Bill:
It was a pleasure talking with you today and would like to recap
our phone conversation relating to the Beachwave Complex spill-over
lighting issue. As discussed, I have contacted the property owner; Mr.
Gal to schedule a meeting and based on that discussion, we agree to meet
on-site Friday evening, November 1, 2013 to run some lighting test(s).
Once the test(s) are complete, I will forward you a copy of the
results.
In addition, I will make suggestions to Mr. Gal if I find some
lighting concerns.

concerning this matter. It is my understanding the Flood-lights are on a
timer and may not be coordinated in accordance with the City’s Code of

Hello Angela,
I want to bring to the city’s attention an issue with
the floodlights that the contractor recently installed at the Beachwave
store. The floodlights on the right facing the building shine directly
into my condo and light up my living room, guest bedroom and study.
They are extremely bright! I’m requesting that someone from the city
determine if the lights comply with pertinent city ordinances regarding
lighting, in particular, the Spillover Lighting Standards. Moreover, the
lights appear to be placed in such a manner as to illuminate the entire
façade of the building – not to concentrate the illumination upon the
area of a wall sign or signs, as required by the signage ordinance.
Sec. 34-209. Spillover lighting standards established.
Area floodlighting fixtures or other materials installed
or provided within the corporate limits of the city, unless excepted
elsewhere, shall be installed in or equipped so that the light source
does not transmit excessive spillover beyond the boundaries of the
property on which the lighting source is located.
Sec. 94-63. Lighting.
Gooseneck reflectors, spotlights, floodlights and other
lights shall be permitted on ground signs and wall signs. However, the
reflectors shall be provided with proper lenses concentrating the
illumination upon the area of the sign so as to prevent the glare upon
the street or adjacent property.
I’ve attached some photos of the lights made from my
living room and study to illustrate the problem. I also invite whomever
is responsible for such code enforcement to personally come to my condo
and observe the lights at night.
Thanks very much for your attention to my concerns.
