This residential and business friendly atmosphere is one of a live-able , attractive , safe , secure and sustainable coastal community that embraces the beach and riverside as the main amenities , and supports local culture and education. WE ENVISIO N : A I A as a "complete street" with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicy cle facilities , covered transit stops , and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved "complete streets " will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core . Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town , day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity . The "downtown " will contain an architecturally rich and unique mix of uses , with wide tree shaded sidewalks and umbrella covered cafe tables at restaurants and bistros where friends gather, interact , and enjoy drinks and dinner. WE ENVI SIO N : A community that ; removes or transforms blighted and unfinished buildings into attractive structures , offers city-wide green spaces , provides a pet-friendly park with amp le shade, and acti vely recruits and supports businesses that enhance economic viability and serve our residents and visitors. Administrative Services Update for Week Ending May 1, 2015 The City Manager's Office is responsible for the day to day administration of all City department s in accordance with City Council 's established policies/direction , local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings /conferences held are numerous and may not be included in the W eelcly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Executive Assistant attended Springbrook 's Contact Management software training. • Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk's Office Staff perfonned day to day duties/respo nsi bilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager's Office. Highlights: • 231 pages of documents scanned/verified . • Continued compiling City Zoning Ordinances in Laserfiche, beginning 1962 to 1981 ; this will close a database gap of records previously unsearchable electronically. • Council Meetings -continued preparation of Agenda/Packet for 5/19/2015. • Election -Completed and have available for distribution the Announced Candidate Package for individuals interested in announcing their candidacy for Mayor prior to the Qualifying Period of Friday, August 7, at Noon through Friday, August 21, at Noon. • Attended training for new software which manages complaints and maintenance requests . • Reviewed material for Business Tax Software Conversion . Financial Services Sta ff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Highlights: • Met with Public Works Services Director regarding personnel costs for FY 2015-16 Budget. • Attended Emergency Operations Planning Meeting with all City Team members. • Completed Contract Management Training for all key personnel. Human Resources/Risk Management Staff performed day to day duties /responsibilities and assisted various telephone/walk-in requests from the Public . Highlights : • Offer extended/accepted by successful Environmental Analyst candidate; completed initial Administrative Forms processing for a May 14 , 2015 start date. • Interviewed seven candidates for PT Clerical Assistant vacancy assigned to Community Development. • Posted Summer Recreation Leader position upon notification of second vacancy. • Conducted four Bloodbome Pathogen/Exposure Control training workshops for City employees. • Represented City during an Unemployment Benefits Appeal hearing. Anticipate a ruling favorable to the City. • Performed follow-up on open Workers ' Compensation cases in effort to resolve outstanding claims essential in retaining the City's favorable claims ratio. Community Development Update for Week Ending May 1, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews , processing permits , conducting inspections, performing site visits , issuing Notices and conducting research . • The Building Division conducted 43 inspections and issued 47 permits . Work has started for the pouring of the 4th floor of the Homewood Suites Hotel as well as additional paving work . • Assisted with the annual Arbor Day celebration on Friday, May I , 2015 . The 6u' graders at Cape View Elementary helped with the event and Mayor Pro Tern Hoog read a proclamation. • Code Enforcement Staff accomplished the following: o Issued two (2) compliance letters. o Issued two (2) Notices ofViolation. o Received seven (7) requests for Code Enforcement. o Removed twenty (20) illegal signs from the right-of-way. o Conducted nine (9) site inspections. o Investigated and resolved six (6) Mayor 's requests. o Resolved four (4) Code Enforcement issues in the field . o Staff is continuing to work with Brevard County on readdressing a sixteen unit condominium. o Obtained one (1) new address for a vacant parcel on Surf Drive . o Staff is continuing to work on and critique a new brochure on signage. o Staff received three (3) tree removal applications and conducted three (3) site inspections with the City Arborist. o Staff has responded to twenty-seven (27) lien requests . o Staff collected $8 ,026.60 in sewer impact fees for a local restaurant that increased its seating. o Staff conducted a site visit to a local business to count fixtures and obtained a report from Financial Services on water usage to calculate the sewer impact fee for a local restaurant that would like to increase its current seating . o One Code Enforcement Officer attended a training class/obtained a certification on Illicit Discharges and Dumping. o Staff contacted the Emergency Management Coordinator with Brevard County Emergency Services to obtain Hurricane Survival Guide handouts and laminated Extreme Weather Information Sheets to provide to the community at the June Friday Fest as part of the City 's outreach program for FEMA recertification . o Staff met with Brevard County Natural Resources in preparation of the upcoming Turtle Season, which is observed from May 1st through October 31st each year. • 343 pages of documents scanned/verified. • Code Enforcement Staff has begun a campaign to monitor various websites for rental listings within the City for a period of less than 7 consecutive days . • Along with HR Director, conducted 7 interviews for a part-time administrative staff person to assist with scanning, filing , Business Tax Receipts , etc . • Finalized Task Order with Kimley-Hom (KH) for services related to the update of the following Code provisions: o Shared Parking-KH will review the City's shared parking standards against best practices in similar situated Florida communities and make recommendations for appropriate reVISIOnS. o Economic Opportunity Overlay District -KH will assist Staff with the proposed Overlay expansion/prepare graphics/make recommendations for needed policy revisions, and prepare code amendments. o Special Exception Assessment-KH will review the City 's special exception process and prepare a technical memo outlining recommendations on creating a more efficient process. o Non-Conforming Uses /Structures-KH will review the City 's code section regarding non- conforming uses and structures and determine what revisions are appropriate to encourage redevelopment activity. Once KH has completed its review of the code sections as indicated above, they will assist in making presentations to the Planning & Zoning Board as well as the City Council. • Received an application for a Developers Agreement for property located at 8801 Astronaut Boulevard. Project includes two additional phases consisting of retail, hotel and conference facilities. From the Effective Date, owner shall submit site plans within 12 months and 60 months respectively for Phase 2 and 3. • Received an application for site plan approval for Building 3 of the Holiday Inn Vacations (Cape Caribe) project. Ec onomic D evel opment Up date for Week Ending May 1, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders , potential investors , citizens, realtors and Staff. Performed site visits and conducted research as necessary. • Met with stakeholders regarding expansion of the EOOD (Economic Opportunity Overlay District) toward the south end of the City on both sides of AlA. Reception has been positive and helpful. • Met with property owner and developer regarding re-purposing a large portion of a mini- storage facility in the M 1 Industrial District. • Attended teleconference with FL City Gas Representatives regarding an upcoming project which will extend its high-pressure line service from Port Canaveral to Cocoa Beach. The project will be entirely within theN. Atlantic Ave . and S.R. AlA Rights-of-Way. Details about the project will be communicated over the coming weeks . • Met with property owner of 8600 Astronaut Blvd . regarding the coming phased development. As approved by Development Agreement, the property will be redeveloped as a multi-tenant Port of Call Facility with uses such as retail , convenience and services . • New City Hall Status: o Architectural Firm continues to incorporate the City 's 90% review comments into the 100 % plans (due mid-May) o AN and Security designing firm is putting the finishing touches on its plan, which will be incorporated into the architectural plans. o Staff has developed cabinet and glass display case plans/elevations for the Community Artifacts Room. o Continued to develop IT infrastructure plan to move the computer servers to the New City Hall. The plan will minimize downtime during the move and enable continued use of the tower-mounted microwave system which will remain at the current City Hall site. o Bid package/RFP is anticipated to be released in June . • Issued the following Business Tax Receipt : o Cracker Island Grill. • Attended Awards Presentation for the Student Artwork Contest at Capeview Elementary School. The Report offers insight on Brevard County 's tourism economy while high lighting some of Orlando and Florida 's key data. o FPL will be conducting preventative maintenance line-clearing in the areas defined by the color coded boundaries of the GIS maps . This work will be conducted by a qualified FPL line-clearing contractor and is scheduled to take place over the next several weeks . Tree trimming is anticipated to be conducted from north to south and crews will be working in the direction of the flow of traffic depending on which side of the road the lines are on . The work will take place within the hours of 8:00am to 5:00pm Monday through Friday. A quick recap of the Brevard County Residential Report for March 2015 compared to March 2014: • Closed Sales are up 21.9% for March 2015 in wh ich the number of units closed were 942 compared to 773 in March 2014, with a decrease in cash sales by- 4.6% compared to March 2014 . • New Pending Sales are up 49.7% and New Listings are down -3 .6%. • Median Sales Price for Brevard County Single Family Homes are up 13.6% to $150 ,000 compared to a year ago , which was $132 ,000 . • Median Days on the Market are down -40.0%, which is 30 days compared to 50 in March 2014 . • Months Supply of Inventory is down -11.5% to 3.0 months compared to 3.4 months in March 2014. • Traditional Sales are up 34.2%, with a median sales price of $169 ,000. • Foreclosure/REO Sales are up 1.5%, with a median sales price of $102,000. • Short Sale Closings are down -34.9%, with a med ian sale price of $112,450. A quick recap of the Brevard County Townhouses/Condos Report for March 2015 compared to March 2014: • Closed Sales are up 34.4% for March 2015 in which the number of units closed were 289 compared to 215 in March 2014 , with an increase in cash sales of 39 .6% compared to March 2014 . • New Pending Sales are up 48.7% and New Listings are down -5.0%. • The Median Sales Price for Townhouses/Condos is up 4.1% to $126,000 compared to a year ago, which was $121 ,000 . • Median Days on the Market are down -20.8%, which is 38 days compared to March 2014, which was 48 days. • Months Supply of Inventory is down -4.2%, which is 4.8 months compared to March 2014, which was 5.0 months. • Traditional Sales are up 51.8%, with a median sales price of $133,000. • Foreclosure/REO Sales are down -24.4%, with a median sales price of $75,500. • Short Sale Closings stayed the same at 0.0%, with a median sale price of $112,250 . This report offers insight on Brevard County's tourism economy while highlighting some of Orlando and Florida's key data . 2014 was a very positive year for Brevard County's tourism economy . The hotel industry, leisure and hospitality employment, total number of visitors to Florida , total taxable sales and median home prices posted a monthly year-over-year increase in percentage changes . All other indic ators such as Port Canaveral's passenger count for multi-day and single-day cruises and Melbourne International Airport's and Orlando International Airport's passenger count all posted an average increase for the year . These findings are clear indicators for a very positive economic outlook for 2015 . Monday night tennis had the number one seed receiving his first loss of the season with one week to go before playoffs start. Wednesday night racquetball continues its ongoing season with one player remaining undefeated. The Wednesday night kickball league has WS in first place by a narrow margin . A new Wednesday intermediate tennis league began with 12 participating players. Thursday night softball has Sapphire Lounge holding onto the lead by two points with Straw Hat and CS close behind. The intermediate league championship tennis match took place on Thursday and it was a battle; a new league will begin May 14 . Special Events Friday Fest-May 's Friday Fest looks to be a wonderful night. An amazing array offood will be available ranging from down-home favorites to world cuisine . Beer and wine sales will be hosted by the Cape Canaveral Soccer Club . The event will start at 6:00p.m. featuring Electric Tide on the stage. Camp is for children ages 5 to 1 0 years and is held at the Cape Canaveral Youth Center located at 7920 Orange A venue. The first week will start on June 2. Cost for residents is $35 per week and $45 for non-residents . Hours are from 9:00 a .m. to 3:00p.m . Before and after care are available for an additional fee . Activities will include group games , sports , crafts , special entertainers and field trips. Registration is limited and only payment secures available spots . City Council approved award of this contract to Atlantic Development of Cocoa, Inc. in the amount of $1 ,152 ,195 . Pre-construction meeting currently being scheduled . Staff met with area property owner to explain project activities/ schedule. • Sludge Belt Press Addition and New Reclaimed Water Tank. The pre-construction meeting with Florida Design Contractors , Inc . was held on May 1. Notice-to-Proceed will be issued by the City on May 11. Grant paperwork from St. Johns River Water Management District (SJRWMD) will be included as an agenda item at the May 19 City Council Meeting . Grant amount is $741 ,427.50. Stormwater • West Central Boulevard SW Pipe Rehabilitation. City Council approved award of this contract to IPR Southeast, Inc. in the amount of $241 ,825. Pre-construction meeting currently being scheduled . Staff met with area property owner to explain project activities/schedule. Infrastructure Maintenance (IM) • North Atlantic Avenue Streetscape Project. Project was advertised for public bids on February 20; one sealed bid was received on March 24. Staff and Florida Department of Transportation (FDOT) recommend that bid documents be revised (change in scope of work) and the Project re- bid. City 's consultant is currently revising bid specifications/engineering drawings for re-bid. • Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31 , 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part ofFPL 's infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR AlA; o Rosalind A venue between Washington A venue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood A venue between East Central Boulevard and Lincoln A venue; o East Central Boulevard between North Atlantic A venue and Ridgewood A venue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas , if possible, during the construction activities. • FPL Line Clearing. We will be cleari ng threatening branches and limbs that can potentially cause safety hazards and power outages by brushing against or fall i ng upon our power lines during windy weather. The trees will be trimmed in a manner that redirects new growth away from power lines. At times, we also need to remove select palms and other fast growing vegetation that cannot be effectively maintained by trimming. Remaining tree debris will be removed. We ask that you facilitate these efforts by providing access to trees near power lines beh i nd your property. Your cooperation is valuable in helping prevent outages to you and your neighbors. If access to your property is required, a contractor w i ll contact you personally or leave a note at your door in advance of any work.
