Capital Projects Department has reviewed the referenced plans for the Wave
Development and has the following comments:
1. Soils in the area exhibit very poor permeability; standing water is frequently
present with very slow infiltration of stormwater.
2. The proposed improvements include construction of large areas of impervious
material; stormwater calculations should be submitted for review.
3. The project appears to include the use of a large number of retention tanks; more
information should be presented as to construction, volume, etc. to determine if
enough retention is provided for the site.
4. Are any improvements planned for West Central Boulevard adjacent to the
property? Road conditions on West Central Boulevard are currently rated to be
the worst in the City.
5. City of Cape Canaveral (City) sanitary sewer is available in the site vicinity. An
inspection of the sewer tap shall be made by the City, which shall be notified a
minimum of 24 hours in advance.
6. Coordinate closely with the Florida Department of Transportation (FDOT) on any
work performed in the SR A1A right-of-way (e.g., driveways, utility construction,
etc.).
7. Reclaimed water is currently available in the site vicinity. If reclaimed water is to
be used, please include a note for the irrigation system for signage to state that
reclaimed water is utilized for irrigation. These signs must be posted at the
entrance area as required by the Florida Department of Environmental Protection
(FDEP: Chapter 62-610.468, FAC). Also, the location of these signs shall be
depicted on the detail sheets.
8. The developer shall be required to pay the City of Cocoa Water Department its
share of the construction cost of any required up-sizing of the potable water line
for fire service.
9. The developer shall provide copies of all permits provided by others (including
from St. Johns River Water Management District \[SJRWMD\]).
10. The project will require a National Pollutant Discharge Elimination System
(NPDES) permit from the FDEP.
Further review of the project will be conducted during the permitting process and
construction for compliance of all local and state codes. The Engineer-of-Record is
responsible for any requirements not identified by the City.
