Subject: RE: [EXTERNAL] Cape Canaveral Call
Suggested discussion items for our Monday conference call:
1. In complying with ADA accessibility standards for websites and
public records, how does Anthony feel about electronic signatures for
documents?
a. City could avoid printing, physically signing and scanning
documents and instead sign electronically and save a step, while
maintaining readability of PDFs
2. How can we address the non-conforming residential structures
that exist in the C1? Attachment to this email is related to this item
a. Have had some calls from real estate agents about zoning and
concerns about conflicting zoning.
b. What happens if structure is destroyed?
c. As an example, see map attached. These are some of the
properties (indicated by an ‘R’ or community name) that fall into this
category.
3. Cape Caribe - In connection with new Building 3, a new
timeshare plan (declaration) needs to be recorded. It will still be
part of the existing timeshare resort. But just like in existing
Buildings 1 and 2, owners will own a timeshare interest in the fee
simple of their Building 3. So, their legal team wants to make sure
that they aren’t going to run into any subdivision issues. They feel
there shouldn’t be a problem as owners are getting an interest in the
footprint of Building 3 just like they have been in Buildings 1 and 2.
4. Mosh Gal (Beach Wave) is proposing a mixed-use project on the
vacant property he owns surrounding Beach Wave. It will include office,
retail, commercial, long-term rentals. The question is how should be
process this request? My two thoughts are either a Planned Development
or through a DA. There are 4 phases to the project. Phase 1 is already
built (Beach Wave store) Phases 2 will be a mixed-use building with
retail on the ground floor. Mosh is proposing to build Phase 2 next and
then see how it is gores before phases 3-4 are started. Before my time,
the BOA granted Mosh a variance regarding signage on this property. He
wants to revisit that as he never built the signage subject to the
variance (the property is a corner lot).
5. 409 Washington. About a month ago, Kristin wrote an opinion
memo regarding a home on this property that in non-conforming
(setbacks). The new owner wants to put a 2nd floor on the building. The
opinion indicated that this would be increasing the non-conformity. I
would like to talk briefly about this.
6. I have questions regarding 2 different mh parks. See the email
I sent you on 6/26 for the specifics.
7. Unity of Title for Dennis Warren at 8815 Seashell Lane. This
is the owner that is combining 3 townhouse lots into 1 sf lot. I have
previously forwarded you the materials (6/27) that have been submitted
by Dennis. Just want to make sure I have everything before I move it
forward.
8. UPDATE - Rao plat – I am still waiting on Mr. Rao to submit
the required documents to schedule a hearing with the P&Z Board.
9. Ordinance 06-2018 needed for the CCJV Planned Development.
This is the rezoning from C2 to PD for the Craig Technology Building at
8550 Astronaut. I have attached the public notice posting.
10. Resolution needed to join the Seawall Coalition. I sent a
template to you on 6/16 for your review and comment.
11. Elimination of Construction Board of Adjustment/Appeals.
I think that’s it. Talk to you Monday.
