CALL TO ORDER: PLEDGE OF ALLEGIANCE: ROLL CALL: PRESENTATIONS: 6:00 p.m. 6:15 p.m. Presentation of Proclamation recognizing Cape View Elementary School for the "A" Rating received from the Florida Department of Education, to Cape View Elementary School Principal Jill Keane. Presentation of Proclamation welcoming and recognizing the 2019 International Youth Exchange Program students and chaperones from Kimotsuki, Japan. Presentation by Georganna Gillette, Executive Director, Space Coast Transportation Planning Organization (SCTPO). PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the City Council excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi- judicial or emergency items. Citizens will limit their comments to three (3) minutes. The City Council will not take any action under the "Public Participation" section of the agenda. The Council may schedule items not on the agenda as regular items and act upon them in the future. Approve Minutes for July 16, 2019 City Council Budget Workshop and Regular Meetings and August 6, 2019 Regular Meeting. 2. Resolution No. 2019-11; appointing members to the Community Appearance Board and Planning and Zoning Board of the City of Cape Canaveral; providing for the repeal of prior City of Cape Canaveral, Florida City Council Meeting August 20, 2019 Page 2 of 2 inconsistent resolutions, severability and an effective date. (Marlene Woodside, Geoffrey Zuercher and Dr. Michael Miller) 3. Request City Council approve the memorandum of understanding (MOU) for the East Central Florida Regional Resilience Collaborative (ECFR2C) approved by the East Central Florida Regional Planning Council (ECFRPC) on May 15, 2019 and authorize the Mayor to execute it on the City's behalf. 4. Request City Council review and accept the City's Vulnerability Assessment titled Resilient Cape Canaveral, created by the East Central Florida Regional Planning Council (ECFRPC) and funded by a grant from the Florida Department of Environmental Protection (FDEP) through their Florida Resilient Coastlines Program (FRCP), a National Oceanic and Atmospheric Administration (NOAA) approved program, which examines the impacts of sea level rise and flooding in the City of Cape Canaveral. PUBLIC HEARING: 6: 45 p.m. 6: 50 p.m. 5. Ordinance No. 15-2019; establishing Public/Recreation and Conservation Zoning Districts; providing for the repeal of prior inconsistent ordinances and resolutions, incorporation into the Code, severability and an effective date, first reading. ITEM FOR ACTION: 6: 50 p.m. 6: 55 p.m. 6. Wave Village Development Agreement REPORTS: 6: 55 p.m. 7: 00 p.m. ADJOURNMENT: Pursuant to Section 286.0105, Florida Statutes, the City hereby advises the public that: If a person decides to appeal any decision made by the City Council with respect to any matter considered at this meeting, that person will need a record of the proceedings, and for such purpose that person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This notice does not constitute consent by the City for the introduction or admission into evidence of otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not otherwise allowed by law. In accordance with the Americans with Disabilities Act: all interested parties may attend this Public Meeting. The facility is accessible to the physically handicapped.
