I think I understand where the confusion is coming in -
There are two major parts of development:
1. Site plan approval, and
2. The building permit
The Site Plan approval is done by the City Council. Here is where you would discuss terms related to how long it would take to build the entire project, if you intend to build your
project in phases, etc. Our City Ordinances say that a Site Plan will expire in 12 months if there is no activity.
The building permit is done by my department. This is where you would have approval to build the building(s).
The Brevard County Traffic Impact Fee Waiver (to my understanding) is triggered by the date of building permit. Not Site Plan approval.
So, let's say the City Council approves your Site Plan for a Hotel, a Drug Store and a Water Sports Attraction. And then you get a building permit before March 1, 2012 from my office
for, say, the Hotel, it will be exempt from the Brevard County Traffic Impact Fees. No problem for the hotel. But if you wait too long and get the building permit for, say, the Drug
Store after March 1, 2012, you would have to pay the Impact Fees for the Drug Store. Same thing for the Water Sports Attraction.
Perhaps the County would be willing to extend the deadline again. I expect it'll come up again next year.
I hope that explains things a little better.

I think I got confused, if we get permitted by march 2012 for the whole site we will be able to have in agreement to finish construction in let's say 5 years like we discussed? If so
than will the impact fees apply to us?

Mosh,
Just to clarify my understanding -
The project would need to get permitted before March 1, 2012.
Once permitted, the impact fee exemption would remain in place for the duration of the permit.
