Meeting Minutes
April 11,2018
A meeting of the Development Review Committee was held on Wednesday, April 11, 2018, at
City Hall, 100 Polk Avenue, 1st Floor Conference Room; Cape Canaveral, FL 32920. David
Dickey, Community Development Director, started the meeting at 3:05 p.m.

1. Wave Village—A proposed mixed-use project at 8801 Astronaut Boulevard to include
residential, office, retail and restaurant uses.— Wave Developments LLC/Oshri Gal,
Applicant, 280 W. Central Blvd. Cape Canaveral, FL 32920.
Mr. Gal presented an overview of the proposed mixed-use project to include three phases which
will include retail (20,000 s.f.), short-term rentals on the 2nd level, meeting the City's Vision
Statement, generating new business, creating a pedestrian friendly pedway, green space, parking
requirements and underground retention.
Discussion ensued to include streetscape from Manatee Bay to Thurm Blvd., on-street parking,
job generation (10 permanent employees), outsourcing for cleaning positions, Capital investment
of 16-20 million at completion, time-frame of 1-3 years beginning to end for all phases.
Discussion continued to include when Impact Fees should be collected, ADA requirements,
condition/repair of W. Central Blvd., soil conditions of property, usage of underground chambers
for water storage,location of trash dumpsters,biological concerns for water treatment,traffic study

in correlation to the project, additional signage to attract more prominent businesses, Code
requirements regarding rental properties and signage, bike racks, parking ratio as it pertained to
businesses/rental units and the Economic Development Overlay District architectural and height
requirements.
Staff suggested the traffic study be revised based on current proposal due to the lapse of time since
previous study(2002) and explained the steps regarding the application process.
