Nevada The Well-being of Florida's Children The well-being of Florida's children has slipped from 34th to 37th in the latest national ranking, with a rise in the number of low birth-weight babies, more child and teen deaths and more teens abusing alcohol or drugs. What's driving this trend? Experts Point to the Growing Number of Uninsured Kids • While the number of Florida children covered by health insurance increased from 2010 to 2016, that trend started to reverse because of efforts during the Trump Administration to repeal the Affordable Care Act (ACA). In 2017, 68,000 more children in Florida were uninsured and in 2018 another 80,000 children lost their health insurance and that number has continued to grow. • 325,000 Florida children lacked health insurance in 2017. • 70% of Florida children receiving health insurance through Medicaid have parents who work at large, private companies. From 2008 to 2016, the average employee premium for family coverage increased by 57%to $5,277, according to the Henry J. Kaiser Family Foundation. Florida's employers passed those increases directly to their employees making premiums unaffordable. • 50% of children born in Florida depend on Medicaid for their health insurance. • In 2017, 800,000 Florida children(20%) lived in poverty. • Reasons for the decline in children covered by Medicaid and CHIP include: o Repeal of the individual mandate penalty for not having health insurance under the ACA. Having failed to repeal the ACA through legislative means, a coalition of 18 Republican led states, along with the U.S. Department of Justice is seeking to overturn the Affordable Care Act through the courts. More than 1.5 million Floridians could lose their health insurance coverage if Florida Attorney General Ashley Moody and the Trump administration are successful in repealing the federal ACA. Issue 25.19 of The Weekly Update July 15, 2019 Hurricane IRMA: Resources Available for Residents / As the 2019 hurricane season approaches, we want to share the following resources with you. Because Brevard County has been identified by the Florida Department of Economic Opportunity(DEO) as "most impacted or distressed" following Hurricane Irma, several resources may be available to you. Rebuild Florida is a DEO program created to help Florida's long-term recovery efforts from the devastating impacts of Hurricane Irma. The state of Florida is committed to helping homeowners, small businesses and communities affected by this storm. Two maior programs are listed below: • The Rebuild Florida Housing Repair and Replacement Program is helping eligible homeowners impacted by Hurricane Irma by repairing, rebuilding or replacing damaged homes across the hardest-hit communities. Visit: floridaiobs.org/rebuildflorida/housingrepair for more information. • The Rebuild Florida Business Loan Fund, a resiliency loan fund provided through a partnership with the U.S. Economic Development Administration, is assisting businesses that experienced physical damage or economic injury from Hurricane Irma. Rezoning Proiect Following the discussion/meeting held on May 9th, the Planning & Zoning Board will meet at a future date to make a formal recommendation to the City Council on the more than 700 properties within the City that are improved with a residential structure, but are zoned commercial. City Code prohibits residential structures in commercial zoning districts. These structures are considered non-conforming and should one of them be destroyed, restrictions associated with non-conforming properties would apply. For this reason, a long-term, comprehensive solution is proposed that will reclassify these structures as conforming so they are no longer subject to restrictions associated with non-conformities. Please also note that the rezoning process is not uncommon for most cities and typically occurs when development patterns or trends emerge within a community. Historically, the City of Cape Canaveral has updated its zoning map every few years, but has not updated the current zoning map since 2008. Community Appearance Board Meeting On July 17, 2019, the Community Appearance Board (CAB) will consider several items to include a proposed mural at the City Recreational Facility at 7300 N. Atlantic Avenue and a 4-unit townhouse project at 333 Magnolia Avenue. The proposed mural, which will front Taylor Avenue, is the City's first commissioned mural, commemorating the 50th Anniversary of the Apollo 11 Moon landing. Building • The Building Division conducted 48 inspections and completed 23 plan reviews. The division also processed 31 new building permit applications and 27 payments for permits that were picked up. • Compiled Month End Permit Report for June 2019 for Brevard County Property Appraiser's Office. • Completed two public records request regarding permits. With the passage of Resolution No. 2019-05, the City Council updated a number of fees and charges related to City services. Therefore, effective July 1st, a New Business Account Setup Fee will be collected to cover the administrative costs of processing the initial Business Tax Receipt permit application. New BTR business accounts require additional Administrative Staff time for setup that currently is not being accounted for or recovered by the City in the BTR rate. This Ordinance, adopting the 2018 • International Property Maintenance Code (IPMC), - provides additional tools to enforce minimum a 1p!-, standards for the use and maintenance of buildings S • h , and properties with the Community. Additionally, relating to Code Enforcement ' and other thln95 the IPMC allows the City Council to appoint a Special Magistrate to create a more efficient process for code enforcement. Last month, the City adopted Ordinance 11-2019 which builds on - __ Council wishes and allows an alternate special magistrate code enforcement system. Overall, the goal is voluntary compliance in order to better promote,protect, and improve the health, safety, and welfare of the Community and eliminate confusion on the code enforcement process. Community Services Community Engagement #SummerOfSpace Update The Summer of Space is upon us! This is the moment we have been waiting for and we are pulling out all the stops! • Public Art o As many of you may have noticed in your travels about town, many of the City's Traffic Control Cabinets have received a Summer of Space facelift. Four boxes have been completed and the final three will be completed right on time for the anniversary. The community input session has closed for the Summer of Space Mural project, receiving a total of 736 responses. The favored design will be submitted to the Community Appearance Board for review next week. Pending approval, the artist and the design will be announced on July 20th. • Summer of Space Proclamation o At the City Council meeting this Tuesday, Mayor Hoog will present an official Proclamation announcing the City's commitment to celebrating our unique connection to the past, present and future of human space travel to the members of the Brevard County Historical Commission. The meeting will also include a special reading of the historic Resolution 1969-30,by the City's Poet Laureate, Timothy Bass, commending the efforts of all those who made it possible to reach the Moon. o As a community that has evolved in synchronization with the quest for space exploration, we have decided that our efforts to celebrate this connection should not and will not end with 2019. The 2019 Summer of Space has become such a wonderful experience for the community and visitors, that the City is exploring a new annual tradition of celebrating the Summer of Space from June 21St—September 23rd with continued programs and amped up experiences for all ages! The competition itself was hosted by CORE SURF, a well-known local surfing shop (located at 7008 N Atlantic Ave.). The event celebrated not only our beautiful oceanside amenity but also the historic significance of surfing culture to the area. Issue 25.19 of The Weekly Update July 15, 2019 Sustainability and stewardship of our beach also played a role. The event did not provide single-use plastic items and attendees conducted their own trash pickup before surfers got into the water. Also on display was a test version of the City's new Beach Speech Bubbles or#BeachBubble, reminding visitors to take their trash home and not leave it on the beach. These bubbles seem to be a hit amongst residents and visitors alike, with many compliments and much appreciation given towards the bubble's unique form of outreach. Given so much positive feedback, both at events and on social media, the City intends to place semi-permanent versions at City beach crossovers in the near future. The new bubbles will be made of metal and anchored into the sand via metal piping cemented three feet down into concrete filled buckets. There will be different versions of the bubbles, displaying information ranging from sea turtle awareness to properly disposing of one's trash and cigarette butts. The City also showcased its new recycling signage in the form of handouts, magnets and sandwich board signs. Due to recent market-wide changes, mainly ( &)®,� ' stemming from China's 2017 decision to Nase increase acceptable contamination rates on imported recyclable goods to just 0.5% from other countries, the U.S. recycling industry has had to endure some major challenges. As a result, millions of tons of recyclable goods that were once shipped to China for processing now have nowhere to go, forcing the value of these goods to plummet and making recycling programs unaffordable for many cities and counties. However, the City of Cape Canaveral still has an active recycling program through its primary waste contractor, WastePro. Due to the recent recycling industry changes though, the City has been advising residents to only recycle certain items in an effort to cut down on contamination and narrow down the City's waste stream to goods that are still economically viable. In other words, only goods that will surely be purchased and taken to be recycled into new items will be collected. Water Reclamation Facility (WRF) / Sanitary Sewer System WRF/Collections System Improvement Projects Staff continues to meet with selected engineering design firms to finalize scopes of work and costs for several future projects primarily funded by the SRF Program. The only remaining construction activity is to install a specialty valve within the main valve box; the valve should be delivered to the site in late July. The telemetry system will then be connected to the City's SCADA for operation from the WRF. The purpose of this Project is to connect the City's reclaimed water system to the exfiltration system beneath the Park. This will allow for the discharge of excess reclaimed water to the exfiltration system instead of the Banana River. Location of new • underground vault along eastern side of Canaveral City Park- looking south. Replacement of Stormwater Inlets The City's contractor continues to replace 15 stormwater inlets throughout the City. Open-throat inlets are being replaced with Type "C" inlets which trap more debris and are less susceptible to damage from vehicles. This is part of a long-term maintenance project to replace all open-throat inlets in the City, where practical. Twenty inlets are replaced each fiscal year. Issue 25.19 of The Weekly Update July 15, 2019 Estuary Property—Lona Point Road Removal of Brazilian Pepper Trees and other invasives across the property is nearly complete. Future project tasks at the site include: • July 2019 o Inspect for Brazilian Pepper Tree regrowth. o Treat with herbicide (if necessary). o Remove concrete/asphalt debris piles. o Obtain approval for Planting Plan. o Replant site with 381 native tree species (the type of tree planted at each location will be determined by land elevation,presence of surface water, location of future boardwalk, etc.). • August 2019 o Install fence along northern property line. o Monitor condition of newly-planted trees. Staff continues to work with St. Johns River Water Management District(SJRWMD)to obtain the two wetlands properties to the south of the City-owned site. The City would accept title to the properties from SJRWMD and perform the same scope of work as on the City-owned site. All three properties together would provide over 14 acres of protected wetlands along the Banana River. The mosquito ditches will also be reopened to allow for the unimpeded flow of surface water. The majority of these projects are funded by SJRWMD. Project updates are available in The Weekly Update, on the City web page and on City social media platforms. Culture and Leisure Services Athletic Leagues Tennis Monday tennis is nearing the end of the season and players are making that final push for the best playoff spot possible. Wednesday tennis played its third day of the season after taking a week off. So far the league is very competitive with no clear frontrunner. Thursday tennis hosted the last round of makeup games and will begin playoffs next week. Registration for tennis leagues is ongoing, so if you or anyone you know would like to get in the game, we have a league for them! Racquetball The new season began Wednesday night with players feeling a little rusty after a two week break. Everyone's excited to be on the courts again and looking forward to a fun season. Kickball Going into Week 11, we had some exciting changes,whereas Grahams is no longer undefeated! Issue 25.19 of The Weekly Update July 15, 2019 win. Despite the loss, Graham's still leads the league by a large point differential. Red's finally got into the win column by beating GTR 7-5. Two games were decided by a two-run margin and the first game was a one-run decision. Summer Camp Campers spent the week exploring Saturn on their journey through the Solar System. With the journey already halfway over, summer camp continues enjoying each day filled with games, crafts and space exploration. On Monday, campers built satellites with a company named OneWeb. OneWeb's mission is to provide internet capabilities to the 48% of the World that does not currently have access. Folks from the University of Florida(IFAS Program)visited us to teach campers about health and nutrition, with a fun interactive lesson,where campers made their own frozen yogurt. On Wednesday, campers isited the Cape Canaveral Public Library for the Dr. Dan Magic Show. Campers were left with their heads spinning as they tried to figure out Dr. Dan's tricks. Summer Campers traveled back to the swimming pool on Thursday for a fun day in the sun. NASA's Launch Services Program returned to Camp on Friday and enlightened campers about their upcoming missions, future space exploration and eventually returning to the Moon in 2024. Backpack Jamboree The first round of the Backpack Jamboree took place at Cape View Elementary on Wednesday, July 10th in conjunction with their school registration. The backpack event is held in partnership with VFW Post 10131 and the Auxiliary. Principal Keane reached out to the City and requested the backpack event be split into to two dates to encourage participation in their registration. Many parents prioritize their registration date based on when the City's backpack event takes place. Although not as busy as their main registration and originally set event date of August 5th, many parents did come out on Wednesday and were elated to get the new backpacks filled with grade-appropriate school supplies. For many parents, this program assists families with ensuring children have the necessary supplies to be successful at school. FLHSMV FDCr Wireless Communications While Driving Law The Florida Department of Highways Safety and Motor Vehicles is partnering with the Florida Department of Transportation and law enforcement partners to educate Floridians on the changes to Distracted Driving Law with the "Put it Down: Focus on Driving"campaign. The Wireless Communications While Driving Law, section 316.305, Florida Statutes, took effect on July 1, 2019. This new law requires drivers to put their phones down and focus on driving. What is the Wireless Communications While Driving Law? Section 316.305, Florida Statutes allows law enforcement to stop motor vehicles and issue citations to motorists that are texting and driving.A person may not operate a motor vehicle while manually typing or entering multiple letters, numbers or symbols into a wireless communications device to text, email and instant message. Issue 25.19 of The Weekly Update July 15, 2019 Section 316.306, Florida Statutes, is a prohibition on using wireless communications devices in a handheld manner in school and work zone.A person may not operate a motor vehicle while using a wireless communications device in a handheld manner in a designated school crossing, school zone or active work zone area. More Information on Distracted Driving Distracted driving is anything that takes your hands off the wheel, your eyes off the road or mind off driving. It is extremely risky behavior that puts everyone on the road in danger. There are different kinds of driver distractions: Visual: Taking your eyes off the road. Manual: Taking your hands off the wheel. Cognitive: Thinking about anything other than driving. Texting requires all three types of distraction, making it one of the most dangerous of distracted driving behaviors. However, this is not the only cause of distracted driving. Other common distractions include: tending to kids or passengers in the back seat, eating, watching an event outside of the vehicle, interacting with passengers,unsecured pets, putting on makeup or grooming, adjusting radio or climate controls, checking your GPS app or system and even daydreaming. To successfully avoid a crash, a driver must perceive a hazard, react and give the vehicle enough time to stop. Driver Perception Distance (the distance a vehicle travels from the time a driver sees a hazard until the brain recognizes it) and Reaction Distance (the distance a car will continue to travel after seeing a hazard until the driver physically hits the brakes), dramatically affects a vehicle's stopping distance. Even a focused driver going 50 mph will travel nearly the length of a football field before coming to a complete stop. When a driver is not focused on the road, it limits their ability to come to a stop and avoid a crash.
