diminished by the effective use of trees, shrubs, and other plantings. It is encourage that pastel colors be used on the building exterior. Parking areas shall be separated from the buildings by a landscaped area of native Florida shrubs, trees, and landscaped islands. COMMUNITY APPEARANCE BOARD MEETING MINUTES NOVEMBER 4, 1 996 PAGE 5 Discussion followed regarding site plan and community appearance application submittal procedures. Attorney Garganese and Mr. Cowell explained the differences of site plans vs. architectural renderings and pointed out certain criteria's and procedures that this Board should follow when considering applications. The Board members discussed various existing developments including walkable communities. After an ensuing discussion, the Board members decided to take photos of various developments and buildings, ones they liked and disliked, inside and outside the City. These photos would be passed around at a future meeting for further discussion. There being no further business the meeting was adjourned at 9:30 P.M.
