COMMUNITY APPEARANCE BOARD
MAY 29, 2013
MINUTES
A meeting of the City of Cape Canaveral Community Appearance Board was
held on May 29, 2013, in the Cape Canaveral Public Library, 201 Polk Avenue,
Cape Canaveral, Florida. Randy Wasserman, Chairperson, called the meeting to
Order at 6:00 p.m.

1. Approval of Meeting Minutes: January 20, 2013.
Motion by Angela Raymond, seconded by Mary Jo Tichich to approve the
meeting minutes of January 20, 2013, as written. Vote on the motion carried
unanimously.
2. Selection of Spring Beautification Award Winners.
Barry Brown, Planning & Zoning Director, advised that new "We Noticed" signs
were purchased and placed on properties that were nominated for Spring
Beautification Awards. He showed color renderings of the old sign and new sign.
Discussion followed regarding the wording and City logo of the sign. The Board
members thanked Mary Jo Tichich for her assistance and suggestions in
implementing the new Beautification Award Program.
The Board members reviewed photos and discussed each property that was
nominated for the Spring Beautification Awards for each of three categories. The
Board members voted and the votes were tallied for each category.

The winners of the Spring Beautification Awards were as follows:
Single Family:
Scott McCauley, 612 Monroe Avenue
Multifamily:
Solana Shores Condominiums, Shorewood Drive
Commercial/Institutional:
Golf N Gator, 6355 North Atlantic Avenue
Award for Special Individual Effort:
Annie Ackley, Oceanside Palm Condominiums, Unit A-5, 321 Johnson
Avenue
Barry Brown advised that each winner would receive a $50 VISA gift card and
would be recognized at the upcoming City Friday Fest on July 5, 2013, where a
laptop will show photos of award nominees and winners. He noted that the
Friday Fest is an opportunity to educate the community about the new and
improved Beautification Award Program.
3. Interview and Recommendation of Board Member Candidates.
The Board members interviewed Joseph H. Mathos. Mr. Mathos advised that he
has been a resident for two years; he is retired and served as Deputy
Superintendent of Schools for Dade County, and has also served on numerous
boards.
Motion by Randy Wasserman, seconded by Angela Raymond to recommend Mr.
Mathos be appointed to the Board by City Council. Vote on the motion carried
unanimously.
The Board members interviewed Amy Elkavich. Ms. Elkavich advised that she is
interested in getting involved in the community by serving on a City Board; she is
very organized, and aesthetics are a very important part of the City; she has
been a City resident for approximately 8 months. Discussion followed regarding
her eligibility to serve due to her short residency.
Motion by Randy Wasserman, seconded by Angela Raymond to recommend Ms.
Elkavich be appointed to the Board by City Council when she becomes eligible to
serve if a vacancy is still open. Vote on the motion carried unanimously.

OPEN DISCUSSION
Barry Brown gave a brief overview of the proposed changes to the Sign code.
Discussion followed regarding the Beachwave property signage. Barry Brown
advised that two variance requests were submitted by Beachwave.
Motion by Mary Jo Tichich, seconded by Bob Nienstadt to adjourn the meeting at
7:40 p.m.
