HomeMy WebLinkAboutcocc_agenda_cover_codeofconductCity of Cape Canaveral City Council Agenda Form City Council Meeting Date: 08/20/2019 Item No. Subject: Ordinance No. XX-2019; amending Chapter 2, Administration, Article II, City Council, Division 1, Section 2-28, Code of Conduct and Article IV Boards, Committees, Commissions (City Boards), Section 2-172; amending the Codes of Conduct for City Council and Boards, in furtherance of ensuring efficient, effective and decorous meetings and preserving strict order; ensuring the protection and security of the City by conducting all official business of the City using City Council approved Internet and social media platforms; and to further ensure proper management of all City records created outside of the official City website and social media platforms; prescribing penalties for violating said Code as specifically set forth hereunder; providing for the repeal of prior inconsistent ordinances and resolutions; incorporation into the Code, severability, and an effective date, at first reading. Departments: City Clerk's Office and Community Services Summary: The City of Cape Canaveral City Council adopted language in the City's Code of Ordinances establishing Codes of Conduct for both its own members (Ordinance No. 09-2011, adopted October 18, 2011) and for those appointed to City Boards and Committees (Ordinance No. 13-2011, adopted December 20, 2011). The stated intention for these ordinances was a desire to conduct business with order and efficiency, in an effort to streamline many City functions and processes. These adopted ordinances also stated a necessity to periodically review rules and procedures in relation to business before the City. With further advancement, expansion and mainstream -acceptance of online resources, social media and multiple avenues for dissemination of information, Staff has identified a need to update these rules and procedures. Up-to-date rules and procedures ensure a municipality can conduct its business in a transparent, consistent, efficient, secure and risk -free manner while at the same time maintaining a modern, relevant Code of Conduct which promotes adherence to these principles.
