I think I got confused, if we get permitted by march 2012 for the whole site we will be able to have in agreement to finish construction in let's say 5 years like we discussed? If so
than will the impact fees apply to us?

Mosh,
Just to clarify my understanding -
The project would need to get permitted before March 1, 2012.
Once permitted, the impact fee exemption would remain in place for the duration of the permit.
