Financial Services • Deputy Finance Director and two Staff members attended Records Management training in Orlando. • Finance Procurement Specialist attended the Brevard County Entity Purchasing Cooperative Meeting, which allows the City to take advantage of cost-saving services directly related to City's operational functions. Human Resources/Risk Management National Council On Compensation Insurance The National Council on Compensation Insurance (NCCI) is a U.S. insurance rating and data collection bureau specializing in Workers' Compensation (WC). Owned by its member insurers, NCCI annually collects data covering more than four million WC claims and two million policies. The bureau uses the last three years of an employer's work-related accident and injury information to provide WC rate and loss projections, which are of particular interest to the firms who underwrite WC insurance rates. For that reason, the City is proud to announce that the City of Cape Canaveral has a nearly perfect WC three-year loss history and the best WC loss-ratio of any City in the State. It remains our #1 goal that every employee has the resources needed to perform their jobs efficiently, safely and go home as healthy as they were when they arrived for work. U.S. Births Continue Downward Spiral - Dropping to Lowest Rate in More than 30 Years (Sources: Wall Street Journal, Kaiser Health News, AP) Many demographers believed more births would coincide with a rebounding economy, but Tuesday's new report from the CDC showed a 2% decline from the previous year and record lows for women in their teens and 20s. The 2018 drop in births represents the fewest babies born in 32 years. The general fertility rate (the number of births per 1,000 women ages 15 to 44) fell to 59.0, the lowest since the start of federal record keeping. With the latest decline,births in the U.S. have fallen in 10 of the last 11 years since peaking in 2007, just before the recession. So why is the current economic upturn not giving people the confidence and optimism needed to start a family? • Wage stagnation. While corporations are reporting record profits, wages have not increased at nearly the same pace as profits and executive compensation, leaving workers feeling like they can't afford to start a family. • Concerns about the environment, climate change and what life will be like for future generations. • Lingering fears following the Great Recession and insecurity about being laid-off. Other countries/regions experiencing dropping birthrates include: Germany, Japan, Bosnia, South Korea, Bulgaria, Romania, Puerto Rico, Taiwan, Greece, Italy, Singapore, Portugal, Austria, Spain and Poland. Community Development Planning Ongoing Rezoning Project On May 9th, City Staff and the Planning & Zoning Board met to discuss the more than 700 properties within the City that are improved with a residential structure, but are zoned commercial. City Code Share the knowledge - Tell at least one friend to read The Weekly Update! Issue 17.19 of The Weekly Update May 20, 2019 prohibits residential structures in commercial zoning districts. These structures are considered non- conforming and should one of them be destroyed, restrictions associated with non-conforming properties would apply. For this reason, a long-term, comprehensive solution is proposed that will reclassify these structures as conforming so they are no longer subject to restrictions associated with non-conformities. The rezoning process is not uncommon for most cities and typically occurs when development patterns or trends emerge within a Community. Historically, the City of Cape Canaveral has updated its zoning map every few years, but has not updated the current zoning map since 2008. The next meeting on this rezoning initiative will take place at the Planning & Zoning Board Meeting on June 13, 2019 (6:00 p.m.), where the board will make a formal recommendation to the City Council. Proposed Code Changes Coming—#HeresTheDeal Requirements of City Code Section 110-28 include: signs posted at the subject properties, notice posted at City Hall and mailed notification of property owners within 500 feet of the subject property. There are proposed City Code changes coming in an effort to implement a cost-savings measure to tax payers and property owners. Please also note that the City's process exceeds the notice standards required by the State of Florida (F.S. 166.041) (2018 Florida Statutes). As always, the City will continue to go above and beyond by posting information in The Weekly Update, on our website and social media platforms. New City Municipal Software Coming In an effort to improve technology, efficiency, revenues and customer support, the City seeks to modernize its capabilities and harness new technology to improve the delivery of public services. BS&A will provide the City with software that supports current needs, while fulfilling the ever increasing demands of day-to-day operations by serving the needs of the Community more efficiently via online applications, payments and scheduling. The Community Development department will be the first to migrate to the new software, followed closely by the Administrative/Financial Services and Community Services Departments. As the City moves through this process we will share more information as some services may be temporarily impacted. In the interim, be sure to check the City's website and social media as more information becomes available. Building • The Building Division conducted 69 inspections and completed 27 plan reviews. The Division also processed 52 new building permit applications and 29 payments for permits that were picked up. Code Enforcement Case Status In conjunction with Code Enforcement and Community Engagement Staff, developed a more efficient reporting process for residents/parties to find the status of City Code Enforcement cases. The new look, which will allow for easier tracking of cases,will be updated weekly and available on the City's webpage. Community Services Community Engagement "Need a Toy, Take a Toy" - Mermaid Treasure Boxes In a nod toward all things conservation, the Community Services Infrastructure Maintenance team took this beach box idea to a new level with this creative "Mermaid [Picture of Toy Box.] Treasure Box" as the result. The intention is to use the treasures like a toy library for children visiting the beach! Use, rinse, return. What a cool concept to keep plastic off our beach, to REUSE existing toys and help cut back on having to purchase plastic toys every time a little one comes to visit! Let us know what you think of the idea! Makeovers for all Beach Crossovers Are Complete! All City beach crossovers have been coated with a non-slip coating to increase safety and help protect them from the elements. The fresh new look and feel has been very well received by residents and visitors! Mobi-Mats Are Back on the Beach! Mobi-Mats were installed last week at Monroe, Buchanan and Polk Avenues. The mats were removed in December [Picture of Mobi-Mat on beach.] for the Canaveral Sand Bypass Proiect. Since the Bypass Project has now been completed, the Mobi-Mats have been returned back to the beach. More information on the Mobi-Mats can be found by visiting: cityofcapecanaveral.org/mobi_mats. Issue 17.19 of The Weekly Update May 20, 2019 • Long Point Road Estuary Park Project (Also below) • SR A1A Mast Arm Construction Project (Also below) • Mangrove Trimming Project (Also below) • Lift Station No. 2 and Holman Road Sewer Improvements • Canaveral Sand Bypass Project/Beach Sand Nourishment Project (Also below) • Stormwater Inlet Replacements Infrastructure Maintenance (IM) SR A1A Mast Arm Construction Project This project includes the installation of traffic light mast arms and other improvements at the following intersections with SR A1A: • Holman Road • Center Street • North Atlantic Avenue Maintenance of Traffic (MOT) will be in place and lanes on both SR A1A and City-owned side streets will be intermittently closed; nighttime closures of SR A1A are planned through May as new mast arms are delivered and installed. Sidewalks will be intermittently closed to pedestrians and temporary sidewalks were constructed at selected intersections. Project funding is through the Florida Department of Transportation. Anticipated completion date is May 2019. Mangrove Trimming Project Staff met with FDEP personnel to finalize the permit for trimming the mangroves located along the Central Ditch. The project area is from the Central Ditch on West Central Boulevard to SR A1A. The work is currently being scheduled with the contractor. Other Items of Local Interest Long Point Road Estuary Park Project Removal of pepper trees and other invasives across the property is nearly complete. Future project tasks at the site include: • May 2019 o Survey northern property line of the City-owned site and install fence. • June 2019 o Inspect for Brazilian Pepper Tree regrowth. o Treat with herbicide (if necessary). • July 2019 Share the knowledge - Tell at least one friend to read The Weekly Update! Issue 17.19 of The Weekly Update May 20, 2019 o Replant site with native tree species - the type of tree planted at each location will be determined by land elevation, presence of surface water, etc. (generally 20' x 20' centers). Staff continues to work with St. Johns River Water Management District (SJRWMD) to obtain the two wetlands properties to the south of the City-owned site. The City would accept title to the properties from SJRWMD and perform the same scope of work as on the City-owned site. All three properties together would provide over 14 acres of protected wetlands along the Banana River. The mosquito ditches will also be reopened to allow for the unimpeded flow of surface water. The majority of these projects are funded by SJRWMD. Project updates are available in The Weekly Update, on the City web page and on City social media platforms. Beach Renourishment Project Beach renourishment (pumping of sand) has been completed. All equipment was removed from the beach prior to May 15, 2019. General cleanup and repairs to the Washington Avenue crossover area continue. Culture and Leisure Services Athletic Leagues Tennis Monday tennis is waiting to begin its new season. Unfortunately, due to inclement weather, the first two weeks of the season have been rained out. Players are anxious to take the courts for the first time. Wednesday tennis is making up its final games before beginning the playoff tournament. Playoffs will begin next week with the top eight players from the regular season. Thursday tennis is off to a great start with Gary, the undisputed Cape Canaveral Champion, jumping out of the gate with an early 2-0 lead. Racquetball Greg K. is currently leading the Wednesday night racquetball league with a perfect record of 4-0. O'Neill is nipping at the heels of the league leader also with an undefeated record of 3-0. Kickball Kickball played the third week of the new season this past week. The first game saw a blow-out by JT's defeating Slide Inn by 12-0. The second game of the evening was a close one with GTR defeating REDS by one run. The last game of the night was an easy win for Grahams which defeated W.S. by a score of 10-3. Summer Camp The 2019 Summer Camp is nearing 80% full. Space is filling up quickly so don't wait to register your camper! This summer is themed the#SummerOfSpace in celebration of the 50th Anniversary of the Moon landing. Campers will get to experience many space-themed activities such as building and launching rockets with NASA, learning about the capabilities of the International Space Station and traveling through our Solar System by exploring a different planet each week. Do not miss out on this amazing camp opportunity led by "out of this world" counselors! Free Lunch at the Youth Center through June Staff received confirmation that once again the City's Youth Center, located at 105 Polk Avenue, has been chosen as a summer feeding site for children under 18 years of age. All a child has to do is show up at the advertised times and receive a free meal. The best news of it all, is that all of our Summer Campers will get to participate. Staff will do a City-wide media blitz once times have been confirmed. New Signs Added at Manatee Sanctuary and Banana River Parks Our river front parks are amazing Community treasures. We do live in Florida however, and should never take for granted that there is wildlife all aound us. Since both parks have seen a significant influx of out-of-area tourists that are not familiar with our fauna, signs warning them about possible dangers in the area were installed. Both Manatee and Banana River Parks have areas protected by chain link fence, but this is more of an "inconvenience" for an alligator, as they can easily climb over almost any fence. Issue 17.19 of The Weekly Update May 20, 2019 Cape Canaveral Public Library — 201 Polk Avenue On Tuesday, May 21st, a registered nurse from the Visiting Nurses Association will be providing no- cost wellness and blood pressure screenings from 12:00 p.m. to 1:00 p.m. This opportunity is open to anyone that wants to take advantage of these services. Economic Development Department • With Community Engagement Specialist, met with newly appointed Space Coast Office of Tourism Executive Director in furtherance of establishing an ongoing City of Cape Canaveral Recognition Program. The City has historically been overlooked by the Office, which expends Brevard County's 5%Hotel Bed Tax through its Tourism Development Council (TDC). Staff stressed that a significant portion of TDC's funding is from hotel rooms located within the City of Cape Canaveral. Although the TDC has traditionally grouped Brevard County Cities into regions, some interesting metrics surface when the Cities are "broken out" and compared City- by-City: o City of Cape Canaveral hotels are the third highest contributor to the TDC [Graphic of hotels and line graph.] annual budget, contributing 13.27% in FY17/18. o Cape Canaveral hotels comprise 11.20/0 of all hotels in Brevard County. o Cape Canaveral hotel rooms are#2 in Tourism Tax Collections on a per room basis ($1,738.67 per room, per year). o Cape Canaveral hotels are #2 in Revenue per - Available Room ($156.66 in March 2019). o Cape Canaveral hotels are #1 in occupancy rates (92.7% in March 2019). • Submitted Ordinance No. 12-2019 for 1st Reading at the June 18, 2019 City Council meeting. The Ordinance provides for a Referendum Election and ballot language extending the City's Economic Development Ad Valorem Tax (AVT) Exemption Program, an important Economic Development tool which incentivizes companies to invest in the City of Cape Canaveral by Share the knowledge - Tell at least one friend to read The Weekly Update! The City Council grants AVT Exemptions on a case-by-case basis to qualified companies. The Program authorizes an exemption of all or a portion of the local AVT collection for up to ten years. The exemption only applies to taxes levied by the City of Cape Canaveral. The City of Cape Canaveral AVT Exemption Program expires this November(10 years after initial approval) if not approved for extension. An extension of the Program must also be approved by Referendum. • With Community Development Director and Community Services Director, reviewed zoning- related non-conformities uncovered in the scoping of the Pierce Avenue Sidewalk Completion Project. • Received a"Thank You" letter from the Taipei Economic and Cultural office in Miami after our meeting last week with Mayor Hoog, Director General David K.C. Chien and Deputy Director Sara Chen - De Facto Consulate of Taiwan. The Director and Deputy Director were touring the Cape Canaveral area as Goodwill Ambassadors. The National Space Organization of Taiwan will soon further their Remote-Sensing program with a coming SpaceX Falcon Heavy launch of an additional Formosat Earth Observation Satellite. In visiting the area, Consulate Staff gains firsthand knowledge of the Space and Tourism Economy in the Space Coast and launches to goal of mutually beneficial relations for job growth. Corporal Adrian Moss-Beasley It is with great sadness and a very heavy heart, that we share with you the loss of one of our Brevard County Sheriff's Office family [Photo: Moss-Beasley] members, Corporal Adrian Moss-Beasley. Corporal Moss-Beasley lost his battle with cancer, as he passed away peacefully at home with his family close by his side. Adrian served with our agency as a Deputy Sheriff for almost 28 years, with his most recent assignment being at our Canaveral Precinct. Prior to joining our agency, Adrian was a High School Football standout as he played football for the Cocoa High School Tigers. Adrian was recruited to play football at West Virginia University, where he enjoyed a very successful career before deciding he wanted to serve our Community as a Deputy Sheriff. For those who knew Adrian, you knew him as a gentle giant with a heart of gold, a great cop, a great friend, and above all else a great man! Adrian was strong in his faith of God and always believed in doing the right thing! If you never had a chance to meet Adrian, you missed an amazing opportunity to see how someone who stood 6'6" could be so kind, friendly and compassionate about others. You also missed the chance to meet someone who, with just his mere presence, made you want to be a better person! On behalf of our entire agency we ask you keep Adrian and his family in your thoughts and prayers. Our Community lost a great public servant and friend.
