Hi Pat. We have previously covered the topic of the real estate closing
for 305 Surf. Regarding the demolition permit, see attached. Note that
per the Agreement approved by Council, the demolition permit was
required to be issued within 14 days of closing, which in this case
would have been April 18th. You will find that the demolition permit
was issued on April 16th. Staff considers this matter closed. Dave

Closing was not complete on the 31st. Please provide a copy the
demolition permit that was to be obtained by
14-Apr-19.
Florida has a very broad public records law. As a result, any written
communication created or received by the City of Cape Canaveral
officials and employees will be made available to the public and/or
media upon request, unless otherwise exempt. Under Florida Law, email

installed during the construction of this phase of the facility and the
concrete driveway is the permanent border.
Regarding your request for engineered drawings and number of spaces,
that can be handled through a public records request through the City
Clerk’s Office. Regarding the request for information about whether a
property has be granted a special exception, please schedule a time with
me so that you can review the appropriate files to see if the other
properties you mentioned have special exceptions.

Define “All paving material shall have a finished surface and must be
contained by a permanent border and properly maintained.” Loosely thrown
down pavers are not compliant. A permanent border would be a constraint
manufactured and installed for that specific purpose. Also, how far is
it paved There are 3 cars there now. Are there drawings showing the
engineering and approval for this parking area? While we are discussing
parking on grass, I noticed the property at 8711 N Atlantic Ave Cape
Canaveral FL 32920, the Church is not paved and is in C1. Is there a
special exemption or permit for parking on the grass there? And the same
question for 190 Center St Cape Canaveral FL 32920, and 8550 Commerce St
Cape Canaveral FL 32920.

Do the conditions meet the definition-
Paving may consist of the following materials: macadam, asphalt,
concrete, pervious concrete, permeable paving, bricks, tile, pavestone,
tilestone, flags, flagstone, flagging, cobblestone, curb, kerb,
curbstone, kerbstone, edgestone and curbing. All paving material shall
have a finished surface and must be contained by a permanent border and
properly maintained.

A site inspection at 100 E Central revealed the grass is
actually growing up through permeable pavers. As long as the grass
growing through is properly maintained the property is not in violation
of Section 110-555.
The property at 145 E. Central is zoned residential and Section
110-555 does not apply. However, there are violations due to the grass
not being properly maintained under and around the vehicles parked in
the grass. This will be addressed with the property owner along with
other violations ob
