Chairperson Randy Wasserman called the meeting to order at 6:00 p.m. The Secretary called the roll. Mr. Wasserman asked to change the order of the items on the Agenda so that item #3 was heard before item #2. NEW BUSINESS: 1. Approval of Meeting Minutes—December 5, 2018 Motion by Mr.Nienstadt,seconded by Mrs. Lanham to approve the Meeting Minutes of December 5, 2018. The motion carried unanimously. 2. Reef Hotel Group, LLC — TownePlace Suites - Parcel #24-37-15-00-766. Review and Action regarding: a. A Level 1 Application consistent with Chapter 22, Article III of Code of Ordinances, and b. Increased Building Height(65 ft.) consistent with Sec. 110-624 of the Code of Ordinances. Mr. Dickey introduced Brenda Defoe-Surprenant, City Planner and indicated that she would be presenting the items. Community Appearance Board Meeting Minutes March 20, 2019 Mrs. Surprenant presented photos and explained the project was a Level 1 Application consistent with Sec. 22.42 of the Cape Canaveral Code of Ordinances and included an increased building height consistent with Section 110-624. Mr. Dickey explained that the landscape plan, which is not part of the agenda packet, was approved during the initial Site Plan Review. Discussion ensued to include questions regarding elevation of the building, site work that was completed during construction of Spring Hill Suites, signage near Al A and on the building, dumpster location near the Radisson Hotel, which will be enclosed with a roof and additional landscaping, HVAC will be located on the roof Motion by Mr. Wasserman and seconded by Mr. Nienstadt to recommend approval. Vote on the motion carried unanimously. 3. Per Section 2-171 of the Code of Ordinances, the Community Appearance Board shall elect a Chairperson and Vice-Chairperson, by majority vote, at the first meeting held in January, unless there is no January meeting, then the next meeting held. Mr. Wasserman nominated Mr. Nienstadt to continue as Vice Chairperson and Mr. Nienstadt accepted. Mrs. Lanham nominated Mr. Wasserman to continue as Chairperson and Mr. Wasserman accepted. REPORTS AND OPEN DISCUSSION: Staff invited Board Members to attend the Strategic Planning Retreat on March 27, 2019. Randy Wasserman, Chairperson Patsy Huffman, Board Secretary 2 City of Cape Canaveral• zik Community Appearance Board Meeting Date: 5/29/2019 Item No. Subject: City of Cape Canaveral Multi-Generational Facility — Level 1 Application for the development of a Multi-Generational Facility(MGF) and associated improvements, to include associated parking, utilities and concrete promenade located at 7920 Orange Avenue (Parcel #24-37-23-CG-P). Applicant/Owner: City of Cape Canaveral Summary: This application is for a Level 1 Approval consistent with Sec. 22-44 of City Code t MGF and associated improvements to include of a 23 837 square-foot p for the developmentq associated parking,utilities and concrete promenade located at 7920 Orange Avenue. The subject parcel is owned by the City of Cape Canaveral, is 5.0 acres in size and is zoned R- 2. The proposed use is consistent and permitted in the R-2 zoning district. The Comprehensive Plan Future Land Use designation for the parcel is Public/Recreation. Zoning surrounding the parcel is R-2. Land use surrounding the parcel consists of single and multi-family structures, to include two-story structures to the north and east. Adequate public utilities to meet the demands of the proposed improvements are located on/adjacent to the parcel. The project will be constructed over several phases.The initial phase,which is being considered under this application, includes the demolition/removal of an existing clay ball field and concrete pads and construction of the MGF and associated improvements,to include restrooms, utilities, a concrete promenade and landscaping. Future phases may include a splash pad and possible skate park. The submitted site plan in consistent with minimum setbacks and dimensional requirements for structures within the R-2 district. The application shows a total of 112 parking spaces. The proposed structure has a median height of 32 feet,which is under the allowed 35 feet. Proposed landscaping meets minimum requirements. Level 1 Request Sec.22-42(c)of the Code establishes certain criteria the Community Appearance Board(CAB) must consider when evaluating an application. In general, the criteria are to gauge whether a project is in harmony and consistent with the surrounding natural and built environment. Sec. 22-42 of the Code includes the specific standards that must be considered (Staff response indicated in bold/italics). They include: 1. The plans and specifications of the proposed project indicate that the setting, landscaping,ground cover,proportions,materials,colors,texture,scale,unity,balance, rhythm,contrast and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. Sec. 110-292 of City Code establishes principal uses within the R-2 residential district, to include Public and semipublic parks, playgrounds, playfields and recreation facilities. Parking lots associated with a principal uses are a permitted accessory use in the R-2 district. Maximum building height in the R-2 district for Community Appearance Board Meeting Date: 5/29/2019 Item No. Page 2 of 4 public/recreational buildings is 35 feet. The proposed building is 28.04 feet in height. Immediately to the north and east of the subject parcel exists two-story structures. Also,the maximum lot coverage allowed in R-2 is 35 percent. The lot coverage of the proposed development is 6.52 percent. Minimum dimensional requirements are met or in most cases far exceeded.As indicated in Attachment 2 to this report,the building includes design elements that provide unity and balance while proposing materials and colors found throughout the immediate area. The building also incorporates design elements that lessen the bulk of the building to include ample landscaping that exceeds City Code requirements. 2. The plans for the proposed building or structure are in harmony with any future development which has been formally approved by the city within the surrounding area. n/a 3. The plans for the proposed building or structure are not excessively similar or dissimilar to any other building or structure which is either fully constructed, permitted but not fully constructed,or included on the same permit application,and facing upon the same or intersecting street within 500 feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: a. Front or side elevations;As this is a public,recreational facility,there are no other similar buildings in the immediate area. However, landscaping, building materials and colors are consistent with surrounding structures; b. Size and arrangement of elevation facing the street, including reverse arrangements; The two-story buildings immediately north and east of the proposed structure have a street frontage of 175 feet and 180 feet respectively. The proposed structure has a street frontage of 120 feet, which is similar to these adjacent buildings;or c. Other significant features of design such as,but are not limited to: materials, roof line and height or design elements. The design team for the building included a number of architectural features including curvilinear elements, varied roof lines,facade articulations and green walls. Complementary materials and colors were incorporated into the structure to provide visual interest. In addition, a dominant entryway that uses distinctive architectural treatments is proposed. 4. The plans for the proposed building or structure are in harmony with the established character of other buildings or structures in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community.As shown on sheet A-3 in Attachment 3, colors for the proposed structure are influenced by those found in the natural environmens of the local community. The rendering of the north elevation on SheetA-2 in Attachment 3 includes a mural to be painted with seascapes and locally significant images.In addition,the curvilinear lines incorporated into the structure's exterior and site improvements are inspired by the natural movement of the ocean. 5. The proposed development of the building or structure is consistent and compatible with the intent and purpose of this article,the Comprehensive Plan for Cape Canaveral, and other applicable federal, state of local laws. The proposed structure is consistent with applicable rules/regulations as contained in the City Zoning Ordinance and Comprehensive Plan. Within the C-1, C-2 and M-1 zoning districts, any exterior building or roof color used shall be well designed and integrated with the architectural style of the building and surrounding landscaping in order to create a subtle and harmonious effect and promote aesthetic uniformity within the district. Bright or brilliant colors shall not be permitted except for use as an accent color within the C-1, C-2,or M-1 zoning district. n/a The proposed redevelopment project meets the afore-mentioned standards. As the property is not located within the AlA Economic Opportunity Overlay District, architectural/site design guidelines applicable to development within that area are not applicable. However,many of the Overlay design standards were incorporated into the overall project. Sec. 110-643.-Articulation. 1. Reduce the monotony of large buildings by breaking architectural elements into smaller pedestrian scale components or through use of varied materials, textures or colors,trim,roof lines,canopies and awnings in order to provide variation and visual interest. Facades shall be organized into three major components, the base (ground level),body(upper architecture) and cap (parapet, entablature or roofline). Sec. 110-647.-Rhythm. 1. Solid blank walls shall be avoided through the use of facade modulation or other repetitive architectural detailing to maintain visual organization on the building's facade. Sec. 110-650.-Exterior surface materials. 1. Select high quality, human-scale building materials to reduce building mass, create visual interest, and complement the community vision for architectural style of the AlA EOOD. a. The base of a building (the first two to five feet above the sidewalks) shall be differentiated from the rest of the building facade with treatments such as change in material and/or color. b. The exterior facade of buildings shall incorporate no less than two building materials including but not limited to tile,brick, stucco,cast stone, stone, formed concrete or other high quality, long-lasting masonry material over a minimum 75 percent of the surface area (excluding windows, doors and curtain walls.) The remainder of the wall area may incorporate other materials. Sec. 110-669. - Surface parking. 1. Locate surface parking in the rear or side of buildings and provide pedestrian access from the parking to the building and street. However, due to the nature of certain uses, the director of community development or designee may approve up to one row of parking between the front of a building and street. a. A surface parking lot adjacent to a public street shall conform to the landscape requirements detailed in division 6 of this article. Sec. 110-689.- Surface parking lots. 1. Buffer off-street parking adjacent to a public right-of-way or residential buildings or residential zoned property with a landscaped barrier. a. Minimum landscape buffer width between the right-of-way and the parking or vehicular access area along Al A,Central Boulevard, and N. Atlantic Avenue shall be ten feet and five feet along all other streets. c. A knee wall which is at least 30 inches in height is required when an off-street parking area is located within 25 feet of the public right-of-way. d. A continuous landscape berm at an average height of 30 inches from grade may be permitted in lieu of a required knee wall. e. A knee wall or berm may be, staggered,meandering or continuous. f. A knee wall or berm shall not obstruct any safe sight distance triangle. g. A knee wall shall be compatible with the architectural design,material, and color of the principal building of the project. h. Lighting shall not be used to create an attraction, distraction, or commercial signage intent to the wall or berm. i. For the purpose of this standard, a mixed-use building which includes residential units shall not be defined or categorized as a residential building.
