MARCH 28, 2019
A meeting of the Culture and Leisure Services Board was held on March 28, 2019, at Cape
Canaveral City Hall, 100 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order
at 5:30 p.m. by Chairperson Gene Petre. The Secretary called the roll.

Motion by Ms. Kellum to approve meeting minutes of January 31, 2019 as writtenseconded by

Special Events
Founders'Day Recap This year's Founders' Day was certainly one to be remembered and
Staff would like to extend a sincere THANK YOU to all the residents, volunteers and
participants who helped to make this event such a success! What better way to celebrate our
Community than by honoring two of our City's most dedicated volunteers and raising funds to
give our local kids the opportunity to live their best life! To add to this celebration, the American
Legion presented Mayor Hoog with a limited edition lithograph commemorating its centennial
anniversary and brought guests from American Legion - Titusville Post 91 to present the colors.
Guests were also able to engage with representatives from several local history organizations
including the Sons & Daughters of the American Revolution,the Cape Canaveral Lighthouse
Foundation, Florida Historical Society, the Indian River Anthropological Society and Brevard
County Historical Commission.

The most anticipated event of the day was the City's much anticipated Out of This World
Chowder Cook-off. Five different local chowder experts sweated through the heat of the day to
show off their amazing creations and secret recipes! More than 140 people lined up to sample the
entries. One hundred percent of the proceeds from the Chowder Cook-off benefitted Cape View
Elementary School's PTO and thanks to the generosity of Florida Beer Company so did
the proceeds from the beer sales. In all, they raised over$1,700 through this event. Space Coast
Little League was also on-site selling snacks, burgers and hot dogs raising nearly $500 for their
youth sports program!

At the City of Cape Canaveral's Community Outreach Booth, City staff was able to enjoy
the company of the hundreds of residents,visitors, and their on-leash doggies. Alongside vendors
like the US Coast Guard,
the Brevard County Sheriff
Bomb Squad,the Cape

others, the City's

engaged residents through
games, City events and

Movie in the Park Spring Series Wraps-up on National Kids 2 Parks Day The 2019 spring
Movie in the Park closed with the May l7th showing of Christopher Robin. This month's Movie
in the Park event will be held in conjunction with National Kids to Parks Day.
Friday Fest Its hard to believe that we're nearly half way through the 2019 Friday Fest event
season! After May's rain out,residents are eager to get out and dance at the upcoming June
event. This family and leashed-dog friendly street festival takes place on Taylor Avenue and
features food trucks, local artists, craft/retail vendors, and a huge bounce house area to keep the
kiddos entertained. The next event will take place Friday, June 7th and will feature local rock-n-
roll group, The Wild Card Band. Beer and wine sales will benefit the Cape Canaveral Soccer
Club. Friday Fest welcomes guests of all ages and as always, admission is free.
2019 Backpack Jamboree—Mark your Calendar! This year's Backpack Jamboree will take
place July 10th (7:00 a.m. to 2:00 p.m.) and August 6th (10:00 a.m. to 4:00 p.m.) at Cape View
Elementary. The two dates will coincide with the school's registration which has proven to be a
win/win for the Community. Once again the City will be partnering with VFW Post 10131 to
bring this event to the Community. Children from all grade levels that need a backpack will get
one filled with necessary grade-specific supplies. This event is aimed to help take away the
financial worry of buying expensive school supplies and ensures that local kids have a great start
to the school year with the tools needed to be successful.
Athletics and Wellness
Racquetball: Wednesday night's racquetball league is at the halfway mark of its season with
O'Neill and Greg tied atop the leader board with an unbeaten record. Registration for next season
will commence shortly so if you or anyone you know is interested in playing in this fun
recreational league, please call Culture and Leisure Services at(321) 868-1226.
Kickball: Wednesday night kickball league is back with 7 registered teams for the spring/summer
season. Graham's beat JT's by a score of 6-2 in the first game of the season. W.S. beat G.T.R. in
a blowout of 10-2. In the final game of Week 1, S.O.M.B. beat Red's in a close match ending in
a final score of 5-4.
Tennis: Monday tennis is back, but unfortunately the first week's games were rained out. Players
are anxious to take to the courts for the first time next week as they will be looking to start the
new season off with a win. This league welcomes four new players to Cape Canaveral and four
that have played on our leagues in the past. Wednesday tennis has one more week to make up
any matches before beginning playoffs. Once final standings are set, a playoff bracket can be
created and the race to become the Cape Canaveral Champion will be underway! Thursday
tennis will be playing Week 3 of the new season this week as we welcome three new players to
Cape Canaveral. Gary is looking to continue his reign as defending Champion this season. Stay
tuned to see if the new blood is able to dethrone him.

2019 Mayors'Fitness Challenge Recap Cape Canaveral took SECOND PLACE in the 2019
Health First Mayors' Fitness Challenge! Great work to all members of#TeamCapeCanaveral and
a huge thank you for staying engaged in the Community by showing your support for The Space
Between® at all our City events and functions!
Team Stats:
• 80% of#TeamCapeCanaveral members reported their minutes each week
(3rd highest among the 11 participating municipalities).
• 368 members registered (23 members increase from 2018).
• The average team member exercised 322 minutes per week.
• 948,249 total minutes exercised(2nd among all 11 participating municipalities).
Youth Programs
Make Plans for Summer Camp! The 2019 Summer Camp registration is nearing 75%
capacity. Space is limited, so be sure to register your camper soon! This summer's activities are
themed to mirror the #SummerofSpace in celebration commemorating the 50th Anniversary of
the Moon landing. Campers will get to experience many space-themed activities such as building
and launching rockets with NASA, learning about the capabilities of the International Space
Station, and traveling through our Solar System by exploring a different planet each week.
Campers will take weekly field trips to the Cocoa Beach Aquatic Center for a fun day in the sun.
Do not miss out on this amazing camp opportunity led by out of this world counselors!
Free Lunch at the Youth Center through June Staff received confirmation that once again
the City's Youth Center, located at 105 Polk Avenue, has been chosen as a summer feeding site
for children under 18 years of age. All a child has to do is show up at the advertised times and
receive a free meal. The best news of it all, is that all of our Summer Campers will get to
participate. Staff will do a City-wide media blitz once times have been confirmed.
Parks & Facilities
A Dog Park by Any Other Name Staff is putting the
ROVER's finishing touches on the new doggy `digs' at Xeriscape
Park. Meanwhile, over 100 people cast their vote in our
online poll to give this new portion of the park its name...

Canaveral is... Rover's Space!
Rover's Space opened to the public the first week of May
'"" and staff has received non-stop positive feedback and tail
ispAc F wags ever since! It was a true labor of love for Staff to
bring this space to fruition. All of the agility equipment
was hand-made by Maintenance Specialist Ian Anderson
and everyone in the Community Services Streets Division,
including the very talented crew, had a hand in making this space possible. Steve, Rick, Dave
and Tim took pride in ensuring the park was completed on time for everyone to enjoy. Their hard
work is greatly appreciated!
Estuary Park is COMING FINALLY, the Long Point Road Estuary Park is IN
PROGRESS!!! It's been a long 12 years of wrangling funds, designs and conservation easement
agreements with multiple state agencies but we're happy to announce that work on the Estuary
Park begins Monday,April 15th! This first phase of development involves a VERY qualified
(past projects include similar work for Disney, Florida Department of Environmental Protection,
Florida Fish and Wildlife Conservation Commission, the Palm Beach and Brevard Counties)
contractor removing invasive species plants from the 7.9 acres on the western end of Long Point
Road. With over 20 years of experience, and they are in fact the INVENTORS of the machine
they'll use, their staff is highly trained on plant recognition, safety and are well versed on the
RIGHT way to get rid these pesky Brazilian Pepper trees. All the old growth trees, mangroves
and hardwoods will remain intact to make this future park a beautiful natural setting. The
replanting is slated to begin later this year with native canopy trees and mangroves. Future plans
include a stunning walkable and bikeable raised boardwalk through the forest to the Banana
River opening to riverwalk area perfect for quiet walks and bird watching. This project will
allow future generations of residents to enjoy the passive conservation area and the sunsets from
a magnificent new park!
Cultural Programs
Cultural Programs Manager Represents City at FHS Annual Symposium The City's
Cultural Programs Manager, Molly Thomas,presented at this year's annual Symposium,
discussing trends and successes in digital history and promoting public accessibility to historical
records.
Featuring speakers from across the state and across the county, this event welcomed more than
250 guests from history professionals to amateur enthusiasts—all stakeholders in promoting and
preserving Florida's rich history. We are grateful to the Florida Historical Society for choosing
the City of Cape Canaveral for this year's event and giving a nod to our area's rich cultural

Cape Canaveral Memories Wanted! Did you visit or live in Cape Canaveral between 1960
and 1970? Do you have amazing old photos from back then even some not so amazing? We'd
like to see them!
Molly Thomas, the City's Cultural Programs Manager, is assembling a digital exhibit for the
#SummerOfSpace to showcase not only the launches,but the lifestyle of Cape Canaveral during
the 1960s; from family vacations and social gatherings, to work and leisure life on "The Cape."
Selected photographs will be featured in the City's "Summer of Space"photo exhibit"The Space
Between®Liftoff+ Landing®," set to open to the public in July of 2019. All donors and
photographers will be cited by name within the exhibit. The deadline for submissions is
Wednesday, May 1, 2019 at 5:00 p.m.

Space Coast Art Festival Terminates Agreement with City The Space Coast Art Festival
(SCAF)notified the City that the event would no longer be held in the City of Cape Canaveral.
The termination notice was done in compliance with the executed Event Agreement.
The event was first held at Manatee Sanctuary Park on Thanksgiving weekend 2017 and
directly competed with an art show held in Cocoa Beach. Post-event feedback indicated that lack
of proper advertising and confusion between the two shows contributed to low attendance
numbers. However, one of the biggest factors affecting the show from the onset was parking;
with only 44 paved parking spaces and approximately 40 spaces designated for overflow
parking, onsite parking was not able to meet the parking needs of the event. At the first meeting
held with the group in 2017,parking limitations and concerns were discussed and the event was
approved with a significant number of parking spaces provided by offsite parking and shuttle
rides from nearby locations (Radisson field, Puerto Del Rio field and 8550 Astronaut
Boulevard).
Additional planning between City Staff and the SCAF organization was to help ensure
the 2018 Event was successful. The ongoing challenge of parking was discussed at length as well
as signage concerns as the off-SR AIA location of the Park made it necessary to direct SR AIA
traffic via temporary signs. The 2018 SCAF was held the last weekend of October. Attendance
had increased, but remained below expectations, leaving both show organizers and artists unsure
as to whether or not a 2019 event would take place.
In 2019, with current and/or planned construction taking place at the Radisson field,
Puerto Del Rio field and at 8550 Astronaut Boulevard, even the availability of offsite parking is
decreasing. Going forward, Staff recognizes that fewer options will be available within the City
to accommodate offsite parking and events of this size at Manatee Sanctuary Park.
Although the City of Cape Canaveral clearly demonstrated its commitment to the success
of the Space Coast Art Festival ($5,000, waivers for permit fees and facility rental fees, loaning
of equipment and many hours of Staff time), at this time the City does not know where or if the
event will take place in 2019 but we wish the SCAF the best of luck with future endeavors.
As a reminder, for the past 13 years,the City has hosted the Central Brevard Art
Association's annual show and sale at the Cape Canaveral Public Library. Showcasing over 30
juried artists each year, this show continues to thrive and will return February 8th of 2020.
Furthermore,the opportunity for a City organized outdoor art show will be closer to fruition once
the C.A.P.E. Center is fully operational.
Cape Canaveral Featured in Indian River Journal's Summer Issue Hot off the presses!
Cape Canaveral makes top billing once again in the 2019 Spring/Summer issue of the Brevard
County Historical Commission's Indian River Journal (IRJ). With so much attention focused on
the 50th Anniversary of Apollo 11, it's easy to forget the rest of the history that was happening at
that time. Staff Historian, Molly Thomas, saw this as an opportunity to explore the incredible
changes the City experienced during that exciting decade in The Space Between& In her article,
Cape Canaveral:A Place in Time & Space, Ms. Thomas collaborated with both current and
former residents to paint a picture of life in the City, as they lived here in the 1960s. Port
Canaveral also gets a nod in this issue with an article by George Kistner III, the Records and
Information Manager from the Canaveral Port Authority.
Copies of the Indian River Journal are available for free while supplies last at all
Brevard County Libraries (including Cape Canaveral's Library). To make sure you get a copy of

260 Annual Student Art Show—The rain may have cancelled
Friday Fest, but it didn't put a damper on the Student Art Show!
This year's event was the largest one yet, boasting 254 individual
entries, representing 15 Brevard area schools as well as two local
homeschool families. This year's winners were invited to display `
their work in City Hall over the summer.
