Human Resources/Risk Management
FEMA Update
HR/Risk Management working in partnership with the Administrative Services Department is pleased
to report the closure of the City's claim for damages incurred commencing September 10, 2017 as a
result of Hurricane Irma.
Electrical Safety Month
The voltage of electricity and the available electrical current in regular businesses and homes has
enough power to cause death by electrocution. Even changing a light bulb without unplugging the
lamp can be hazardous because coming in contact with the "hot", "energized" or "live" part of the
socket could kill a person.
Checklist for Basic Electrical Safety
• Inspect Cords and Plugs
o Check extension cords and plugs daily. Do not use, and discard if worn or damaged.
Have any extension cord that feels more than comfortably warm checked by an
electrician.
• Eliminate Octopus Connections
o Do not plug several items into one outlet.
o Pull the plug, not the cord.
o Do not disconnect power supply by pulling or jerking the cord from the outlet. Pulling
the cord causes wear and may cause a shock.
• Never BREAK OFF the Third Prong on a Plug
o Replace broken 3-prong plugs and make sure the third prong is properly grounded.
• Never use Extension Cords as Permanent Wiring
o Use extension cords only to temporarily supply power to an area that does not have a
power outlet.
o Keep extension cords away from heat, water and oil. They can damage the insulation
and cause a shock.
o Do not allow vehicles to pass over unprotected extension cords. Extension cords should
be put in protective wire way, conduit, pipe or protected by placing planks alongside
them.

Community Appearance Board (CAB) Meeting
May 29, 2019 at 6:00 p.m.
The Community Appearance Board will meet to interview/recommend potential board members and
review a Level I application for the City of Cape Canaveral Multi-Generational Facility located at
Canaveral City Park. Canaveral City Park is the most centrally located park in the City and a recent
needs study revealed deficiencies
that exist at the Park relating to
mobility and amenities to serve the
Community. Outside of improved
mobility within and around the
Park, the following amenities were
found to be desperately wanted by
the Community: a multi-
generational facility; a skate park;
a splash pad; and additional design
features that enhance the park to
make it a more desirable space for
residents and visitors of all ages

Rezoning Project
Following the discussion/meeting held on May 9th, the Planning &Zoning Board will meet at a future
date to make a formal recommendation to the City Council on the more than 700 properties within the
City that are improved with a residential structure, but are zoned commercial. City Code prohibits
residential structures in commercial zoning districts. These structures are considered non-conforming
and should one of them be destroyed, restrictions associated with non-conforming properties would
apply. For this reason, a long-term, comprehensive solution is proposed that will reclassify these
structures as conforming so they are no longer subject to restrictions associated with non-conformities.

New City Municipal Software Coming
In an effort to improve technology, efficiency, revenues and customer support, the City seeks to
modernize its capabilities and harness new technology to improve the delivery of public services.
BS&A will provide the City with software that supports current needs while fulfilling the ever
increasing demands of day-to-day operations by serving the needs of the Community more efficiently
via online applications, payments and scheduling. The Community Development Department will be
the first to migrate to the new software, followed closely by the Administrative/Financial Services and
Community Services Departments. As the City moves through this process we will share more
information as some services may be temporarily impacted. In the interim,be sure to check the City's
website and social media as more information becomes available.
Building
• The Building Division conducted 71 inspections and completed 21 plan reviews. The Division
also processed 42 new building permit applications and 42 payments for permits that were
picked up.
Code Enforcement
• Issued one notice of violation.
• Issued three courtesy letters for property conditions.
Code Enforcement Case Status
In conjunction with Code Enforcement and Community Engagement Staff, developed a more efficient
reporting process for residents/parties to find the status of City Code Enforcement cases. The new
look, which will allow for easier tracking of cases, will be updated weekly and available on the City's

One More Host Family Needed
The students from Japan are coming back to the City of Cape Canaveral! We need ONE MORE
HOST FAMILY for the International Youth Exchange Program from Kimotsuki, Japan. The City of
Kimotsuki is the "Cape Canaveral" of Japan, as they launch rockets from there as well!
Homestav Overview

#SummerOfSpace Mural Project
As the capstone of the City of Cape Canaveral's Summer of Space celebration and part of continued
efforts to enhance the cultural landscape of our Community through the City's Civic Scenery Project,
the City is initiating its very first mural project - themed to celebrate our direct connection to the
history of Space Exploration. To kick-off this program, the City is accepting applications from Artists
or Artist Teams, working in any style, who wish to design and implement an 80 ft. by 23 ft. mural on
the north facing, exterior wall of the Nancy Hanson Recreation Complex racquetball court building.

Infrastructure Maintenance (IM)
SR A1A Mast Arm Construction Project
This project includes the installation of traffic light mast arms and sidewalk improvements at the
following intersections with SR A1A:
• Holman Road
• Center Street
• North Atlantic Avenue
Maintenance of Traffic (MOT) will be in place and lanes on both SR A1A and City-owned side streets
will be intermittently closed; nighttime closures of SR A1A are planned through May as new mast
arms are delivered and installed. Sidewalks will be intermittently closed to pedestrians and temporary
sidewalks were constructed at selected intersections. Project funding is through the Florida
Department of Transportation. Anticipated completion date is June 2019.

Water Reclamation Facility — Sanitary Sewer System
WRF Improvement Projects
Staff is meeting with selected engineering design firms to finalize scopes of work and costs for several
future projects funded by the State Revolving Fund (SRF) Program. The SRF projects (and selected
engineering design firms) include the following:
• Lift Station #3 Rebuild (West Central Blvd.)—Mead and Hunt
• WRF Intermediate Lift Station Rehab—Infrastructure Solution Services
• WRF Disk/Drum Filters Installation—Kimley-Horn
• Force Main #7 Replacement (Thurm Blvd.)—Bowman Engineering
John Pekar, the City Engineer, is also currently preparing cost estimates for engineering design for the
following projects:
• Polk Avenue Drainage Improvements (300 block)
• West Central Blvd./Thurm Blvd. Streetscape Project
Other Items of Local Interest
Lone Point Road Estuary Park Project
Removal of Brazilian Pepper Trees and other invasives across the property is nearly complete. Future
project tasks at the site include:
• May 2019:
o Survey northern property line of the City-owned site. (complete)
• June 2019:
o Inspect for Brazilian Pepper Tree regrowth.
o Treat with herbicide if necessary. (ongoing)
• July 2019:
o Replant site with native tree species - the type of tree planted at each location will be
determined by land elevation, presence of surface water, etc. — generally 20' x 20'
centers. (planning)
Staff continues to work with St. Johns River Water Management District (SJRWMD) to obtain the two
wetlands properties to the south of the City-owned site. The City would accept title to the properties
from SJRWMD and perform the same scope of work as on the City-owned site. All three properties
together would provide over 14 acres of protected wetlands along the Banana River. The mosquito
ditches will also be reopened to allow for the unimpeded flow of surface water. The majority of these
projects are funded by SJRWMD. Project updates are available in The Weekly Update, on the City
web page and on City social media platforms.
Culture and Leisure Services
Athletic Leagues
Tennis
Monday tennis was finally able to play its first matches of the season after being rained out for two
consecutive weeks. The Monday night league welcomed three new players to Cape Canaveral. John,
Mike and Thorpe all won their first matches and are off to a strong start. Playoffs for the Wednesday
night tennis league are underway with John knocking Wayne out of the tournament early. The other
two playoff matches have yet to be played, but they should be extremely exciting to watch. Thursday
night tennis is progressing with John and Gary leading the way with a 2-0 record. Stay tuned for what
is sure to be a very competitive league.
Racquetball
O'Neill and Greg are battling for the top of the leaderboard on Wednesday night racquetball. Both
players are tied with a 5-0 record and will play each other in the final match of the season on May 29th
Players will have one week following the season to make up any un-played matches before playoffs
begin.
Kickball
Adult co-ed kickball is playing week four of the regular season schedule and defending Champion,
Graham's, is leading the way with a perfect 3-0 record. Graham's will be awarded their Champion t-
shirts next week when they take on RSC, led by team Captain Heather. Captains will have until Week
6 to make any final changes to their rosters.
Summer Camp
The 2019 Summer Camp is approximately 85% full with one week left before kids are out of school!
Do you have plans for your summer campers? Space is filling up quickly so don't wait to register!
This summer is themed the#SummerofSpace in celebration of the 50th Anniversary of the Moon
landing. Campers will get to experience many space-themed activities such as building and launching
rockets with NASA, learning about the capabilities of the International Space Station and traveling
through our Solar System by exploring a different planet each week. Campers will take weekly field
trips to the Cocoa Beach Aquatic Center for a fun day in the sun. Don't miss out on this amazing camp
opportunity led by "out of this world" counselors!
Free Lunch at the Youth Center through June
Staff received confirmation that once again the City's Youth Center, located at 105 Polk Avenue, has
been chosen as a summer feeding site for children under 18 years of age. All a child has to do is show
up at the advertised times to receive a free meal. The best news of it all is that all, of our Summer
Campers will get to participate! Staff will do a City-wide media blitz once times have been confirmed.
Cape Canaveral Library
• On Friday, May 31st, the Book Club will meet to discuss The Boys in the Boat (from 10:00
a.m. to 12:00 p.m.). Hopefully you've read it but if you're not done, what are you waiting for?
Free copies are available at the circulation desk.
• The "Big Red Bus"will be here Friday, June 7th, (from 10:30 a.m. to 3:30 p.m.). Please make
plans to donate blood as every drop counts! You can be a hero and save someone's life!

City at Florida Historical Society's
Annual Symposium
The City's Cultural Programs Manager, Molly Thomas, [Picture of Award Presentation.]
presented at this year's annual FHS Symposium,
discussing trends and successes in digital history and
promoting public accessibility to historical records.
Featuring speakers from across the state and across the
county, this event welcomed more than 200 guests to
the Radisson Resort; from history professionals to

Memorial Homesite
To kick off the three-day event, former Senator Bill
Nelson was in attendance and honored with the FHS
Presidential Citation. Panel discussions highlighted an
array of subjects from interviews with Apollo
engineers to local surf history. Presenters came from all parts of the state offering lectures on history
related topics pertaining to Florida agriculture, film, literature,journalism, culture and more. As part of
this event, attendees were treated to tours of Kennedy Space Center, Brevard Museum of History and
Natural Science, the Moore Cultural Center and the Library of Florida History—the latter of which
was just placed on the National Register of
Historic Places. The Symposium closed with a
keynote presentation by former astronaut and
Senior VP of External Relations and Economic
Development at FIT, Winston Scott. Staff is

Friday Fest
Join us on Friday, June 7th on Taylor and Poinsettia Avenues for Cape Canaveral's favorite event.
Great food, unique merchandise and music from local legends The Wild Card Band are sure to make
for a special evening. A ribbon-cutting for Rover's Space is rescheduled for this evening, so get a
costume for your best friend and join us at the City Hall plaza at 5:30 p.m. where we'll take a"doggie
walk" and gather to celebrate this amazing new amenity. A "queen and king" of each side of the park
will be crowned prior to entering the space (See attached).

Multi-Generational Facility
• The Architect has indicated the final construction plans will be submitted next week. After
review and comments, the final submittal, the Bid Set, will be presented in coming weeks.
Staff will coordinate a timeline for putting the project out to bid and place the project on the
customary bid platforms. The project will be Open Bid.
Other Items of Local Interest
• City Council Meeting - Food Truck Discussion Item: Staff provided a report of a sampling (11)
of the City's non-franchised restaurants. The results: approximately 80% of them were against
the City allowing food trucks to have the same rights as restaurants. The discussion item was
tabled.
• Completed required Continuing Education for Building Official, Plans Examiner, Building
Inspector State Licensure.
• Continued discussions with newly appointed Space Coast Office of Tourism Executive
Director in furtherance of establishing an ongoing City of Cape Canaveral Recognition
Program. The City has historically been overlooked by the office, which expends Brevard
County's 5% Hotel Bed Tax through its Tourism Development Council (TDC). Staff stressed
the message of"distinction and inclusiveness" - that we need the City of Cape Canaveral to be
labelled individually AND be included in the ever-evolving stories of Brevard Communities.
• Director will be out of the office from June 3-21, 2019. No Economic Development Weekly
Updates will be produced during the month of June.

RE: Monthly Financial Report—April 2019
Staff is pleased to present the Monthly Financial Report for the period ending April 30, 2019. At
this point in the Fiscal Year, the Year to Date Actuals should be 58.3% of the total annual budget.
Total General Fund Departmental costs are under target at 42.4%. Administrative Services is
running under target at 49.1%. Fire Rescue and Protective Services combined costs are under cost
by .2%. Community and Economic Development and Building and Code Enforcement are under
costs by 20.8%. Leisure Services is 5.2% below target. Non-Departmental expenditures are
slightly above budgetary projections at 58.9%.
The Community Redevelopment Agency(CRA) has incurred $847,793 in expenses for the current
Fiscal Year; $737,958 represents the repayment of annual debt service.
Wastewater Fund overall costs are under target by 3.6%.
The Stormwater Fund is under target by 26.8%.
The Enterprise Capital Fund is under target at 27.6%.
The City's General Fund investments total $9,776,483.86; Special Revenue investments total
$321,361.73; and Enterprise Fund investments total $743,367.41. The Grand total of all
investments is $10,841,213.00. The Annual Rate of Return for each Investment is attached.

Period Ended April 30, 2019
Revenue
Ad Valorem Tax
To date, the City has received 97.5% of its ad valorem revenue. The City saw a spike in this
revenue source during the month of December. To date, we have received most of the budgeted
ad valorem revenue and the balance will trickle in during the months of May and June.
Local Option Gas Tax
This amount represents an accrual for March and April based on actual collections for October
through February. Fiscal Year 2018-19 budget is slightly more than Fiscal Year 2017-18.
Franchise Fees, Utility Service Taxes and Communications Service Tax
This amount represents an accrual for February and March based on actual collections for October
through February. This revenue is below target at this point, however, this trend should improve.
Permits and Licenses
Permits and Licenses are above target at 96.3%. This is a direct result of an improved real estate
climate resulting in an increase in building permits.
State Shared Revenues
This amount represents an accrual for March and April based on actual collections for October
through February. This revenue source is below target at 56.2%.
Garbage and Recycling Revenues
This amount represents collections for the months of October through April. This revenue line is
slightly under target at 57.3%. This revenue source, however, tends to fluctuate from month to
month.
Recreation Fees (Leisure Services)
Recreation Fees are above target at 68%. This revenue source will continue to pick up as the year
progresses and additional activities commence. Friday Fest continues to be a big success for the
City.
Investment Income
Investment Income is above target at 136.4%. This is due to interest received from the maturity of
a Term Series CD.
Utility Operating Income (Wastewater Fund)
Utility Operating Income is above target at 59.8%.
Stormwater Utility Fees (Stormwater Fund)
Stormwater Utility Fees are slightly below target at 54.4%; however, this revenue source does
fluctuate so any shortfall could be easily made up.
