AGENDA CALL TO ORDER: ROLL CALL: PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the Culture and Leisure Services Board, excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g., approval of agenda, minutes, information items) and quasi-judicial or emergency items. Citizens are encouraged to limit their comments to three (3) minutes. The Culture and Leisure Services Board will not take any action usection of the agenda. CULTURE AND LEISURE SERVICES BOARD MEETING MINUTES NOVEMBER 20, 2019 A Meeting of the Culture and Leisure Services Board was held on November 20, 2019, at Cape Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 5:30 p.m. by Maureen Michel. The Secretary called the roll. MEMBERS PRESENT Joel Fair Chairperson Tim Bass Vice Chairperson Barbara McPeek Maureen Michel Larry Holmes OTHERS PRESENT Gustavo Vergara Leisure Services Director Molly Thomas Cultural & Community Affairs Director Patti Roth Board Secretary Marlene Woodside Applicant ACTION ITEMS: A motion was made by Ms. Michel to appoint Joel Fair as the Chairperson, seconded by Mr. Holmes. The motion carried unanimously. A motion was made by Ms. Michel to appoint Tim Bass as the Vice Chairperson, seconded by Mr. Fair. The motion carried unanimously. A motion was made by Mr. Fair to approve meeting minutes of September 26, 2019 as written, seconded by Ms. Michel. The motion carried unanimously. A motion was made by Ms. Parks to recommend that City Council appoint Marlene Woodside to the Culture and Leisure Services Advisory Board, seconded by Mr. Bass. The motion carried unanimously. STAFF REPORTS: Mr. Vergara announced the upcoming events and projects. Ms. Thomas discussed the previous and upcoming public art projects. ADJOURNMENT: There being no further business, Mr. Fair made a motion to adjourn. It was seconded by Mr. Holmes. The motion carried unanimously and the meeting adjourned at 6:00 p.m. th Approved on this, the 27 day of January 2020. __________________________________________ ____________________________________________ Chairperson Patti Roth, Board Secretary 2 THE CITY OF CAPE CANAVERAL Mural Arts Program: Canaveral City Park Project Outline Summary As part of continued efforts to enhance the cultural landscape of our Community, staff is initiating its second public mural project. This project entails the installation of outdoor murals on the three (3) ballfield structures located at Canaveral City Park, with each building themed to promote one of the listed below. ® The Space Between ® Sun + Sea ® Friends + Family ® Waves + Wonder The City is accepting applications from experienced mural artists or artist teams, working in any style, who wish to design and implement these murals. Artists must submit designs for all three structures. East dugout w/ storage: North dugout: Light skip trowel stucco primed Light skip trowel stucco primed Back wall including door ~196 ft² Back wall ~132 ft² Each side wall ~98 ft² Each side wall ~24.5 ft² (excluding Approximate total: 392 ft² overhang) Approximate total: 181 ft² Announcers Booth: Light skip trowel stucco primed Back & front walls ~ 251 ft² (each) Side walls ~ 192 ft² (each) Approximate total: 635 ft² Theme: The designs submitted for this Call should be representative of the ® trademarked brand slogan: The Space Between more specifically ® The Space Between Sun + Sea ® The Space Between Friends + Family ® The Space Between Waves + Wonder No other design themes will be considered or accepted. THE CITY OF CAPE CANAVERAL Mural Arts Program: Canaveral City Park Project Outline Guidelines: Artists must submit designs for all three structures. Each design should be identified with a descriptive name for reference. The color and design should be visually effective from a distance. Designs may be traditional illustrations, historical to whimsical in nature, or from pictorial to abstract. Be sized appropriately to use the entire space. Designs shall not advertise or promote a business, product or viewpoint. Art must be original and wholly the work of the submitting artist and shall not include any breach of intellectual property. Designs must be appropriate for general viewing by persons of all ages. The finished artwork will be in the public domain and therefore may be subject to vandalism. Accordingly, artists should refrain from incorporating large areas of open space within the design which might provide an opportunity to deface the work. Designs that depict illegal activity, logos, trademarks, advertisements, copyrighted material and brands; obscenity, pornography, or nudity; political, religious or sexually suggestive concepts, symbols or messages will not be considered. Artists may include their signature on the artwork but it may not occupy more than two (2) sq. ft. of the design. Budget The selected artist will be paid $5,000 for the implementation of this project. This amount is non-negotiable and any design that cannot be completed within this budget should not be submitted. Selection Process Submitted designs will be reviewed for eligibility based on the criteria listed above. All eligible submissions will be included in a Survey Monkey survey and shared via the platforms which will collect responses over a 10-day period. The top three submissions will then be sent to the Culture and Leisure Services Advisory Board at a Special Meeting where they will make the final selection. The selected design will then go before the Community Appearance Board for approval. THE CITY OF CAPE CANAVERAL Mural Arts Program: Canaveral City Park Project Outline Implementation After review and approval by the Community Appearance Board, work will be able to commence and must be completed by May 10, 2020. The artist will be responsible for all materials and supplies necessary to successfully complete the project. To ensure the longevity of the mural, the artist will be responsible for applying a protective top coat to the finished work or using a paint mix that does not require additional coatings, i.e. acrylic with Gesso or similar. Artists are also required to provide their own insurance naming the City of Cape Canaveral as additionally insured. Provisos Incomplete or late applications will not be accepted. Submission constitutes agreement to the rules and details as published in this summary. Upon acceptance, the Artist will be required to enter into contract with the City, solidifying the scope of work, timeline, acknowledgement of the budget and mutual expectations. Artist must complete a W-9 to receive payment and will be required to furnish proof of liability insurance, naming the City of Cape Canaveral as additionally insured prior to project commencement. Artist will provide a headshot (or similar) of themselves for press/marketing purposes. Design selection is ultimately subject to approval by the Community Appearance Board.
