I also spoke about my concerns with removing the requirement to notify residents via certified mail for zoning changes. My thanks to Mr. Russell for his attention and thoughts. However, when I raised my had to add a comment after I had sat down, Ms. Zuercher said “you are provided 3 minutes and you have already been given that sir.” There was no counter timer visible, but during the presentation by the subsequent speaker, Mr. Morrison, an audible alarm was heard and Ms. Zuercher interrupted Mr. Morrison to let him know his time was up. A review of the video confirms that I was NOT provided 3 minutes. I used 2 min and 25 seconds excluding my introductory question to ensure I was speaking to the correct ordinance. No alarm was heard and given the discrepancy in the provided time statement by Ms. Zuercher, no accurate timer was used by Ms. Zuercher to support her claim my 3 minutes were up. This is a clear violation of the requirement to allow public comments and I believe a calculated action to restrict my participation. Additionally, “googling for information” while a speaker is communicating indicates listening is not happening and marginalizes the effort of the presenter and a sign of disrespect. Staff work should be complete and accurate prior to the meeting, the agenda packet should be available to the public with enough time to review. This meeting was a shameful example of a push through of the desires of the city with as little regard for the citizens as possible. I would like an explanation for the inability to accurately time a speaker specifically me. I further claim specific discriminatory actions directed at me and offer as evidence a review of other P&Z meetings and the treatment of speakers and the management of time allowed compared to my treatment in this meeting. Florida has a very broad public records law. As a result, any written communication created or received by the City of Cape Canaveral officials and employees will be made available to the public and/or media upon request, unless otherwise exempt. Under Florida Law, email addresses are public records. If you do not want your email address released in response to a public-records request, do not send electronic email to this entity. As I said a while back I did not get the mailed copy. In a recent city meeting mr Dickey made reference to the log. Not specifically code enforcement log but a mailing log. I would like to see a log entry for the copy you mailed to me.
