RE: Wave Development

Capital Projects Department has reviewed the referenced plans for the Wave
Development and has the following comments:
1. Soils in the area exhibit very poor permeability; standing water is frequently
present with very slow infiltration of stormwater.
2. The proposed improvements include construction of large areas of impervious
material; stormwater calculations should be submitted for review.
3. The project appears to include the use of a large number of retention tanks; more
information should be presented as to construction, volume, etc. to determine if
enough retention is provided for the site.
4. Are any improvements planned for West Central Boulevard adjacent to the
property? Road conditions on West Central Boulevard are currently rated to be
the worst in the City.
5. City of Cape Canaveral (City) sanitary sewer is available in the site vicinity. An
inspection of the sewer tap shall be made by the City, which shall be notified a
minimum of 24 hours in advance.
6. Coordinate closely with the Florida Depaitiiient of Transportation (FDOT) on any
work performed in the SR A1A right-of-way (e.g., driveways, utility construction,
etc.).
7. Reclaimed water is currently available in the site vicinity. If reclaimed water is to
be used, please include a note for the irrigation system for signage to state that
reclaimed water is utilized for irrigation. These signs must be posted at the
entrance area as required by the Florida Department of Environmental Protection
(FDEP: Chapter 62-610.468, FAC). Also, the location of these signs shall be
depicted on the detail sheets.
8. The developer shall be required to pay the City of Cocoa Water Department its
share of the construction cost of any required up -sizing of the potable water line
for fire service.
9. The developer shall provide copies of all permits provided by others (including
from St. Johns River Water Management District [SJRWMD]).
10. The project will require a National Pollutant Discharge Elimination System
(NPDES) permit from the FDEP.
Further review of the project will be conducted during the permitting process and
construction for compliance of all local and state codes. The Engineer -of -Record is
responsible for any requirements not identified by the City.

SUBJECT: Wave Village Site Review
We have reviewed the March 20, 2018 application exhibits for Wave Village and have the
following initial review comments:
1. Historically, the existing soils underneath Beach Wave (the existing building) required
extensive removal and replacement. Will this site propose a pile support system for the
new multi -story buildings?
2. With a pile system considered, will vertical impacts of the piles require any modification
to storage/treatment of storm water proposed for below ground system?
3. Location of trash bins may present a problem with pick up vehicles.
4. It appears that all site storm water may be directed to an underground storage system in
the northwest corner of the site. What'type of storage system will be considered and
what type of storm water quality can be anticipated after all phases are complete? (As a
City, we are looking at systems that help remove TN and TP like Bold & Gold, etc.)
5. Keeping with the City's vision of bikeable, walkable, and landscaping, will bike racks,
shade areas in parking island, sidewalks, etc., be in final plans?
6. The intersection of W. Central Avenue at SRA1A and W. Central Ave. itself are
currently being reviewed for traffic concerns. Coordination with this travel study and
potential upgrades to W. Central Ave: will need to be incorporated into the plans. The
W. Central Ave. entrance/exit may have several potential impacts.
7. Will any cross connection to RaceTrac be considered in final plans?
8. Astronaut Boulevard (SRA1A) is currently being planned by FDOT as part of the Aerial
Upgrade Program for this corridor. They may be considering a raised median and
coordination with them is recommended.
9. Site plan submission will require the following items in the City Development Codes
including criteria in the CRA Overlay District:
a. Boundary surveys -
b. Topographic, location, tree surveys

c. Soil studies, groundwater
d. Drainage calculations/plans
e. Utility plans (water and sewer)
f. Landscaping/irrigation
g. Lighting/fencing
h. Paving/parking designs
i. Site signage
j. See CRA criteria
