• Continued preparing and reviewing items and agenda for July 16, 2019 Budget Workshop and
Regular Meeting.
City Election
• Official Qualifying Period for two City Council Member seats is noon on Friday, August 9,
2019 to noon on Friday, August 23, 2019. For individuals planning to run, or have been
announcing their intention to do so, please visit the City Clerk's Office as soon as possible. For

• Two election packets have been picked up; one individual has filed paperwork to pre-qualify.

• City Clerk attended the 2019 Florida Association of City Clerks Summer Academy in St.

from the International Institute of Municipal Clerks.

guests from Taipei.

Records Management
ADA Compliance
• Continued coordinating with Staff and other departments in ongoing ADA compliance

Public Records Requests
• Fulfilled requests for Council Member correspondence, annualized salaries and bonuses paid to
employees and elected officials of the City of Cape Canaveral in 2018.
• Acknowledged new requests for property records, correspondence, building permits and
business tax receipts and began coordinating with relevant departments to prepare
responses/fulfillment.
Financial Services
• Financial Services met with Wells Fargo representatives to complete all actions necessary for
the new Visa Card reporting.
• Completed Monthly Financials for May 2019 (See attached).
Human Resources / Risk Management
Skyrocketing Hepatitis A Cases in Florida
The Florida Department of Health has reported 1,636 cases
of Hepatitis A in the State of Florida. That is three times the
number of cases reported in all of 2018. The most impacted
include Orange, Pinellas, Pasco and Volusia Counties.
Hepatitis A is a highly contagious liver infection that can
range from a mild illness that lasts a few weeks to a severe
illness that can last months. Although rare, some people can die from the infection. According to the
Federal Centers for Disease Control and Prevention, those in higher risk categories include people
ages 50 and older or people with other liver diseases.
Common Symptoms of Hepatitis A include:
• Fever • Dark urine
• Fatigue • Diarrhea/clay-colored stools
• Loss of appetite • Joint pain
• Nausea/vomiting • Jaundice (yellowing of the skin/eyes)
• Abdominal pain

According to the CDC, most children younger than six will not have symptoms, but can pass the
infection to others. Symptoms usually begin four weeks after exposure and develop over several days.
According to the State Department of Health, Hepatitis A can be spread through things such as food or
drinks that have been contaminated with fecal matter from people with the disease. (Hepatitis B and C,
which are chronic infections, are passed through blood.)
Health officials say the best line of defense against Hepatitis A, aside from frequent hand-washing, is
to get a vaccination. The vaccination is given as two shots (six months apart), and is available through
the Department of Health at no cost to those in the three high-risk groups.
Risk Management
Received payment in the amount of $7,114.90 for damages incurred on May 27, 2019 as a result of a
single driver who, in the course of traveling on Ridgewood Avenue, ran off the road into three other
cars and one of the City's decorative solar lights. Because the driver was underinsured in the category
of property damage, Risk Management also filed a claim with the City's insurer who will subsequently
attempt to recoup the total cost of damages from the responsible driver.

AARP Florida Age-Friendly Webinar on Disaster Resilience [AARP logo]
Participated in a webinar on disaster resilience and the AARP Livable
Communities Disaster Recovery Tool Kit (https://www.aarp.org/livable-
communities/tool-kits-resources/info-2015/disaster-recovery-tool-kit.html)
which is designed to support the mission of the Federal Emergency Management Agency as it works
to prepare for, protect against, respond to, recover from and mitigate hazards nationwide. For more

Dangerous by Design: State-by-State
Once again, Florida ranks high in pedestrian accidents, based on Pedestrian Danger Index. The index
measures how deadly it is for people to walk based on the number of people struck and killed by
drivers while walking; controlling for the number of people that live in that state or metro area and the
share of people who walk to work. Of the 20 most dangerous metro areas for walking the in U.S., eight
Florida metro areas were in the top ten, with the Palm Bay-Melbourne-Titusville metro area at number

Building
The Building Division conducted 77 inspections and completed 20 plan reviews. The Division also
processed 31 new building permit applications and 52 payments for permits that were picked up.
With the passage of Resolution No. 2019-05, the City Council updated a number of fees and charges
related to City services. Therefore, effective July 1st, a new Business Account Setup Fee will be
collected to cover the administrative costs of processing the initial Business Tax Receipt (BTR) permit
application. New BTR business accounts require additional administrative Staff time for setup that
currently is not being accounted for, or recovered by the City in the BTR rate.
Code Enforcement
• Issued two Courtesy Letters for property conditions.
• Issued two Notice of Violations.
Code Enforcement Case Status
In conjunction with Code Enforcement and Community Engagement Staff, developed a more efficient
reporting process for residents/parties to find the status of City Code Enforcement cases. The new look
which will allow for easier tracking of cases, will be updated weekly and available on the City's

The FORMOSAT-7 COSMIC-2 Launch Campaign
The Taipei Economic and Cultural Office in Miami invited
Staff and City Council to attend the FORMOSAT-
7/COSMIC-2 Mission Briefing and Post Launch Status
[COCC Employee at event.] events held last week in Cape Canaveral. Mayor Bob Hoog,
Mayor Pro-tem Mike Brown, Council Member Angela
Raymond, Council Member Rocky Randels and Economic
Development Director Todd Morley attended the events and
were recognized as distinguished guests! The events were
sponsored by the Taiwanese National Space Organization
(NSPO) and NAR Labs.
This international collaboration between the U.S. and Taiwanese companies will allow the anticipated
5-year mission to provide open-source data that will allow agencies to better predict major weather
events. FORMOSAT-7/COSMIC-2 utilized the SpaceX Falcon Heavy launch mission to release the
payload in a series of complex multiple orbit stages. We wish Taipei much success in this and future
missions and the City of Cape Canaveral was proud to be a part of this exciting event!

Paving of intersections and re-striping of cross walks/stop bars are complete. Remaining activities
include electrical connections, additional construction of sidewalks, landscaping and general cleanup.
A punch list of items to correct as prepared by City Staff was submitted to Florida Department of
Transportation. The project completion date has been extended to the end of July 2019.
Water Reclamation Facility (WRF) — Sanitary Sewer System
WRF Improvement Projects
Staff continues to meet with selected engineering design firms to finalize scopes of work and costs for
several future projects primarily funded by the SRF Program. Engineering design continues on the
following projects:

• Lift Station #3 Rebuild (West Central Blvd.)—Mead and Hunt
• Lift Station #5 Rebuild (Treasure Island Condominium)—Jones Edmunds

Stormwater
Replacement of Stormwater Inlets
The City's contractor continues to replace 15 stormwater inlets throughout the City. Open-throat inlets
are being replaced with Type "C" inlets which trap more debris and are less susceptible to damage
from vehicles. This is part of a long-term maintenance project to replace all open-throat inlets in the
City, where practical. Twenty inlets are replaced each fiscal year.
Polk Avenue Drainage Improvements
Surveying and miscellaneous field investigations were completed; the City is awaiting the survey to
continue with engineering design. The drainage improvements include the installation of larger
stormwater manholes and pipes in the 300 Block of Polk Avenue and the 7300/7400 Blocks of Orange
Avenue in an area that has experienced extensive flooding.
Canaveral City Park Exfiltration Project
The City's contractor initiated underground work at the eastern end of Canaveral City Park. The
purpose of this Project is to connect the City's reclaimed water system to the exfiltration system
beneath the Park. This will allow for the discharge of excess reclaimed water to the exfiltration system
instead of the Banana River. The work should take four-to-six weeks to complete.

Other Items of Local Interest
Estuary Property—Long Point Road
Removal of Brazilian Pepper Trees and other invasives across the property is nearly complete.
Future project tasks at the site include:
• July 2019:
o Inspect for Brazilian Pepper Tree regrowth.
o Treat with herbicide if necessary (ongoing).
o Remove concrete debris piles.
o Replant site with 400 native tree species (the type of tree planted at each location will
be determined by land elevation, presence of surface water, etc.).
Staff continues to work with St. Johns River Water Management District (SJRWMD) to obtain the two
wetlands properties to the south of the City-owned site. The City would accept title to the properties
from SJRWMD and perform the same scope of work as on the City-owned site. All three properties
together would provide over 14 acres of protected wetlands along the Banana River. The mosquito
ditches will also be reopened to allow for the unimpeded flow of surface water. The majority of these
projects are funded by SJRWMD. Project updates are available in The Weekly Update, on the City

West Central Blvd/Thurm Blvd Streetscape Projects
Purchase orders were forwarded to the City's Engineer for the design of the West Central/Thurm Blvd.
Streetscape Projects.
The projects include roadway improvements as follows:
• West Central Blvd. from SR A1A to Thurm Blvd.
• Entire length of Thurm Blvd.
City Staff will also be working with the City of Cocoa to upsize potable water lines along Thurm Blvd.
Construction should begin in late-2019.

Athletic Leagues
Tennis
On Monday, players were glad to get back to the courts after two weeks of cancellations. The season
has reached its halfway point with everyone very close in the standings. Wednesday kicked off a brand
new season in what turned out to be a perfect evening. Thursday's
league is heading into final matches of regular season play before

Racquetball players] standings with players looking to edge each other for a good seed
come playoffs.
Racquetball
Wednesday night was Championship night with Ernie edging out
O'Neill for the win. It was a very competitive match capping a fun
10 weeks of action. A new league will start Wednesday July 10th
if you are interested in playing, stop by the recreation complex to
sign-up.
Kickball
The air was hot and players were ready! Graham's kicked [Picture of Kickball players]
off the evening with a 14 run win over SOMB. The next
game saw WS beating the Reds by 12 runs. The last game
closed out the evening with GRR beating Slide Inn by
five runs.

Free Lunch at the Youth Center through June
Last week marked the end of the free lunch program at the youth center. Nearly 800 lunches were
provided throughout the course of the program. This was a very worthwhile endeavor and Staff will
work to ensure it comes back next year.
Summer Camp
Summer Camp has arrived at Mars and spent the week exploring the "Red Planet". Campers learned
about future missions to Mars and built a model rover that could explore the planet. Campers met
Zeko, a yellow lab from Brevard County Sheriff's Office, and learned of his job is here in Brevard
County. On Wednesday, campers visited the library for
a historical performance teaching the kids all about
Henry Flagler and the railways that helped build this
[Picture of Officer and dog.] country into what it is today. Campers jumped into a
fun day at the pool on Thursday, where they swam,
splashed and played. The week ended with a fun day
back at camp, where campers voted for the upcoming
space mural and started designing the next Little Free
Library, which will be coming to Cape Canaveral in the
near future. If you still want to provide your child with
the best summer experience possible, limited spots
remain this week of July 1st, July 22nd and 29th. Below

the City's connection to the history of

Brevard County Historical
Commission Celebrates Two
New Markers
This week, Field Manor of Merritt Island,
and S.F. Travis Hardware Company of
Cocoa Village, were recognized by the
State of Florida with state-issued historical
markers. As part of a program supported by
the Brevard County Historical Commission
(BCHC) and funded through the Tourist
Development Council, these markers help
communities throughout Brevard celebrate
and promote their local history. Cultural
Programs Manager, Molly Thomas, who is
the current Chairperson of the Brevard
County Historical Commission, was on hand From top to bottom- options 1, 2, 3, 4 and 5
last night for the marker dedication at Field
Manor.
With 63 markers and counting, the marker program is often the most recognized service of the BCHC,
but they are actually responsible for so much more and all of it is accessible to the public! This
commission was established by Ordinance of Brevard County in 1964, and since then has been

dedicated to preserving, protecting and promoting Brevard's wealth of historical and archaeological
resources. Together, with the help of archivists at the Catherine Schweinsberg Rood Central Library,
the BCHC collects and preserves newspapers,journals, photographs, historical records, maps and
artifacts that are significant to telling the story of Brevard County. These archives are open to the
public and Staff is always eager to assist visitors with both professional and recreational research

On Wednesday, July 3rd, you're invited to an
amazing magic and storytelling show with
Dave and Judy. The fun begins at 2:00 p.m. All
ages welcome!
This Week in Park Vandalism
A very savvy individual somehow stole the
motherboard from a conduit box in the male
restroom at Manatee Sanctuary Park, which
disabled the automatic lock system. Staff
summarizes this action was taken so the
individual could come back into the restroom
after hours and be able to lock himself in
throughout the night with the deadbolt.
Although the replacement part only costs $4.00,
troubleshooting the problem to figure out why
the automatic lock was not working took Staff
time and effort to investigate, purchase and
replace. An extra step will be taken to minimize

the chance of this happening again, but as the saying goes, "where there is a will...there is a way".
These parks belong to all of us and vandalizing them is a criminal offense.
If you suspect vandalism occurring at any City Park, you are encouraged to call the Brevard County
Sheriff's Office non-emergency number at: (321) 633-1113. The call can be anonymous.
Manatee Sanctuary Park Restroom Floors Get a Makeover
After a decade of use, the floors in the restrooms at Manatee Sanctuary Park received a needed
makeover. The floors were sanded, stripped and power-washed before a new generation epoxy system
was installed by Maintenance Specialist Ian Anderson.
The new floors look amazing and will stand up to the heavy traffic for years to come. Great Job Ian!

Economic Development Department
Ocean Woods Buffer Zone Update
Work will be commencing soon on a significant Brazilian Pepper Tree Eradication Program. A permit
application has been submitted for the removal of the overgrowth of the invasive species from the
Ocean Woods North Buffer Zone adjacent to the Harbor Heights neighborhood. Once the invasive
trees are removed, the HOA will obtain permitting for stormwater/drainage improvements. Re-
planting of appropriate trees will then take place under conditions of the tree permit. As part of a
cooperative agreement, Ocean Woods will provide a mail-out to adjacent Harbor Heights Property
Owners.

Cape Canaveral Hotels
The May 2019 STR Destination Report indicates that City of Cape Canaveral Hotels are
outperforming all Brevard County Hotels with an 82.9% Occupancy Rate. Our Average Daily Rate
(ADR) of$147.27 is second to Melbourne Beach, which has an ADR of$148.21.

Ordinance No. 12-2019 - Approved
Ordinance No. 12-2019 was approved at 1st reading at the June 18, 2019 City Council meeting and is
scheduled for 2nd and final reading at the July 18th City Council meeting. The Ordinance provides for a
Referendum Election and ballot language extending the City's Economic Development Ad Valorem
Tax (AVT) Exemption Program, an important Economic Development tool which incentivizes
companies to invest in the City of Cape Canaveral by locating and/or expanding their businesses here
and creating local jobs. The City Council grants AVT Exemptions on a case-by-case basis to qualified
companies. The Program authorizes an exemption of all or a portion of the local AVT collection
attributable to the increase in Assessed Value of the subject property for up to ten years.
Currently, Comprehensive Health Services, Inc. is the only company operating in the City of Cape
Canaveral with an approved AVT Exemption.
Multi-Generational Facility
Final review of construction plans is underway. Assisted Culture and Leisure Services Director with
preparation of an agenda item where the City Council will have the opportunity to approve the final
design proposed by Architects RZK, Inc. related to Phase I redevelopment of Canaveral City Park.
After City Council approval and final review comments have been addressed the project will be put
out to bid.
Pierce Avenue Sidewalk Completion Proiect
Survey is complete! This will be used to determine the best layout and to determine if any additional
encroachments exist. Two known easements will be required. Director will continue to work with
private properties with encroachments (planters, signs, dumpster enclosures, etc.) existing in the
planned sidewalk area. Below are images of some of the areas that will have new sidewalks!

Boat Safety
With summertime quickly approaching, we want to focus this week's crime prevention message on
how to protect your boats and equipment against theft and damage.
Unfortunately, an increase in the water temperature usually means that we have an increase in the
amount of boat and equipment thefts, so our Crime Prevention Unit put together a list of things you
can do to help you and your boat stay safe this summer.
• Be sure there are no valuables stowed or left inside.
• Keep your boat and trailer registration somewhere else besides in the boat.
• Do not leave your keys inside the boat. Lock your ignition and consider a hidden kill switch.
• Lock the wheels to your trailer and lock up the spare tire when possible.
• Install dead bolts on all doors and secure windows with inside locks.
• Record your boat's HIN number and maintain an inventory of your boat and gear to include the
name, make, model and serial number or any other identifying marks.
• Photograph or use video to record your boat, trailer, and gear.
• Chain you trailer to a fixed object and install a coupler lock.
• Remove small outboards and use transom and prop locks on large outboards.

• Do not park in dimly lighted areas and do not park your vehicle and boat facing the street.
(Make it tough for them to get it out of the driveway)
• Park another vehicle in front of your boat if possible.
• Get an audible alarm system for your boat.
• Get a GPS monitor for your boat so it can alert your phone and satellite track your boat in the
event it is stolen.

RE: Monthly Financial Report—May 2019
Staff is pleased to present the Monthly Financial Report for the period ending May 31, 2019. At
this point in the Fiscal Year, the Year to Date Actuals should be 66.7% of the total annual budget.
Total General Fund Departmental costs are under target at 46.9%. Administrative Services is
running under target at 56.9%. Fire Rescue and Protective Services combined costs are under cost
by .3%. Community and Economic Development and Building and Code Enforcement are under
costs by 25.9%. Leisure Services is 7.5% below target. Non-Departmental expenditures are
below budgetary projections at 60.6%.
The Community Redevelopment Agency (CRA) has incurred $847,793 in expenses for the current
Fiscal Year; $737,958 represents the repayment of annual debt service.
Wastewater Fund overall costs are under target by 8%.
The Stormwater Fund is under target by 32.3%.
The Enterprise Capital Fund is under target at 35.8%.
The City's General Fund investments total $9,674,770.21; Special Revenue investments total
$322,199.25; and Enterprise Fund investments total $492,866.39. The Grand total of all
investments is $10,489,835.85. The Annual Rate of Return for each Investment is attached.

Period Ended May 31, 2019
Revenue
Ad Valorem Tax
To date, the City has received 99.4% of its ad valorem revenue. The City saw a spike in this
revenue source during the month of December. To date, we have received most of the budgeted
ad valorem revenue and the balance will trickle in during the month of June.
Local Option Gas Tax
This amount represents an accrual for April and May based on actual collections for October
through March. Fiscal Year 2018-19 budget is slightly more than Fiscal Year 2017-18.
Franchise Fees, Utility Service Taxes and Communications Service Tax
This amount represents an accrual for April and May based on actual collections for October
through March. This revenue is below target at this point but this trend should improve.
Permits and Licenses
Permits and Licenses are above target at 100.9%. This is a direct result of an improved real estate
climate resulting in an increase in building permits.
State Shared Revenues
This amount represents an accrual for April and May based on actual collections for October
through March. This revenue source is slightly below target at 65.9%.
Garbage and Recycling Revenues
This amount represents collections for the months of October through May. This revenue line is
slightly under target at 65.5%. This revenue source, however, tends to fluctuate from month to
month.
Recreation Fees (Leisure Services)
Recreation Fees are above target at 79.9%. This revenue source will continue to pick up as the
year progresses and additional activities commence. Friday Fest continues to be a big success for
the City.
Investment Income
Investment Income is above target at 141.9%. This is due to interest received from the maturity
of a Term Series CD and an increased rate of return.
Utility Operating Income (Wastewater Fund)
Utility Operating Income is above target at 68.3%.
Stormwater Utility Fees (Stormwater Fund)
Stormwater Utility Fees are slightly under target at 62.5%.
