This residential and business friendly atmosphere is one of a live-able, attractive , safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities , and supports local culture and education. WE ENVISION: A I A as a "complete street" with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities . Our improved "complete streets " will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town , day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity . The "downtown " will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered cafe tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that ; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces , provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. A dministrative Services Upd ate f or Week E nd ing May 8, 2015 The City Manager's Office is responsible for the day to day administration of all City departments in accordance with City Council 's established policies/direction , local ordinances, resolutions and State/Federal laws /rules and regulations. Telephone conferences , meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates . Highlights : • Met with Department Directors regarding various projects/issues/initiatives. • Participated in Prismatic Brand Campaign Concept Presentation with Community Development Director and Economic Development Director. • Executive Assistant provided assistance to City Council Members and select Department Directors . City Clerk 's Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager's Office . Highlights: • Council Meetings-continued preparation of Agendas/Packets for Joint Workshop (tentative at this writing) with the Business & Economic Development Board and Regular City Council Meetings of5/19115. • Community Redevelopment Agency (CRA) Meeting-Posted Notice of Cancellation for 5/19/15. • Election -released two (2) Announced Candidate Packages for individuals interested in announcing their candidacy for Mayor prior to the Qualifying Period of Friday, August 7, at Noon through Friday, August 21 , at Noon. • Participated in setup/training on new Business Tax Receipts Software. • Attended the American Cancer Soc iety 's Relay for Life of Central Brevard Beac hes Wrap -Up Party. o $9 ,000 was raised at the Event held 4/11 /15 . o $5 ,000 short ofEvent Goal of$40,000 at this writing . o $4,000 +raised by City Team Sun, Space & Sea and earned a Silver Team Award (see attached). o It's not too late! Highlights: • Offer extended/accepted to successful PT Community Development Clerical Assistant candidate ; completed initial Administrative Forms processing for establishment of a start date. • Posted Summer Recreation leader position with Brevard Public Schools in hopes of identifying qualified candidates. • Received notification from hearing officer in unemployment benefits appeal confirming ruling favorable to the City. • Distributed City Manager Annual Performance Evaluation tools to Mayor and Members of the City Council with a due date of May 22 for completion. • Confirmed final resolution of fraudulent unemployment claim and retum of City's overpayment in the form of a credit. TAKE STOCK IN CHILDREN INITIATIVE Under the direction of the City Manager and in response to a plea by Brevard Public School 's Take Stock in Children program, Human Resources contacted Ms. Del Jordan for direction in launching an employee mentoring outreach program. With a dire need for 89 adult mentors for the upcoming school year, City employees will be granted the time (an hour per week) and opportunity to "step up to the plate" on behalf of community children grades 6-12. This is currently under investigation . o Staff contacted Kimberly Prosser of the Brevard County Emergency Management Division to obtain current public handouts/information in preparation for the scheduled June 2015 outreach project. o Staff is preparing a resolution to name Oak Manor Drive for consideration by the City Council in June . • 763 pages of documents scanned/verified . • Code Enforcement Staff has begun a campaign to monitor various websites for rental listings within the City for a period of less than 7 consecutive days . • Attended preliminary branding campaign presentation by Prismatic. • Along with Economic Development Staff, met with several property owners interested in developing their property to take advantage of its proximity to the port and its related activities. • Met with Economic Development Staff to review the proposed Developer Agreement related to future phases of a property within the Astronaut Boulevard corridor. • Participated in conference call with Kimley-Hom to pro vide direction for the revision of certain Code provisions. Economic Deve lopm ent Update for We ek E nding M ay 8, 2015 Performed day to day duties/responsibilities , conducted various meetings with business stakeholders , potential investors , citizens , realtors and Staff. Performed site visits and conducted research as necessary. • Issued the following Business Tax Receipts : • The Venus Connection, LLC Cosmetologist • Met with a Retail Recruitment Firm regarding a potential future consultancy relationship . • Along with Community Development Director, reviewed a Development Agreement proposal submitted on behalf of the owner of 8801 Astronaut Blvd. regarding a phased development plan . • Met with Councilmember and prospective Project Manager to discuss possible development options on a 4-5 acre parcel expected to be included in the upcoming Economic Opportunity Overlay District (EOOD) Expansion. • Met with City Manager, Community Development Director and representative from Prismatic , the City 's Branding Firm, regarding the upcoming Presentation to the anticipated Joint Workshop meeting with City Council and Business and Economic Development Board. • Attended a portion of the new Business Tax Receipt software training ; assisted with setting up end-stage approval functionality . • Met with Mayor, Public Works Service Director and local reporter from Florida Today. He is developing a newspaper article regarding traffic safety on SR AlA. • Met with Administrative/Financial Services Director and Community Development Director regarding respective budgets/anticipated adjustments . • Participated in teleconference with Community Development Director and representative from Kimley-Horn, a consulting firm contracted to produce coming zoning ordinance revisions , including the EOOD Expansion, offsite parking regulations , non -conforming densities in redevelopment-ripe multi-unit residential structures and a move away from Special Exceptions in the code, generally . • Met with Community Development Director and joint property owners regarding a potential vertical development project in the Industrial District of the City in the EOOD which would synergize with Port Canaveral uses. • City Hall Status: o Performed review of90% AIV , Access and CCTV design plans. Submitted comments to appropriate parties. o Working with representative from the Datum Company towards developing specifications for a High Density Storage Solution for Records Repository . • Coordinated delivery of upcoming AlA Priorities Exhibit to members of the TPO/Technical Advisory Committee (TAC) member/Citizens Advisory Committee (CAC) member. Resolution 2015-06 is on the 5/19/15 City Council Agenda and will contain the updated exhibit modifying the AlA priorities list. • Attached are Press Releases from the EDC and Port Canaveral. --------- ------- F~~~ Washington Desk Th, l.~~cstut 11 .• .uulmfr,,.""''i''" ;rr,m H.~~hiugt(Jil, n Vo/.31 No .2 I 2nd Quarter 2015 FY 2016 Defense Budget-Prior to adjourning for a two week recess for Easter and Passover, both the House of Representatives and Senate passed budget resolutions for FY 2016. While the President's budget request (PBR ) for defense spending submitted in February exceeded the Budget Control Act caps , which are set to return in FY16 after two years of abatement, both congressional chambers sought to increase overall spending on defense while comply ing with the caps. The PBR sought $534 million in base spending for the Department of Defense and an additional $51 billion in war funding for Overseas Contingency Operations (OCO). The budget resolutions passed by the House and Senate both call for $499 billion in base defense spending , which complies with the Budget Control Act spending caps . Both chambers , however, increased Overseas Contingency Operations funding , which is not subject to sequestration caps and not required to be offset. The House has allotted $96 billion for OCO while the Senate's budget seeks $89 billion . The additional funds directed to OCO should ease the impact of the returning BCA caps on defense . While the budget resolutions are not law , they set the allocation amounts for the Appropriations committees , which will likely begin consideration of their bills in May . Range Communications Facility Military Construction-The $21 million Range Communications Facility (RCF) Military Construction project at Cape Canaveral Air Force Station is included in the Air Force's Fiscal Year 2016 military construction program submitted in the President's Budget Request. Congressman Bill Posey is leading an effort to ensure the project is fully funded in the appropriations process . Congressman Posey and a bipartisan group of 12 Members from the Florida Delegation sent a letter on March 18th to the Chairman and Ranking Member of the House Appropriations Committee's Subcommittee on Military Construction , Veterans Affairs, and Related Agencies . The letter emphas ized the critical mission performed by the RCF, the dilapidated state of the existing structure , and urgency to replace the facility. The Members urged the subcommittee to fully fund the project in FY 2016 at the $21 million amount sought by the Air Force . 45th Space Wing Change of Command -The Air Force has selected Brigadier General Nina M. Armagno , Commander, 45th Space Wing , Patrick Air Force Base for the rank of Major General and for reassignment as the Director of Requirements , Headquarters Air Force Space Command, Peterson Air Force Base , Colorado. Brigadier General Wayne R. Monteit~. who currently serves as the Senior Military Assistant to the Secretary of the Air Force, will replace General Armagno as Commander of the 45th Space Wing. Newer Ships 1 Events 1 FREE Subscriptions Port Canaveral Ranks #1 in Inlet Management Funding Port Canaveral, competing with many other Florida inlets , consistently ranks at or near the top in the state's Beach Management Funding Assistance list, largely due to the proactive and successful history of its Inlet Sand Management program. This program , recently updated to incorporate knowledge gained and expand its scope further south , earned the highest ranking in the state again for FY 2015-16 . Inlets alter the natural drift of sand. During its first 40 years , the Canaveral inlet created erosion on beaches to its south . However , Florida's first deepwater Inlet Management Plan, initiated by the Canaveral Port Authority in 1992 , along with large -scale beach restoration sponsored by Brevard County , have restored these beaches to pre-inlet widths . The program is recognized and emulated globally . Healthy beaches provide storm protection for beachside homes and businesses, habitat for local species, recreation and important tourism revenue. ~ Forward to a F rieod Canaveral Hosts First Community Talk on Rail & lntermodal Transportation The Canaveral Port Authority in April held the first of a series of community meetings to discuss the importance of rail and intermodal transportation to t he future of Brevard County and the central Florida region . The meeting provided an update on the Port Canaveral Rail Extension Project, which the federal Surface Transportation Board (STB) is in the process of preparing an Environmental Impact Statement (EIS) to determine potential impacts of the project. Speakers included Port Canaveral CEO John E. Walsh and Jim Dubea , Deputy Executive Director of Government Relations & Strategic Partnerships . Brad Swanson , State Freight, Logistics and Passenger Operations Administrator for the Florida Department of Transportation , gave a presentation on the statewide initiative to expand multimodal capabilities. "We were pleased that so many from the community attended and are interested in this project that is critical to multimodal growth and development for our region, state and nation ," Walsh said. "The concerns of our community are important to us as we continue to live up to our responsibil ity to respond to the market and provide critically needed infrastructure in order to help our economy recover. We encourage the community to show its support of a rail extension in order to make this happen." More information about Port Canaveral and upcoming community meetings can be found at www.portcanaveral.com . ~ Forward to a Friend Big Brother Casting Call Catches Hundreds of Locals Cruise Terminal 2 at Port Canaveral served as the backdrop for hundreds of hopefuls who showed up at Victory Casino Cruises on Sunday, April 26, to audition for the 17th season of the reality show 'Big Brother.' The open casting call attracted fans from Brevard County and throughout Florida. Those aspiring for a role in the house mingled with some of the previous stars of the show, including Evel Dick and Victoria Rafaeli, who greeted contestants as they arrived at the terminal. 'Big Brother' typically takes 16 contestants and isolates them from the outside world for three Big Brother Casting Call at Port Canaveral months. There are weekly evictions. According to Carnival Cruise Lines, no other customer has sailed that many times on the same Carnival ship in the company's 43 -year history. Janice Caffary, 68 , says she and her husband , a 77 -year-old retired submarine designer for General Dynamics, enjoy the shows and the food aboard the Sensation, but really love the interaction with the crew . But , with the Sensation based at Port Canaveral since 2006, many of their departures have been from Brevard County . f:i Forward to a Friend Cove Expansion Moves Toward Construction In the process of making the dream of a bigger and better Cove into a visitor- attracting, income-producing, job-creating reality, three important steps are under way. Site planning is being finalized for a new Phase 1 location along Mullet Drive and Flounder Street, between Cruise Terminal 1 and the Exploration Tower . The 14-acre site is expected to include 60,000 square feet of new retail and restaurant space plus a 200- room full-service and upscale hotel. As part of this process, design standards for the project's coastal-casual look are being written and they will be incorporated in all future Cove leases. Port CEO John E. Walsh provides update on The Cove Development A ground lease agreement between the Port Authority and its chosen development team of Sooner Investment and Collett will be signed in May or June, which will permit the developer to proceed with construction and leasing. The Sooner team is marketing the project to potential tenants , approaching key large retailers first to build critical mass for the project and then a mix of smaller businesses . "We already have soft commitments for 20 percent of Phase 1 ,"said Chris Challis of the Sooner team. Athletic Leagues Monday night kickball continued its ongoing schedule playing the second game of the season. Monday advanced tennis played the last make up match of the season with the playoffs starting next week. The defending champions from last season, WS, remain in first place in Wednesday night's kickball league . Wednesday advanced racquetball had an upset with the number one seed falling in a tough match. Wednesday intermediate tennis started playoffs with the top four seeded players ready to play next week. Sapphire Lounge is still holding the first place title in Thursday's softball league. Thursday intermediate tennis season ended last week with a new league champion; the next season will begin May 14. Youth Basketball-A new season of summer co-ed 3v3 Youth Basketball will begin June 9th. All players from 13 to 17 years old are encouraged to register for this awesome program. All registered players will receive a free basketball compliments of Brevard County Sherriff's Office at the la st game of the season. Summer Lunch Program The Youth Center has been chosen as a summer feeding site for all children ages 18 and under. A free lunch will be provided to any child who comes to the Youth Center, Monday through Friday, during specified times. This Program was made possible in partnership with the Brevard County School Board . Cost for residents is $35 per week and $45 for non-residents. Hours are from 9:00a.m. to 3:00p.m. Before and after care are available for an additional fee. Pre -construction meeting with Florida Design Contractors, Inc . held on May 1. Notice-to-Proceed will be issued by the City on May 11 ; mobilization to the site scheduled for June 16. Grant cost-sharing agreement with St. Johns River Water Management District (SJRWMD) will be an agenda item at the June City Council Meeting . Grant amount is $741,427 .50. • Asset M anagement Plan. Staff met with consultants from Florida Rural Water Association (FRW A) to develop an Asset Management Plan for the wastewater treatment plant (WWTP). Maps , engineering drawings and historica l operational documents were provided to the consultant. Report due date is June 2015 . • F orce M ain Break. Force Main #2 experienced a break at the intersection of Pierce and Orange A venues . A portion of the line was excavated and replaced. A contractor performing boring activities in the area may be responsible for the line break. This will be further investigated with the City 's Risk Manager. • Sew er I ss ue s. Staff assisted several homeowners in the 400 block of Jackson Avenue with sewer backup problems . Sanitary sewer lines in the site vicinity were cleared of all blockages. Stormw ater • W est Central Boulev ard SW Pipe Rehabilitat ion. City Council approved award of this contract to IPR Southeast, Inc . (IPR) in the amount of $241 ,825 . Stormwater pipe will be cleaned and monitored with TV camera in May 2015. Pre-construction meeting currently being scheduled. • National Pollutant Discharge E limination Sys tem (N PDES) P ermit Audit. City 's NPDES Permit (stormwater) and stormwater-re lated maintenance activities were audited by Florida Department of Environmental Protection (FDEP) on May 5 . Results of the audit will be forwarded by FDEP to the City Manager when complete . Infrastructure Maintenance (IM) • Decorative Poles/Signs. Decorative poles/street signs to be installed along Ridgewood A venue were shipped to the City. Insta ll ation will be completed in late-May. • North Atlantic Avenue Streetscape Project. Project wa s ad vertised for public bids on February 20 ; one sea led bid was received on March 24. Staff and Florida Department of Transportation (FDOT) recommend that bid documents be revised (change in scope of work) and the Project re - bid. City's consultant is curre nt ly revising bid specifications/engineering drawings for re -bid. • Florida Pow er & L ight (F PL) Utility Pole R eplacements . Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed be low. This is part ofFPL's infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR AlA; o Rosalind A venue between Washington A venue and Chandler Street; o Washington A venue between Ridgewood A venue and North Atlantic A venue; o Ridgewood A venue between East Central Boulevard and Lincoln A venue; o East Central Boulevard between North Atlantic A venue and Ridgewood A venue; and o North Atlantic A venue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. In the next few weeks, we will be performing line clearing in your neighborhood. We will be clearing threatening branches and limbs that can potentially cause safety hazards and power outages by brushing against or falling upon our power lines during windy weather. The trees will be trimmed in a manner that redirects new growth away from power lines. At times, we also need to remove select palms and other fast growing vegetation that cannot be effectively maintained by trimming. Remaining tree debris will be removed. We ask that you facilitate these efforts by providing access to trees near power lines behind your property. Your cooperation is valuable in helping prevent outages to you and your neighbors. If access to your property is required, a contractor will contact you personally or leave a note at your door in advance of any work.
