The first item on the agenda is an application for Community Appearance Board review of a retail building to be constructed on the Jungle Village/Traxx property at the corner of A1A and Central Boulevard. The proposed building is a single story structure comprised of four units; the primary tenant is a Beachwave beachwear outlet. Beachwave stores sell souvenirs, beach apparel, etc. Other Beachwave stores are located in Cocoa Beach. The building is 26 ft. high at the parapet and 35'6" at the top of the roof. Staff has identified the following deficiencies with the architectural design: 1) the building is disproportionately tall for a single story retail space, 2) too much of the wall area is window and therefore too much glass, 3) a lack of architectural design creating a bland, monolithic appearance that is not human scale, and 4) the north, south and west elevations lack sufficient architectural treatment. The deficiencies can be remedied by lowering the building height and/or designing the building to have the appearance of a two story structure. The window area and therefore glass area can be reduced and window treatments added. It is obvious the building is designed to maximize window area and therefore window signage while sacrificing appropriate architectural design. This is a prime example of why we need to adopt architectural design standards. Please see the enclosed draft of the A1A Economic Opportunity Overlay District. The Overlay District addresses architectural design standards, increased building heights, revised hotel requirements, landscaping, parking, signage, and allows for additional uses. At the meeting, Staff and consultants will provide an overview of the Al Overlay District to include a PowerPoint presentation and Google Earth tour of existing projects that have been developed according to similar standards. There will also be a discussion about new responsibilities assumed from the former Beautification Board. CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD OCTOBER 5, 2011 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on October 5, 2011, in the Cape Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. Approval of Meeting Minutes: July 6, 2011. Motion by Joyce Kelley, seconded by Rosalie Wolf, to approve the meeting minutes of July 6, 2011. Vote on the motion carried unanimously. 2. Request No. 11-06 - Parking Meter Enclosures - City of Cape Canaveral, Applicant. Andrea Bowers, Finance Director, advised that Staff was tasked by Council to put together a parking meter program. This included designing an enclosure for the meters for protection from the elements. Todd Morley, Building Official, advised that Staff formed a committee to complete this task. The committee had met several times, and approved a Key West/Bahamas design for the enclosures. He noted that the enclosures were modular design and low maintenance. The Board members reviewed color renderings of the enclosures as well as aerials of where the enclosures would be located along the various beach ends. 9 Community Appearance Board Meeting Minutes October 5, 2011 Page 2 Discussion was held regarding operation of the parking meters. Andrea Bowers advised that the meters were energy efficient, battery and solar powered. Following further discussion, the Board members agreed that the individual street names should be displayed on each shelter. The Board also liked the design of the shelter and color variations. Todd Morley advised that the parking meters would be operational by December 1, 2011. Motion by Randy Wasserman, seconded by Rosalie Wolf to approve Request No. 11-06. Vote on the motion carried unanimously. OPEN DISCUSSION Barry Brown, Planning & Development Director, advised that Staff was drafting an Ordinance to streamline various approval processes; restructuring of the Boards; modifying Board member term limits; and creating development design standards. He noted that the City budgeted $10,000 to hire a consultant to create the development design standards. He encouraged the Board members to stay informed by reading Staffs weekly update posted on the City's webpage. Discussion Re: A1A Economic Opportunity Overlay District Design Standards. Barry Brown gave a brief overview of the draft A1A Economic Opportunity Overlay District Guidelines. He explained that the Overlay District includes commercial and industrial properties, addresses architectural design standards, increased building heights, revised hotel requirements, landscaping, parking, signage, and allows for additional uses. He introduced Andre Anderson and Kendall Keith from Planning Design Group. Andre Anderson gave a PowerPoint presentation and Google Earth tour of existing projects that have been developed according to similar standards. Discussion followed regarding ground to height ratio, future FDOT improvements on A1A, a gateway entrance into the City, breezeways, and mixed use. The Board reviewed the new architectural design standards. Barry Brown advised that at the next meeting architectural renderings will be presented to the Board for a new Beach Wave building on the Traxx property. He noted that this request could not be held to the new architectural design standards. 2. Board Responsibilities: Barry Brown advised that the Board will be taking on some responsibilities and programs of the former Beautification Board. The Board members reviewed a list of various tasks previously performed by that Board including: Beautification Landscape Awards, Quarterly Awards, Annual Holiday Awards, and "We Noticed" Signs. He noted that other programs such as: Adopt a Tree, Adopt a Beach Crossover as well as the Commemorative Tree Program will continue to be handled by Staff. s" Community Appearance Board Meeting Minutes February 15, 2012 Page 2 OPEN DISCUSSION Barry Brown introduced Board member candidates: Angela Raymond, Mary Jo Tichich, and Bob Nienstadt. Due to lack of a quorum during the dates she is unavailable, Barry Brown polled the Board members and Board member candidates for availability if a meeting is scheduled on February 28, 2012. Everyone confirmed that they would be available. Barry Brown invited everyone to an A1A Economic Development Open House on Tuesday, February 21 st from 11 am to 7 pm in the Library meeting room.
