A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL,
BREVARD COUNTY FLORIDA; AUTHORIZING JOINING THE FLORIDA HATE
CRIME COALITION; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT
RESOLUTIONS, SEVERABILITY AND AN EFFECTIVE DATE.
WHEREAS, Anti -Defamation League (ADL) is a leading anti -hate organization, founded in
1913 due to an escalating climate of anti-Semitism and bigotry; and
WHEREAS, ADL is a global leader in exposing extremism, delivering anti -bias education
and is a leading organization in training law enforcement; and
WHEREAS, ADL's ultimate goal is a world in which no group or individual suffers from
bias, discrimination or hate; and
WHEREAS, the Florida Hate Crime Coalition (FHCC) was established in 2016 by the ADL
to advocate for, and expand, comprehensive hate crimes law in Florida: and
WHEREAS, partnered with over 200 organizations, elected officials and law enforcement
leaders, FHCC's mission is to secure amendments to the Florida hate crime law that would protect
all Floridians: and
WHEREAS, residents, businesses and the government of Cape Canaveral believe diversity
within our community is a source of strength and opportunity; and
WHEREAS, the City of Cape Canaveral City Council chooses to be a leader in promoting
tolerance, inclusion, human rights, social justice and public safety; and
WHEREAS, the City of Cape Canaveral City Council stands opposed to manifestations of
hate, acts of intolerance and reaffirms its values of inclusion, respect and justice; and
WHEREAS, the City of Cape Canaveral City Council believes that joining FHCC would be
in the best interests of the residents and businesses of the City of Cape Canaveral.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CAPE CANAVERAL, BREVARD COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby
incorporated herein by this reference as a material part of this Resolution.
Section 2. Joining FHCC. The City Council directs the City Manager's Office to take action to
join the FHCC.

Section 3. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase, word or portion
of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Council of the City of Cape Canaveral, Florida.
ADOPTED at a Regular Meeting of the City Council of the City of Cape Canaveral, Florida,
assembled this 18th day of February, 2020.
