CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canave ral that retain s and enhances its residential
feel , characterized by low-rise buildings not more than 4 stories in height. This re sidential and business
friendl y atmosphere is one of a live-able, attracti ve , safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education .
WE ENVISION: A 1 A as a "complete street" with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle
facilities , covered transit stops , and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach , river, local neighborhoods and adjacent communities. Our improved "complete streets"
will allow us to calmly travel to intimate waterfront destination s and a walk-able downtown core . Multi-
use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone
can walk or bicycle safely anywhere in town , day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique
community identity . The "downtown " will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella cov ered cafe tables at restaurants and bistros where friends
gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transfonns blighted and unfinished buildings into
attractive structures, offers city-wide green spaces , provides a pet-friendly park with ample shade, and
actively recruits and supports businesses that enhance economic viability and serve our residents and
visitors.
WE ENVISION: Open shorelines and ri vers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions , gazebos, or a perfonnance stage.
Administrative Services

The City Manager 's Office is responsible for the day to day administration of all City departments in
accordance with City Council 's established policies/direction , local ordinances, resolutions and State/F ederal
laws/rules and regulations. Telephone conferences , meetings with cthzens , documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the
Weekly Updates. Highlights :
• Met with Department Directors regarding various projects/issues/initiatives .
• Held telcon with Council Member Petsos regarding various City initiatives .
• Met with Council Member Walsh regarding City business .
• Executive Assistant as s isted City Clerk 's Office in preparation of Agenda Packet for Regular City
Council Meeting of 3/ I 7/2015.
• Executive Assistant provided assistance to City Council Members and select Department Directors .
City Clerk 's Office Staff performed day to day duties/responsibilities and assisted various telephone /walk-in
requests from the Public/Staff and provided assistance to City Council and the City Manager 's Office .
Highlights:
• 185 pages of documents scanned/verified.
• Council Meetings -continued preparation of and distributed Agenda/Packet for Regular City
Council Meeting of 3/17/2015; continued preparation of Agenda/Packet for 4/21/2015 .
• Request for Bids/Proposals -continued to answer/forward inquiries to Public Works Services
regarding:
o #2015-05 -Re-Bid Lift Station Nos. 6 & 7 Improvements-Publication of Notice of Bid
advertisement 3/6/2015; Sealed Bid deadline is 3/27 /2015 at 2 p .m.
o #2015-06 -N . Atlantic Ave . Streetscape Improvements-Sealed Bid deadline is 3/24 /2015
at 2 p.m .
o RFP-#2015-01 Beach Vending : publication ofNotice of Bid advertisement

Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in
requests from the Public. Highlights:
• Successfully completed Code and Contact Management Software Training with Building
Department and Public Works Staff. Residents will soon be able to report Code
Enforcement/problem issues within the City.
• Met with Community Development Director and Economic Development Director to discuss Budget
formulation for the Community Redevelopment Agency and Economic Development Department for
Fiscal Year 2015 11 6 .
• Attended 2015 Best Budget Practices Conference held by Florida League of Cities .
Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the public . Highlights:
• Completed orientation of new employee hired as Utilities Mechanic for PWS.
• Extended offer to external candidate for Wastewater Plant Operator Trainee Program to commence
March 16 , 2015.
• Competed 2015 /16 Workforce Budget projections and submitted report to Financial Services for
review of formulas and allocation updates.
• Secured Friday Fest Liquor Liability Insurance for April and October events during which the City
retains the proceeds from liquor sales .
• Completed Benefits eligibility analysis report pursuant to Affordable Care Act guidelines. The
City averaged 46.58 employees during the 2014 Calendar year and , as such , is not required to
provide IRS reporting required for all employers with 50 or more employees.
• Developed employee training initiative to include the following scheduled events at no cost to the
City. Additional training sessions are on track for May.

Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public , including performing plan reviews , processing permits , conducting inspections ,
performing site visits , issuing Notices and conducting research.
• Met with contractor to discuss rede velopment of 350 Monroe Avenue . Project would include
demolition of existing structure/construction of townhouse units.
• Conducted Development Review Committee Meeting regarding proposed site plans for Phases 2
and 3 ofXtreme Fun , LLC property located at 8801 Astronaut Boulevard.
• Met with PWS Staff regarding annual Arbor Day proclamation . Coordinated student
involvement with staff from Cape View Elementary.
• Met with City Manager and Economic Development Director to discuss needed Code revisions to
facilitate redeve lopment of blighted areas . Property owners are prohibited from reinvesting into
the community by certain Code provisions .
• Met with Staff to discuss proposed Young lot split at 405 Holman Road . Working with CCVFD
and City Attorney 's Office to ensure applicable Code requirements are met.
• Staff conducted weekend Co de Enforcement and observed work being done without the required
permits at 6910 N . Atlantic Avenue . A Stop Work order was posted on the building until such
time as the property obtains the required permits .
Economic Development
Update for Week Ending March 13,2015
Performed day to day duties /responsibilitie s, conducted various meetings with business stakeholders,
potential investors , citizens , realtors and Staff. Performed site visits and conducted research as
necessary.
• Director was privileged to be Guest Speaker at the Cocoa Beach Kiwanis Luncheon. Topics
focused on Cape Canaveral 's current economic development initiatives.
• Continued review , pricing and selection of furnishings for the New City Hall Project.
• Attended Development Review Committee Meeting. Items included:
o Phase 2 Redevelopment Plans at 8801 Astronaut Blvd. (Beachwave),
o Consideration of administrative extension of approved site plan for the proposed
Casa Canaveral Assisted Living Facility, and
o Conceptual planning and preliminary review of Ridgewood Ave . north end sidewalk
loop and connectivity to E. Central Blvd . sidewalk project.
• Provided guidance/assistance for two separate requests for Motion and Still Photography
Production Permits .
• Continued progress with Community Development Director on the following initiatives:
o Expansion of the Economic Overlay District (EOOD) regulations and boundary .
o Collecting escrow deposits for zoning use applications .
o Amending zoning regulations which inhibit residential redevelopment investment for
existing developed properties which are over-density.
o Collection of City Impact Fees at Permit issuance , rather than at Certificate of
Occupancy.
o Amending shared parking regulations .
o Exploring ways to amend existing zoning use categories to make a move away from
having special exceptions , in general. In concept, those uses currently permissible
only by special exception would be individually considered as to their operational
merits and consistency with the Comprehensive Plan. Then, as appropriate, either
remain as a permitted use or moved as a permitted use to a more appropriate zone(s).
• Continued development of Revised AlA Priority Items , increasing focus on pedestrian and
bicyclist safety.
• New Business Tax Receipts issued this week:
o Re/Max Aerospace Realty
o Self-Maid Cleaning Service
• Held second meeting with representative from the Buxton Company. Buxton compiles
analytics from area VISA card purchases to determine "best matches " for targeting new
retail/commercial investment. Buxton helps businesses understand who their customers are
and where their customers are located . Public Sector clients leverage the data to attract the
best-fit regional/national businesses for their cities. Staff is evaluating this approach as a
marketing & outreach method for when our Branding Campaign is complete.
• Met with representative from "Discovery Map ". This company produces the popular and
ubiquitous Cocoa-Cape Canaveral-Port Canaveral-Merritt Island-South Titusville marketing
map , highlighting advertisers , landmarks and community facilities. Topics focused on
expanding local usage and outreach, additional City facility inclusions at no cost and (non-
scaled) map corrections.
• Continued expanding community outreach for the City Branding Campaign system to inform
users that the survey period has been extended to March 20 1
h. Two methods were used :
1. The Business Tax Receipt database has been collecting email addresses from
businesses for the last three annual renewal cycles . That list now includes 308 email
addresses. A mass email was sent to all .
2. Blackboard Connect Delivery results :
• Successfully reached 2630 (58 %) Voice Deliveries (phone)
• Successfully reached 241 (95 %) Email Deliveries
• Successfully reached 45 (90 %) SMS /text Deliveries

Athletic Leagues
Monday night kickball will begin the playoffs next week with six teams participating. Advanced Monday
tennis continued the second match of the season. Advanced Wednesday racquetball is three weeks into
the season with two players leading the way with a perfect 3-0 record . Only two weeks left in the
Wednesday intermediate tennis ; last season's champion remains in the lead. Wednesday night kickball is
under full steam and looking forward to the spring season. Thursday intermediate tennis league remains
very competitive three weeks into the season. Thursday night softball completed the second game of the
season and added a new team this week. Staff is currently registering teams and players for Monday
night kickball ; next season will begin in early April.
Spring Break Camps
Tennis: Children are invited to join professional tennis instructor Joe Deitchler for a fun filled tennis
camp .

Sew Cool: The second installment of the Sew Cool class culminated this Monday with children creating
their own backpack. New beginning and intermediate sewing classes are being organized for this
summer .

Farmers Market
The Farmers Market continues to grow thanks to the new day and location . The event organizer has been
made aware that as the event grows, the City's intent is to maintain the highest standards in terms of
aesthetics, safety and caliber of vendors. Everyone is invited to enjoy the fresh produce, baked goods and

Public Works Services
Update for Week Ending March 13,2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the
public.
Wastewater Treatment Plant (WWTP)!Sanitary Sewer System
• Public Bids. Five sealed bids were received on February 24 for the 2.5 Million Gallon Reclaimed
Storage Tank and WRF Filter Press Addition Project (State Revolving Fund [SRF] Project). Staff
will recommend the low bidder, Florida Design Contractors, Inc . of West Palm Beach, as the
contractor for the project at the March 17 City Council meeting.
No bids were received on February 24 for the Lift Station Nos. 6 (Imperial Boulevard) and 7
(Thurm Boulevard) Improvements Project. Therefore, the Project was re-bid on Friday, March 6
with new project completion deadlines . Sealed bids are due on March 27 .
Infrastructure Maintenance (IM)
• North Atlantic Avenue Streetscape Project. Project was advertised for public bids on February
20; mandatory pre-bid meeting was held on March 3. Sealed bids are due on March 24.
• Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31 ,
2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of
FPL 's infrastructure hardening program:
o West Central Boulevard between North Atlantic Avenue and SR AlA;
o Rosalind A venue between Washington A venue and Chandler Street;
o Washington A venue between Ridgewood A venue and North Atlantic A venue;
o Ridgewood A venue between East Central Boulevard and Lincoln A venue;
o East Central Boulevard between North Atlantic A venue and Ridgewood A venue; and
o North Atlantic Avenue between George King Boulevard and East Central Boulevard .
Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
Pedestrians and vehicular traffic should avoid these areas if possible during the construction
activities.
Miscellaneous
• City Sustainability Study. Staff met with Waste Management personnel to discuss Phase I
project costs and define the scope of work for a City-wide sustainability study. Phase I will
include an architectural design review of the proposed City Hall. Additionally, waste
minimization and management will be studied including material sourcing, material use/reuse,
material disposal and material recyclability . The goal is to construct the proposed City Hall to
Leadership in Energy & Environmental Design (LEED) silver certification standards.
• Space Coast Transportation Planning Organization (SCTPO) Monthly Meeting. Key topics
from this monthly meeting included:
o Results of the Space Coast Area Transit (SCAT) Americans with Disabilities Act (ADA)
Assessment Report were discussed. The Report was conducted on all Brevard County bus
shelters to determine corrective actions to meet ADA standards. The City 's bus shelter
located adjacent to the 7-11 store at North Atlantic Avenue/Canaveral Boulevard had the
highest safety/security and operational efficiency scores of all bus shelters in Brevard
County. When the final Report is released , Staff will make recommended ADA
improvements to other bus she lters in the City.
o Results of the County-Wide Safety Report were discussed. This Report investigated crash
data from major intersections and corridors in the County . The majority of intersections
with a high number of crashes were located in southern Brevard County. The complete

• Int elli ge nt T ransporta tion Sys tem (ITS) Meeting. The key topic from this quarterly meeting
included:
o ITS Implementation Plan:
• Cape Canaveral is located within the recommended Phase I Work Area -work to
include installation of fiber optic cable along SR A I A ;
• Phase I activities, if funded , should be completed within 3-5 years;
• Phases I B and 2, if funded, should be completed in 5 years;
• Municipalities will be asked to form (and fund) a consortium to oversee the ITS
improvements and implementation ;
• Consortium will be asked to fund both an Operations contract and Maintenance
contract ; and
• The final ITS Master Plan will be completed within three months.
