I received this from Christopher Cairns from FDOT this morning.
It would seem to me that a sign could be placed to avoid blocking the
cross drive and any incoming traffic would simply drive to next driveway
and enter from the back. Both buildings have a complete drive around
them.

This is to follow up on your 8/24 email. Yes, I reviewed and sent the
email below the same day you sent the corrected plan.
To emphasize one point, your proposed driveway/site may seem similar to
many along the corridor but it is not—the differences are that it has
left turns going into the site across queues from a traffic signal and
it has a plus intersection internally.
My understanding is that Mosh Gal called Friday to meet about this. I
assume that person is the owner. Meeting is fine but it will be at
least two weeks. This is necessary in order to involve our District
Traffic Operations Engineer, who is unavailable until that time. We
will contact Mosh to set up a meeting.
In the meantime, please take a look at my input from 8/17. Also,
please confirm receipt of this email.

Please see markups within. I tried to show cars in the driveway and
how easily it could become congested, which in turn could affect safety
on A1A. You basically have a plus-type intersection 60 feet from A1A
travel lanes. I understand that this operates adequately throughout the
corridor for other developments. However, this location will feature
queues from the adjacent traffic signal on A1A. These queues will
increase the likelihood of on-site backups at the internal intersection
because it will be harder to turn in or out. The big concern with this
relates to left turns into the site. If a left turning motorist does
not perceive the internal backups, takes a gap in oncoming traffic and
has to slow or stop for on-site traffic, then that left turning motorist
is susceptible to being hit broadside.
While I indicated otherwise in our conversation, perhaps it would be
best if Sans could produce a signed and sealed analysis (maybe as a
revision of his previous document?) to show how/whether the proposed
layout will work safely as it relates to A1A.
The very short throat depth of the proposed driveway is the main
concern. We are trying to work with you to allow access onto A1A versus
the site’s sole access on Central at present but must ensure we are
permitting something we believe will operate safely.
