COMMUNITY APPEARANCE BOARD MEETING MINUTES September 9, 2020 6:00 P.M. A meeting of the Community Appearance Board was held on September 9, 2020. Due to the COVID-19 Pandemic Emergency and social distance requirements, this meeting was held virtually using Communications Media Technology (CMT) via GoToWebinar. Chairperson Randy Wasserman read the COVID-19 Pandemic Advisory script to attendees explaining the process and procedures for conducting a virtual meeting, which included instructions for public participation and virtual attendance. Mr. Wasserman inquired if a quorum of Board Members were present, and quorum was confirmed. CALL TO ORDER: Chairperson Wasserman called the September 9, 2020 virtual Community Appearance Board Meeting to order at 6:00 P.M. and read the Statement of CMT Proceedings, further explaining the virtual meeting process which will ensure each member an opportunity to speak in an organized manner. Approval of Meeting Minutes – April 15, 2020 th Chairperson Wasserman asked for Board Members comments on the April 15 Meeting Minutes and with no further comments, he called for a motion. A motion was made by Mr. Nienstadt and seconded by Mr. Wasserman to approve the Meeting Minutes of April 15, 2020. The motion carried unanimously. 1 Community Appearance Board Meeting Minutes September 9, 2020 2. Level 1 Application – Construction of 4 townhomes – Parcel #24-37-23-CG-53-10 (300 block of Fillmore Avenue) – Ron Abeles – Owner Brenda Defoe-Suprenant began the presentation with an overview of the proposed two-story structure and showed slides of the Aerial View, Site Photos, Building Materials/Colors Rendering and Construction Plans (Full Size Plans) and gave full descriptions. Ron Abeles, part owner, was present at the meeting. Mr. Abeles gave a short introduction, discussed the proposed townhomes on Fillmore Avenue and explained to the Board that he is very detailed and always makes sure everything is done correctly. Discussion ensued about the front elevation, the sidewalk that will be between the 2 buildings and the 2 car garage for each unit. The AC units will not be visible and the color of the pavers and landscaping was also discussed. A motion was made by Mr. Wasserman and seconded by Mr. Nienstadt to approve the Level 1 Application for the Fillmore Townhomes project located on Fillmore Avenue. The motion carried unanimously. 3. Level 1 Application – 150 –unit Hyatt Place Hotel & Increased structure height not toexceed 65 feet – 9009 Astronaut Blvd. – Kaizen Cos., LLC – Owner Brenda Defoe-Suprenant began the presentation with an overview of the proposed new construction of a Hyatt Place Hotel located at 9009 Astronaut Blvd., and a request to construct the building to a height of 65 feet. Ms. Defoe-Suprenant provided a Location Map, Color Renderings, and Site Plan. Mike Allen of Allen Engineering and Jon Rohweder, VP and owner of Kaizen Companies, LLC were present at the meeting. Mr. Allen explained that the proposed site is just east of the Country Inn & Suites. Both hotels have 150 rooms. The proposed structure is 65 feet in height and includes a pool, and parking. Mr. Rohweder gave a short overview and answered questions from the Board. All equipment on the ground and the roof will be shielded and, the proposed dumpster will be enclosed. A motion was made by Mr. Wasserman and seconded by Mr. Nienstadt to approve the Level 1 Application for the Hyatt Place project and approve the request to build the proposed structure to 65 feet. The motion carried unanimously. REPORTS AND DISCUSSION: Mr. Dickey told the Board that the City is taking baby steps to open City Hall, possibly in another 2 to 3 weeks. He also introduced Patti Roth, AA, and Anna Young, Secretary/Permit Tech and thanked Daniel LeFever for his assistance in the A/V Room. Approved on this day of , 2021 Randy Wasserman, Chairperson Patti Roth, Board Secretary 3 CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD (CAB) MAY 26, 2021REGULAR MEETING · ITEM # 2 Subject: City of Cape Canaveral CAPE Center– Level 1 Application for the renovation/remodel of the Cultural Arts Preservation and Enrichment (CAPE) Center building located at 105 Polk Avenue (Parcel #24-37-23-CG-46-1). Department:Community and Economic Development Summary:This application is for a Level 1 Approval consistent with Sec. 22-42(c)of the City Code for the redevelopment the old City Hall building (approximately 3,252 square-feet), as an accredited institution for cultural enrichment and public engagement. This will be the first facility of this type in the City of Cape Canaveral. The subject parcel is owned by the City of Cape Canaveral, is 0.72 acres in size and is zoned PUB/REC. The proposed use is consistent with, and permitted in the PUB/REC zoning district. The Comprehensive Plan Future Land Use designation for the parcel is Public/Recreation. Zoning surrounding the parcel is primarily C-1, with R-2 to the east. Land use surrounding the parcel consists of commercial and institutional uses, with single and multi-family structures to the east. Adequate public utilities to meet the demands of the proposed renovation are located on/adjacent to the parcel. The submitted site plan is consistent with minimum setbacks and dimensional requirements for structures within the PUB/REC district. Proposed landscaping meets minimum requirements. Level 1 Request Sec. 22-42 (c) of the Code establishes certain criteria the Community Appearance Board (CAB) must consider when evaluating an application. In general, the criteria are to gauge whether a project is in harmony and consistent with the surrounding natural and built environment. Sec. 22-42 of the Code includes the specific standards that must be considered (Staff response indicated in bold/italics). They include: 1. The plans and specifications of the proposed project indicate that the setting, landscaping, ground cover, proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast and simplicity are coordinated in a harmonious manner relevant to the particular proposal, of City Code surrounding area and cultural character of the community. Sec. 110-381 establishes principal uses within the PUB/REC district, to include, but not limited to: public parks, including open space, playgrounds, and athletic fields; public facilities such as city hall, public schools, public safety buildings, public utility facilities, city community centers, and cultural institutions including museums, libraries and art galleries; and public recreation facilities such as kayak launches, skate parks, picnic tables and pavilions, tennis, basketball and bocce courts, and swimming pools. Parking lots associated with a principal uses are a permitted accessory use in the PUB/REC district. Maximum building height in the PUB/REC district for public/recreational buildings is 35 feet. The proposed remodel will not add height to the existing structure. Immediately to the north, south and east of the subject parcel exists one-and two-story structures. The lot coverage will generally remain the same as the existing building. Minimum dimensional requirements are met or in most cases far exceeded. The building includes design elements that provide unity and balance while proposing innovative materials and colors (Attachment 3). The building also incorporates design elements that lessen the bulk of the building to include ample landscaping that exceeds City Code requirements. 2.The plans for the proposed building or structure are in harmony with any future development which has been formally approved by the city within the surrounding area. n/a 3. The plans for the proposed building or structure are not excessively similar or dissimilar to any other building or structure which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within 500 feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: a. Front or side elevations; As this is a new and unique public/recreational facility, there are no other similar buildings in the immediate area. However, landscaping, building materials and colors are considered consistent with surrounding structures. b. As the property is located within the A1A Economic Opportunity Overlay District, certain architectural/site design guidelines must be incorporated –as feasible -into the project, notably: Sec. 110-643. - Articulation. 1.Reduce the monotony of large buildings by breaking architectural elements into smaller pedestrian scale components or through use of varied materials, textures or colors, trim, roof lines, canopies and awnings in order to provide variation and visual interest. Façades shall be organized into three major components, the base (ground level), body (upper architecture) and cap (parapet, entablature or roofline). Sec. 110-647. - Rhythm. 1. Solid blank walls shall be avoided through the use of façade modulation or other repetitive architectural detailing to maintain visual organization on the building’s façade. Sec. 110-650. - Exterior surface materials. 1. Select high quality, human-scale building materials to reduce building mass, create visual interest, and complement the community vision for architectural style of the A1A EOOD. a. The base of a building (the first two to five feet above the sidewalks) shall be differentiated from the rest of the building façade with treatments such as change in material and/or color. b. The exterior façade of buildings shall incorporate no less than two building materials including but not limited to tile, brick, stucco, cast stone, stone, formed concrete or other high quality, long-lasting masonry material over a minimum 75 percent of the surface area (excluding windows, doors and curtain walls.) The remainder of the wall area may incorporate other materials. Sec. 110-669. - Surface parking. 1. Locate surface parking in the rear or side of buildings and provide pedestrian access from the parking to the building and street. However, due to the nature of certain uses, the director of community development or designee may approve up to one row of parking between the front of a building and street. a. A surface parking lot adjacent to a public street shall conform to the landscape requirements detailed in division 6 of this article. Sec. 110-689. - Surface parking lots. 1. Buffer off-street parking adjacent to a public right-of-way or residential buildings or residential zoned property with a landscaped barrier. a. Interior landscaping for off-street parking shall conform to the requirements of section 110-567 of this Code. b. Minimum landscape buffer width between the right-of-way and the parking or vehicular access area along A1A, Central Boulevard, and N. Atlantic Avenue shall be ten feet and five feet along all other streets. c. A knee wall which is at least 30 inches in height is required when an off-street parking area is located within 25 feet of the public right-of-way. d. A continuous landscape berm at an average height of 30 inches from grade may be permitted in lieu of a required knee wall. e. A knee wall or berm may be, staggered, meandering or continuous. A knee wall shall be compatible with the architectural design, material, and color of the principal building of the project. h. Pineland Lantana Highly salt tolerant, and likes sandy soils and lime rock. While this is a Florida native, its natural range is in the very southern part of eastern coastal Florida and inland dunes.This is a long-lived evergreen perennial with bright yellow flowers never becomes multi colored with age. It makes a nice border plant and pollinators love the nectar. ENDANGERED Civil Design with General Landscaping Locations An improved variety of Blue Daze. It is more compact and has more flowers. Same vivid blue color. A small spreading ground cover for sunny areas, high salt tolerance. Muhly Grass This tough Florida native is very tolerant of drought and flooding, moderately salt tolerant and thrives in a wide range of soil types (although sandy or rocky soil is best) making it a great choice for many coastal landscapes. Unlike most grasses, it has a stiff, upright growth habit. In the fall, its wispy flowers emerge well above the foliage in a dramatically beautiful pinkish-purple display Pittosporumtobira The pittosporumis highly salt tolerant and is an ideal plant for coastal planting. Once established, this woody ornamental is also highly drought tolerant. An added feature of the pittosporumis the spring flowers. While the white to creamy yellow flowers are sometimes less noticeable on variegated types, they are very apparent on the all-green pittosporum.In addition to the showy nature, these flowers are highly fragrant reminding you of orange blossoms. Galaxy Magnolia -stemmed, tree-form magnolia with ascending branches, the perfect shape for narrow planting sites. Salt tolerant and low maintenance, the Galaxy is one of the two most recommended varieties of magnolias from the University of Florida and the U.S. National Arboretum.
