SEPTEMBER 26, 2019
A Meeting of the Culture and Leisure Services Board was held on September 26, 2019, at Cape
Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order
at 5:30 p.m. by Chairperson Gene Petre. The Secretary called the roll.

Approval of Meeting Minutes of July 25, 2019
Motion by Mr. Raymond to approve meeting minutes of July 25, 2019 as written—seconded by
Ms. McPeek Vote on the motion carried unanimously.
OLD BUSINESS:
■ Mr. Vergara announced the upcoming events.
■ Mr. Holmes inquired about participants in the upcoming Beach & Kite Festival.
■ Mr. Petre inquired about the traffic wrap project.
NEW BUSINESS:
■ Board interviewed both applicants.
■ Motion by Mr. Petre to recommend City Council appoint Kathy Parks and Joel Fair to the
Culture and Leisure Services Advisory Board, seconded by Mr. Raymond. Vote on the
motion carried unanimously.
■ Mr. Petre and Mr. Raymond presented with a Certificate of Appreciation for their service.
ADJOURNMENT:
There being no further business, Mr. Holmes made a motion to adjourn — seconded by Ms.
McPeek Vote on the motion carried unanimously and the meeting adjourned at 6:00 p.m.

Leisure Services Updates
Kite Fest/ Snazzy Jassy's Spongefest—Took place 9/28 after delay from Hurricane Dorian.
Huge success. Little League sold concessions, close to 200 kites given away, good
turnout for surf contest.

Friday Fest—Both October and November Friday Fests were successful events. City hosted
beer and Wine sales. December beer/wine sales will also be hosted by the City.
Movie In The Park—A new versatile movie screen was purchased last Fiscal Year.
Attendance continues to increase thanks to partnership with little league and marketing
efforts.

Monster Mash—Consisted of Trunk or Treat, haunted library and dance in new location on
Taylor and Poinsetta. Huge success.

Athletic Leagues — Currently hosting tennis on Monday, Wednesday and Thursday Night;
Racquetball and kickball on Wednesday Night and will be starting Dodgeball in
December.
Splash Pad at Canaveral City Park—A Splash Pad design was chosen for Canaveral City
Park to be included in the overall development. Council will make a final choice at the
November 19th meeting.

Canaveral City Park—Exterior of buildings were stucco'd to start theming the park. Murals
will be applied this fiscal year.
Cultural + Community Afrairs Update
Reorganization—As part of the continued implementation of departmental efficiencies,
Community Engagement and Cultural Programs have merged to form Cultural &
Community Affairs. This department will be responsible for the delivery of the City's
Community engagement initiatives, cultural programs and Community outreach
activities.
The individual responsibilities for this department include, but are not limited to:
• Media+public information
• Assembling+publishing the weekly update
• Social media+website management
• Coordinating cultural programs + events
• Staff liaison for the Cape Canaveral Public Library and Cape View Elementary
• Assisting LS with special events
•Managing the City's cultural property collections
• City brand+trademark management

Public Art—Despite multiple delays resulting from Hurricane Dorian, the Summer of Space
Mural was completed and dedicated.
• International Exchange Students—Another successful International Youth Exchange
Program (IYEP)visit is in the books! Six local families made memories that will span the
globe and last a lifetime, by welcoming student visitors from Kimotsuki, Japan into their
homes. The IYEP serves to promote global diffusion and facilitate English literacy for
participating students.
• Community Events— CCA staff collaborated with the Brevard County Humane Society and
the Port Canaveral Merchants Association to celebrate National Pet Rescue Week by
promoting Rover's Space and the City's other pet-friendly initiatives at their annual Paws
+Pints @ the Port event.
• Local History Presentation—Florida Public Archaeology Network has announced that it will
bring its Archaeology on Tap lecture series to Florida Beer Company on December l lth.
Save the date and stay tuned for updates on topics and times!
Marlene is a professional artist with a lifelong passion for the arts. Her works have
been exhibited in juried and non-juried shows earning many ribbons and awards.
She has also been featured in various publications and in 1999 her design was
selected for the Melbourne Beach founder's day T-Shirt.
Over the years Marlene has been very active in local art organizations including the
Brevard Watercolor Society and the Central Brevard, Art Association. In 1997 she
was one of the founders of the Strawbridge Art League in Melbourne, Florida.
A second passion has been Marlene's love for the town of Cape Canaveral. It was
love at first sight when she and her family relocated to this area in 1965. When the
town voted to establish a beautification board she was one of the first volunteer
members and was awarded a key to the city in 1989 for her efforts. Her spirit of
volunteerism continues as a member of the culture and leisure services board and
her advocacy for the advancement of the arts in her community.

Florida's Government in the Sunshine Law provides a right of access to
governmental proceedings at both the state and local levels. In the absence

• The Florida Supreme Court has stated that the only delay in producing
records permitted under the statute is the reasonable time allowed the
custodian to retrieve the record and redact those portions of the record the

Chapter 119 authorizes the custodian to charge a fee of up to 15 cents per
one-sided copy for copies that are 14 inches by 8 1 /2 inches or less. An
additional 5 cents may be charged for two-sided copies. For other copies, the
charge is the actual cost of duplication of the record. Actual cost of
duplication means the cost of the material and supplies used to duplicate the
record but does not include labor or overhead cost.
