My understanding, after talking with the City’s IT Manager, is that the .zip file(s) they were attempting to send was blocked by our fire wall. It is the City’s policy to block all .zip files as they are notoriously associated with malware and spam. Other than that, the draft is thorough and accurate. Thanks.
