HomeMy WebLinkAboutcocc_cab_minutes_20191016 COMMUNITY APPEARANCE BOARD MEETING MINUTES October 16, 2019 A Meeting of the Community Appearance Board was held on October 16, 2019, at City Hall Council Chambers, 100 Polk Avenue, Cape Canaveral, Florida. Chairperson Randy Wasserman called the meeting to order at 6:01 p.m. The Secretary called the roll. ROLL CALL: MEMBERS PRESENT Randy Wasserman Chairperson Jalinda Coudriet Elana Whitehead Marlene Woodside MEMBERS ABSENT Bob Nienstadt Vice Chairperson OTHERS PRESENT Jennifer Nix Assistant City Attorney Brenda Surprenant City Planner Patsy Huffman Board Secretary Assistant City Attorney Jen Nix swore in audience members who wished to speak at the meeting. NEW BUSINESS: 1. Approval of Meeting Minutes—July 17, 2019 Motion by Mrs. Whitehead, seconded by Mrs. Coudriet to approve the Meeting Minutes of July 17, 2019. The motion carried unanimously. 2. Wave Development,LLC.—Wave Village—8801 Astronaut Boulevard/Parcel#24-37-15- 00-817. Review and Action regarding a Level 1 Application for a mixed-use project and a request to construct to a height not to exceed 65 feet in height, consistent with Chapter 22 and 110 respectively in the City Code of Ordinances. Mrs. Surprenant presented Staff's report/photos. Staff explained this request consists of 4 phases to include retail,residential(vacation rental condominiums),a gym and a resort style pool and how each phase would be developed. The property consists of five (5) acres and is zoned C-1. The project is in the Economic Opportunity Overlay District which allows structures up to 65 feet in height. Discussion ensued to include number of stories, whether current businesses would remain, schedule of uses are only proposed at this time, clarification of what the Boards role is when Community Appearance Board Meeting Minutes October 16, 2019 considering this application,retention(underground storage is being considered), awnings,Central Blvd.widening by the City in the future,keeping impact fees in the City,dumpster locations during the different phases, air conditioning units not being visible, bike racks as well as outdoor seating being provided and signage colors being complimentary. Motion by Mr. Wasserman and seconded by Mrs. Coudriet to recommend approval. Vote on the motion carried 3 to 1 with Mrs. Whitehead voting against. REPORTS AND OPEN DISCUSSION: Mrs. Surprenant stated that the wall mural that was approved for 7300 N. Atlantic Avenue has been finished and suggested that the Board Members go and see it at their convenience. ADJOURNMENT: Motion by Mrs. Whitehead and seconded by Mrs. Coudriet to adjourn the meeting at 6:46 p.m. Vote on the motion carried unanimously. Approved on this '1Z day of Tay v a -x, , 2020.
