THANK YOU! -COUNCIL MEMBER MORRISON Hi Pat, I need your help on some issues that I think you will find important in the upcoming meeting at 6 pm on Tuesday, May 21st. Since you may not be able to attend the meeting, I want to do something different by sharing how I plan on voting regarding the upcoming issues. I have never done something like this before, but I believe the more transparency I can provide will result in better representation. After all, I was elected to represent the people, and that requires me reaching out to you. Before we get into the Agenda, here are a few highlights. * FEE INCREASES are being proposed on services provided by the City which may deter people from moving and or doing business here. Take a look and let me know if you support increasing these fees? (See Item #2 and use the TAKE ACTION links below) * FOOD TRUCKS are not treated the same as restaurants with respect to where they can do business and allowed times of operation in the City. Would you like to have more options to eat and give food trucks the same opportunity as other restaurant businesses? (See Item #9 and use the TAKE ACTION links below) * LIFEGUARDS were removed by Council vote about 8 years ago. Should we review the beach injury/fatality statistics to see if there is a need to consider improving beach safety again? (See Item #8 and USE the TAKE ACTION links below) * CODE ENFORCEMENT ranked the lowest last year on our Council evaluations and continues to generate the most amount of concerns from our residents and businesses. The controversial proposed solution is the implementation of an individual (attorney) SPECIAL MAGISTRATE to replace a Board of Advisors who live here. How has your experience been with our Code Enforcement Department? Do you think we should remove certain Code Enforcement Board responsibilities? I find them to be very concerning since the department requesting them had a substantial budget increase last year. I also want to know what other Cities are charging for the same services. Ordinance No. 09-2019 "Ending Certified Mail Requirements"; amending Section 110-28 of the City Code related to Due Process and Special Local Notice Requirements for certain zoning hearings; providing for the repeal of prior inconsistent ordinances and resolutions, incorporation into the code, severability and an effective date, second reading. * I OPPOSE #5. In my opinion, this ordinance change reduces transparency for our community by eliminating the requirements for an applicant wanting to change their zoning to send notifications by regular mail opposed to Certified Mail to property owners within 500 ft. Certified mail gives a very high level of assurance with a receipt, and it is needed for an issue as substantial as a zoning change. Regular mail provides a lower level of service and not worth the savings. This proposal shifts the deadline * I OPPOSE #6. I am not in support of this since the City may be spending money on a project that may never get built. It also forces the property owner to pay a substantial fee on an impact that has not occurred. As of today, impact fees are due when the project is built or when the Certificate of Occupancy is issued. This ordinance wants to move the deadline for impact fees to be paid prior to construction when the permits are issued. In my opinion, this is unreasonable and not very friendly to potential new development or redevelopment. Your elected City Council appoint the Code Enforcement Board Members, and this would replace it with one person. While one person may speed up processing cases, they individually lack the diverse and local perspective of a Board which may reduce fairness. Our Code Enforcement Board is not a problem in my opinion. We have other administrative issues that will improve this department. Lifeguards provide an opportunity for safer beaches, but I want to make sure we go about it in the right way as quickly as possible.
