See attached. Winter Springs was based on Cape Canaveral, and Cape Canaveral was based on Cocoa (except Cape Council did not want to adopt Section 3 of the Resolution at that time). I can’t recall if Cape adopted the signature requirement. However, the Cape Canaveral Council decided to codify their Code of Conduct by ordinance, unlike Cocoa.
