ROLL CALL:
PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on
the agenda and any agenda item that is listed on the agenda for final official action by the City Council
excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial
items (e.g. approval of agenda, minutes, informational items), and quasi-judicial or emergency items.
Citizens will limit their comments to three (3) minutes. The City Council will not take any action under the
"Public Participation" section of the agenda. The Council may schedule items not on the agenda as regular
items and act upon them in the future.

CONSENT AGENDA:

1. Approve Minutes for August 20, 2019 Budget Workshop and Regular Meeting and August
29, 2019 Special Meeting.
2. Resolution No. 2019-13; certifying a Right -of -Way and Maintenance Map of Oak Lane
located within the jurisdictional limits of the City of Cape Canaveral, Florida; providing
for the filing of the Map in the Office of Clerk of the Circuit Court of Brevard County
pursuant to Section 95.361, Florida Statutes; providing for the repeal of prior inconsistent
resolutions, severability and an effective date.
3. Resolution No. 2019-14; authorizing an addendum to the Agreement for Municipal Law
Enforcement Services between the City of Cape Canaveral, Florida and Wayne Ivey, as
Sheriff of Brevard County; providing for the repeal of prior, inconsistent resolutions,
severability and an effective date.
4. Resolution No. 2019-15; authorizing an addendum to the Contract for fire protection and
emergency medical services between the City of Cape Canaveral, Florida and the Cape
Canaveral Volunteer Fire Department, Inc.; providing for the repeal of prior inconsistent
resolutions, severability and an effective date.

5. Resolution No. 2019-18; reappointing members to the Library Board of the City of Cape
Canaveral; providing for the repeal of prior inconsistent resolutions, severability and an

6. Resolution No. 2019-20; appointing a Member to the Board of Adjustment of the City of
Cape Canaveral; providing for the repeal of prior inconsistent resolutions, severability and
an effective date. (John Bond)
7. Consider approving the Wave Village Development Agreement proposing a mixed -use,
multi -phase Port of Call Facility project on approximately five (5) acres of real property
located at 8801 Astronaut Boulevard and within the AlA Economic Opportunity Overlay
District.

8. Ordinance No. 15-2019; establishing Public/Recreation and Conservation Zoning
Districts; providing for the repeal of prior inconsistent ordinances and resolutions,
incorporation into the Code, severability and an effective date, second reading.
9. a. Resolution No. 2019-19; adopting a Final Millage Rate for the levy of Ad Valorem
Taxes for Fiscal Year 2019/20 on all taxable property located within the City of Cape
Canaveral, Brevard County, Florida; providing for an effective date.
b. Ordinance No. 16-2019; adopting the Annual General Fund, Wastewater Enterprise
Fund, Stormwater Enterprise Fund, Enterprise Capital Fund, Special Revenue Funds,
Capital Project Funds and Agency Fund Budgets for the Fiscal Year beginning October 1,
2019, and ending September 30, 2020; providing for an effective date, second reading.
10. Ordinance No. 17-2019; amending the Supplementary Zoning District regulations
regarding Oak Lane; providing for the repeal of prior inconsistent ordinances and
resolutions, incorporation into the Code, severability and an effective date, first reading.

the City for the introduction or admission into evidence of otherwise inadmissible or irrelevant evidence,
nor does it authorize challenges or appeals not otherwise allowed by law. In accordance with the Americans
with Disabilities Act: all interested parties may attend this Public Meeting. The facility is accessible to the
